What you'll do

The skills you'll need

You’ll come with significant experience in software engineering, software or database design and architecture, as well as experience of developing software within a DevOps and Agile framework.

DUTIES AND RESPONSIBILITIES Plan, develop and maintain data transfer pipelines from source systems to the CCDR. Pipeline design will vary considerably depending on the needs of each project. Analyse and interpret complex technical requirements and specifications from the Data Engineering Analysts to inform solution design, development and assurance. Support the appropriate design and development methodologies agreed for use within the team. Produce highly detailed technical specifications and documentation for the support, maintenance, monitoring and quality assurance of Data Engineering processes. Investigate, support, correct and prevent issues relating to existing Trust-developed Data Engineering systems and processes, identifying issues and implementing resolutions in a timely manner. Provide a technical support service to all users of Data Engineering, understanding and communicating detailed technical requirements/processes with non-technical staff, managing priorities and expectation of service users. Manage unpredictable support workload. Participate in the regular sprint planning process to determine durations and any dependencies with own planned development work. Plan own development work according to DE development standards. Be responsible for all allocated work. Develop test plans, and supporting test data, to validate the stability and maintainability of products, and their operation against requirements. As requested, provide reports on progress, status and achievements for own work. Complete the requirements of the Data Engineering Apprenticeship course. Ensure that additional skills and knowledge required for the role are acquired through professional development. Make recommendations on new tools, technologies and techniques that can be adopted by the team. Participate in regular exercises to test business continuity and disaster recovery plans. Provide guidance for staff from own or other disciplines on own subject area, when required. Be responsible for the safe and efficient use of hardware, software and financial resources. Ensure the post holder adheres to Trust Standing Financial Instructions (SFIs) and procurement guidelines. Participate in the development and implementation of projects as part of planned development sprint cycles. Ensure project tasks, where required, are successfully delivered in line with agreed timescales and budgets. Lead work projects required as part of apprentice qualification. Ensure any project management documentation or reports are delivered in line with agreed standards and timescales. Act as an ambassador for Digital Services by developing and maintaining excellent working relationships with users across the organisation to deliver a high quality professional service as part of the a development team. Pro-actively participate in ensuring that Digital services delivered within the Trust reflect best practice with respect to organisational, NHS and legislative requirements and guidelines including IT Infrastructure Library (ITIL), Data Protection Act 2018, Information Standards, Information Security and compliance with NHS Information Governance. Ensure all documentation relating to own area is complete and fit for purpose and all releases relating to hardware, software and documentation are controlled. Ensure all development and deployment meets DE standards and follows the Digital Services Change Approval Process. Contribute to Root Cause Analysis (RCA) for allocated incidents and problems; instigating action when required, liaising with other team members and managers, as appropriate. Be familiar with the Trust and Department level Business Continuity Plan and personal responsibilities within, where applicable.

Your role:

An exciting opportunity has arisen to work on urban resilience in Greater Manchester, a city-region that is recognised by the United Nations as a global leader in resilience. As a Civil Contingencies Officer, the post holder will be a key member of the Greater Manchester Resilience Unit, supporting the emergency planning, response, and resilience service to the ten Councils in Greater Manchester. Operating as part of the Greater Manchester Resilience Unit, a shared service established by Greater Manchester’s Councils to deliver expertise in civil contingencies, the role holder will have responsibility to support specific resilience workstreams and projects, including ensuring projects are delivered on time and to the required standard. They will also be responsible for the design and delivery of training programmes for Councils and partners organisations across GM.

This work is delivered in a wider multi-agency environment with civil contingencies activity across Greater Manchester coordinated through the Greater Manchester Resilience Forum, a statutory partnership that brings together over 80 organisations involved in planning for, responding to and recovering from emergencies.

The post holder will join the team at a pivotal and challenging time as Greater Manchester’s Councils implement their resilience ambitions set out in the recent Trailblazer Devolution Deal agreed with Government, the Greater Manchester Resilience Strategy, and the UK Government’s Resilience Framework.

About you:

The post holder will have excellent communication and relationship management skills with the capacity to work with senior managers, operational staff and different stakeholders. They will have the drive, enthusiasm, and experience to support the shaping and delivery of services to meet the resilience needs of the GM Councils. The post holder will also enjoy working under pressure, sometimes with conflicting priorities, and working in fast-paced crises. Experience in civil contingencies whilst an advantage is not essential.

You will

• Support the effective development and delivery of emergency preparedness and response arrangements in Greater Manchester’s Councils.
• Work with Business Partners, team members and GM Councils to provide a focused, civil contingencies service that ensures business and civil contingencies agendas are delivered.
• Be part of an on-call 365/24/7 rota, providing a prompt response to emergencies within Greater Manchester and providing expert advice to Councils.
• Develop and deliver specific programmes of work themed around particular risks, response capabilities and resilience issues.
• Participate in multi-agency work to build on and strengthen emergency preparedness, response and recovery arrangements tasked out and coordinated through the Greater Manchester Resilience Forum.
• Car/vehicle driver's license - This post is a designated Casual Car User. Therefore, you must always hold a full valid driving license and provide your own car for use at work. You will receive Casual Car User Allowance.

Responsibilities:

Civil Enforcement Officer

Due to our continued growth, we are recruiting for a Civil Enforcement Officer (also known as an on-street parking attendant or traffic warden) to join our Transportation team.

You will be patrolling local roads and streets and key car parking locations, advising the public of where they can park safely and securely, issuing enforcement tickets to incorrectly parked vehicles, reporting suspected abandoned vehicles, and dealing with enquiries from the members of the public.
