ROLE SUMMARY
The Senior Director Public Affairs Japan is responsible for leading the Public Affairs function in Japan. This is a high-profile position, supporting Pfizer Japan’s business leaders as well as C-suite executives. The role will provide strategic public affairs and policy leadership in Japan, promoting an environment that will enable the growth and vitality of Pfizer Japan’s business and reputational interests in Japan.
The role is responsible for setting objectives, mobilizing public affairs capabilities and executing strategies to shape external change for Japan, delivering structured advocacy with relevant government leaders and stakeholders.
The role will represent Pfizer in external forums and will direct, coordinate and execute all Pfizer’s external lobbying activities. The role leads a dedicated team of professionals, ensuring Pfizer continues to attract, develop, and retain highly qualified talent.
ROLE RESPONSIBILITIES
Collaborating with Japanese and Corporate leadership, the role sets the priorities for Pfizer’s activities to ensure alignment with business objectives, achieve focus and results, and leads Pfizer’s external footprint in Japan.
The role develops and executes a differentiated public affairs strategy that will protect and advance Pfizer’s interests, reputation and commercial objectives to meet Pfizer’s business goals in Japan and create greater visibility and give Pfizer a prominent voice with policymakers.
The role represents and ensures that Pfizer plays a leadership role in key trade and business
associations operating in Japan, and that advocacy positions and activities are aligned with Pfizer positions.
In particular the role:
- Assesses the impact of the external policy environment on business strategy, and provide
counsel in business planning decisions (operating plan, business reviews, business
development work, etc.)
- Proactively develops and implements innovative Public Affairs/Policy strategic approaches
to support Pfizer’s strategic business goals in Japan
- Establishes, maintains and leads government relations and other key relationships to
advance Pfizer's strategic priorities.
- Develops and implements new strategies in response to policy platforms of elected officials
- Leads and participates in relevant key local, regional and global business associations in Japan.
- Develops C-Suite briefing materials with goals and metrics.
- Maintains strict compliance with all applicable policies and laws, especially those related to interactions with government official
- Creates a best in class Public Affairs team in Japan: Builds a high performing public affairs
and policy team with respect to talent identification and talent management.Identifies
resource/capability needs, and ensure financial efficiency of the PA function in Japan

The role requires ability to ensure internal alignment and to work in a highly matrixed environment.
The role is based in Tokyo, Japan.
QUALIFICATIONS
This position requires the integration of government relations, public affairs, and policy expertise to develop effective strategies that support Pfizer’s business and reputation priorities. The ideal candidate will possess significant experience in several of these areas with the capability of quickly acquiring knowledge in others.
- Minimum 15 years’ experience in Japanese public policy, government relations, public/corporate affairs/ legal affairs, with ideally minimum 10 years’ experience in health care.
- Exceptional understanding of the role of public affairs and policy in driving business goals, and a deep understanding of public policymaking process in Japan.
- Demonstrated ability to develop and execute effective, innovative and practical public affairs and policy solutions and comprehensive plans that deliver results.
- Strong understanding of business strategy and key drivers of commercial success
- Highly skilled at anticipating, identifying, and addressing emerging issues and related risks that could impact Pfizer's business in Japan
- Highly networked in the Japanese external environment including with government and key stakeholders, with an outstanding ability to develop relationships with key constituencies.
- Strong executive presence and interpersonal acumen, highly substantive and collaborative.
- Fluency in Japanese and English with outstanding oral and written communications skills
- Demonstrated ability to develop C-Suite communication and convey relevant information at the right time and withthe proper context
- Well organized, highly motivated, creative and analytical problem solver
- Leads the recruitment, development, and retention of public affairs talent to support the needs of the organization.
- Education: Advanced degree required, ideally in law, business, public health, or international policy
