About the role

We have a fantastic opportunity for you to join us as our Finance Manager to lead and manage our Financial Services function promoting efficiency, high performance, probity, and excellent value for money services.

In this role you will act as the Deputy Section 151 Officer, be the technical lead and support the delivery of our Transformation Agenda.

You’ll assist and report to the Chief Officer Finance & Performance in the operation and development of all financial activities of the Council, playing a crucial role in the delivery of service transformation, driving efficiency and productivity improvements and also the optimisation of income opportunities, to contribute towards the achievement of financial self-sufficiency.

About you

You could be an aspiring leader, who is looking to gain experience as a Deputy Section 151 or an experienced leader who is looking to lead and inspire a new team.

• Fully qualified member of one the five accountancy institutes in CCAB or CIMA
• Demonstrable experience in a strategic finance role in the Public Sector, preferably Local Government
• Understands the political structure and environment within Local Government
• Competent in the use of a financial management systems to produce budget reporting, annual accounts and financial statements in accordance with the CIPFA Accounting Code of Practice.
• Has sound knowledge and experience of local government accounting relating to relevant Accounting Codes of Practice, Statutory requirements and to grant regimes
• Is aware of current legislation including that relating to Housing Revenue Account, Capital Accounting and Treasury Management.
• An ability to innovate and lead in the transformation of service delivery. To include project management of cross-team initiatives.

Background to the Post

Warwickshire College Group works in partnerships with the Prince’s Trust to deliver the Team Programme. This provision is offered at a variety of locations according to demographic need and WCG operates across Lincolnshire. In addition WCG also delivers the programme in neighbouring counties; Coventry and Warwickshire, Leicestershire, Worcestershire, Derbyshire and Birmingham.
This post will be based in Coventry & Warwickshire.

The programme is specifically designed to engage with 16-25 year olds who are not in education, employment or training (NEETs) and provides them with an opportunity to re-engage in learning, participate in community projects, team work and individual work placements. Participants to the programme may exhibit challenging behaviours and the post holder will be expected to work
effectively with this group. The programme gives young people a unique opportunity to work as a team in undertaking worthwhile and challenging activities.

To ensure that all our students reach their potential and are not discriminated against we wish to appoint an assistant Team Leader to provide support to the three Team Leaders on their programmes and cover the delivery of the programme in the Team Leader’s absence.

The purpose of this post is to assist the team leader and provide support to the students on the team programme. Time will be spent with students in the classroom who need extra help to keep them focussed, on task and up to date. The Programme will require the post holder to accompany the students on the residential between 3 to 9 times per year and off-site or to other College centres to undertake projects, enterprises or other activities associated with the course programme. There will be a requirement to undertake administrative tasks relating to student retention and achievement.

The person appointed will report to the Prince’s Trust Co-ordinator and work alongside the Prince’s Trust team leaders as directed by the Co-ordinator.

Duties & Responsibilities

● To provide support in class, or support outside the classroom as directed by the
Prince’s Trust Co-ordinator.
● To assist the Prince’s Trust team leaders with the preparation of materials or
activities for named student use.
● To work closely with the team to ensure that individual student targets are being
monitored and reviewed.
● In conjunction with the team, maintain a system to record named student
progress.
● With knowledge/permission of the Prince’s Trust team leader, make contact with
parents, guardians or key workers of those students under 18, either by telephone
or in writing.
● To act as a trouble-shooter and work with the students to ensure they meet
deadlines and catch-up on any missed work.
● To attend team meetings.
● To undertake training and development as appropriate.
● To accompany and support students during work experience placements, and/or
trips, residentials both on and off site if appropriate.
● To undertake administrative duties which will include keeping own record book,
sending absence notes/cause for concern forms to team members, updating the
team with student progress report.
● Work collaboratively with the team to produce Individual Risk Assessment,
Personal Emergency Evacuation Plans and Medical Protocols.
● Contribute to student reports if required.
● Contribute to additional learning support reporting, as required.
● Safeguard and promote the welfare of children and vulnerable adults for whom
you are responsible and whom you come into contact with.

Essential Attainments

Coventry and Warwickshire Partnership Trust are looking for an enthusiastic and self-motivated individual to join our RISE Services as a Waiting List Manager on a full-time basis, within the Mental health in Schools Team (MHST).

You will play important roles supporting our Child and Adolescent Mental Health Service and will be base cover activity within the the RISE Mental Health in Schools Team (MHST).

The Mental Health in Schools Team (MHST) programme involves bringing together a new workforce to provide additional capacity to deliver evidence-based early interventions for children and young people experiencing mild to moderate mental health difficulties within educational settings. The area teams provide brief, evidence-based interventions at an early stage of need to children, young people and parents individually or in group settings as well as supporting the implementation of effective whole school and college approaches to mental health to improve outcomes. The current MHST clinical offer is based on cognitive behavioural therapy (CBT approaches), with CBT therapists and Educational and Mental Health Wellbeing Practitioners delivering within school and college settings.

The whole school and college approach is an exciting opportunity to empower the organisational system to promote mental health and wellbeing. This involves working with the Mental Health Lead in the setting to understand their students’ need and delivering parent workshops and psycho-education to students and staff.

BACKGROUND TO THE POST

The Team Leader will deliver the 12 week programme face-to-face with young people and work closely and effectively with local agencies and organisations to recruit team members. At the end of the 12 week programme, the post holder is expected to evaluate the programme and write reports.

The Team Leader will also undertake the Award in Education and Training to support the delivery of the programme at the earliest opportunity following appointment. Further training may be identified and required as directed by the line manager.

DUTIES AND RESPONSIBILITIES

✓ Recruitment of the team of young people, including liaising with training managers, employment services, careers officers, employers, youth organisations, hostels, Job-Centre Plus, schools, colleges and other external agencies as necessary.
✓ Set team and students programme objectives, to meet both team and individual needs and deliver the expected learning outcomes.
✓ Liaise with community organisations and agencies to plan, prepare and supervise appropriate team projects and individual placements for students.
✓ Work with the Programme Co-ordinator to plan and deliver a quality assured team programme which includes all the required elements.
✓ Provide leadership and guidance to the team, taking responsibility for their health, safety and welfare including appropriate disciplinary procedure, medical protocols and risk assessments.
✓ Keep appropriate records of the team’s and each individual’s performance and progress by utilising the College’s internal quality systems e.g. registers.
✓ Submit regular reports on the Team to the line manager and make significant input to staff team discussions, planning, review and evaluation and the curriculum area SAR.
