Office of Multifamily Analytics and Policy
The mission of the Office of Multifamily Analytics and Policy (OMAP) is to ensure sound and prudent oversight over the multifamily housing activities funded by Fannie Mae and Freddie Mac (the Enterprises). OMAP is dedicated to minimizing risk associated with the Enterprises' multifamily loan purchases through the oversight and monitoring of all multifamily policies, programs, products, and procedures. The mission of OMAP is to ensure the Enterprises appropriately balance credit discipline and their chartered mission to serve underserved markets and promote rental housing affordability. The incumbent shall serve as a Supervisory Policy Analyst in OMAP, participate in specific policy development and implementation continuing activities or projects, and provide multifamily subject matter knowledge.

The Asset Management and Portfolio Oversight (AMPO)
The Asset Management and Portfolio Oversight (AMPO) branch is responsible for monitoring the implementation of the Enterprises' Asset Management Plans via the Conservatorship Scorecard process. In addition, the branch reviews all new or modified multifamily policies related to asset management while the Enterprises remain in Conservatorship.

Position Overview
The incumbent serves as the Supervisory Policy Analyst and leads the Asset Management and Portfolio Oversight (AMPO) branch. Supervises and directs this team's work that develops, analyzes, evaluates monitors, and/or implements effective multifamily housing finance policies, procedures, and guidelines related to asset management and property conditions.

Major Duties & Responsibilities

• Leads the team in the monitoring and oversight of GSEs to ensure compliance with multifamily and affordable housing policies and procedures.
• Performs policy analysis of proposed legislation, existing statutes, Congressional testimony, and Enterprise reports. The incumbent serves as the Deputy Chief Banking Officer (DCBO) in the Office of the Chief Banking Officer (OCBO) and reports to the Senior Vice President and Chief Banking Officer.

The incumbent is responsible for supporting the Board of Directors, the management of EXIM's external client relationships and transactions, and product structure, design, and delivery. The Deputy is responsible for providing financial assistance in response to requests from U.S. exporters, foreign buyers, foreign governments, foreign and domestic commercial banks, insurance brokers and other eligible applicants. The incumbent of this position pursues OCBO-wide program and policy initiatives and coordinates the implementation; develops recommendations for the OCBO regarding policy, processes, and issues; assists in managing the loan applications, administration, and processes; manages special assignments as designated by the CBO and serves as an expert resource consultant for the staff of the OCBO. The OCBO is responsible for the loan, guarantee and insurance products, and the overall relationship management of EXIMs external clients.

Duties include, but are not limited to:

• Serves as a key member of the senior staff of the Office of Chief Banking Officer which includes Office heads in the OCBO. Provides guidance and counsel to OCBO and Office heads as necessary, assists in the establishment of OCBO objectives and program goals, and alerts CBO and OCBO office heads regarding guidelines and needed results. The incumbent plays an important role in the development, implementation and improvement of processes and programs within the OCBO. DRS carries out its work through four main organizational areas - the Office of Research and Analysis (ORA), the Office of Data and Statistics (ODS), the Office of the Chief Data Officer (OCDO), and the Climate Change and ESG (Environmental, Social, and Governance) Branch. ORA is responsible for producing and disseminating high quality research and analysis related to housing market and housing finance. ODS is responsible for primary collection, development, production, management, validation, documentation, and dissemination of data and statistics over several key FHFA datasets. OCDO supports FHFA in managing and leveraging data as a strategic asset by improving data governance, lifecycle data management, analytics capabilities, and public data dissemination for DRS and throughout the Agency. The Climate Change and ESG Branch provides the coordination needed to achieve the Agency's Climate Change and ESG strategic objectives and leads the Agency's research on climate change.

The incumbent will possess knowledge in economics, statistics, housing finance, accounting, and credit, financial, and regulatory reporting. This includes demonstrated skills in research, analysis, assessment, programming, and data analytics with formal training in economics, statistics, or a related quantitative field.

Major Duties & Responsibilities

The Economist/ Statistician duties listed below are at the EL-09 level:

• Performs various aspects of the lifecycle of data: design, development, collection, storage, production, validation, management, maintenance, documentation, dissemination, usage, and user support.
• Conducts primary data collection of administrative and survey data, including mortgage, borrower, and property data.
• Conducts validation and quality assessment of data to produce and disseminate accurate and reliable data and statistics.
• Conducts survey design, questionnaire design, sampling, survey weights, data imputation, non-response analysis, and bias analysis.
• Conducts research, analysis, assessment, modeling, and programming to improve production and dissemination of housing and mortgage data and statistics.
• Writes and disseminates technical documentation, technical reports, statistical blogs, analytical insights, and research papers, including internal and external presentations.
• Develops, creates, and produces statistical products, including dashboards and other similar tools.
• Provides support of internal and external users of the data and statistics produced and disseminated by the office.
• Communicates with users of data and statistics to improve and further development data and statistics.
• Monitors developments in data and quantitative methods and industry best practices in economics, statistics, housing finance, and credit, financial, and regulatory reporting to improve and further develop data production and dissemination.
• Provides technical information and briefings to peers and senior staff in the agency, regulated entities, industry groups, and the public.
• Performs other duties as assigned.
