As a Health Systems Specialist, responsible for directing, leading and guiding the service lines or services in any projects that may involve management support. Duties include, but may not be limited to the following:

• Develop policies and plans for the organization;
• Provide active and well informed administrative participation in planning for the delivery of health care;
• Develop, evaluate, and modify organizational structure and systems to achieve program goals;
• Participate in the analysis and interpretation of workload and other data used in resource planning;
• Direct service lines/ services throughout the hospital through the medical center planning activities;
• Conduct and direct special studies and analyses of complex problems relating to manpower requirements, space and equipment utilization, organizational alignment and other areas;
• Participate in the formulation and implementation of policies necessary to support the administrative functions of the medical center;
• Support in his/her role as the one of the senior leaders responsible for the identification of root causes and corrective actions for deficiencies identified by external organizations;
• Participate in the implementation of VISN 1 special emphasis programs which crosses administrative and clinical boundaries and affects all levels of the organization;

• Make recommendations to senior leaders in all aspects of operations within the hospital; and
• Assist senior leaders in various areas related to construction, contracting, space utilization, and move coordination.

GS-13: Duties include but are not limited to:

• Monitors and manages incoming actions and requests from initial receipt to completion and closeout.
• Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office.
• Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy against known policies and procedures; and ensures action or inquiry is closed out with the inquirer or office.
• Conducts or participates in special information flow studies, analyses, presentations and briefings, as assigned.
• Conducts analytical studies on particular operational processes, issue topics, or related special projects.
• Studies and projects addressed are commonly so diverse and intense that they often require input and assistance from departmental or program offices. These studies require study planning, statistical measurement, data analysis, and report preparation and development. When tasked with this type of project, serves as the responsible contact for leading these projects from initiation to completion and
  may be required to present the results to senior leadership.
• Develops position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues such as the quality or timeliness of veteran care issues within the system or at times, issues of Congressional or media interest that have significant national impact e.g. quality and safety concerns or involve several functional areas. An expert level knowledge of health system services is required for the breadth and depth of studies encountered.
• Works in coordination with other internal reviewing services regarding complex audits and internal/external reviews of a national concern; i. e, fiscal efficiencies and organizational structure that are reviewed by prominent parties such as the Office of the Inspector General (OIG) or the Government Accountability Office (GAO).
• Tracks both routine and uncommon deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses and actions.
• Communicates with responsible staff agency members to ensure completion of all requested actions and appropriately closes out all requests.
• Works closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication
  flows.
• Contacts and engages frequently with staff at all levels to facilitate the work of the office related to a variety of operations-focused assignments and projects initiated by senior leadership or program offices, or departmental offices. This interaction is essential in order to identify substantive issues, establish relative priorities, and determine those issues requiring tracking.
• Manages and coordinates of all online communication tools such as assigned intranet websites, internal SharePoint website collection, and other related informational tools in consultation with communication specialists.
• Assures compliance with all applicable policies, and development and maintenance of internal management processes related to these online tools.
• Performs other related duties as assigned.

Working as a RMN (Registered Mental Health Nurse): Assess patient health problems and needs, develop and implement nursing care plans, and maintain medical records. Administer nursing care to ill, injured, and long term service users. Behave in a professional and discreet manner at all times and in line with the Nursing and Midwifery Council (NMC) Code. Be competent and confident in managing people with long term health conditions. Assess, diagnose, plan, implement and evaluate interventions/treatments for service userswith complex needs. Proactively identify, diagnose and manage treatment plans for service users (as appropriate). Prioritise health problems and intervene appropriately to assist service users in complex, urgent or emergency situations, including initiation of effective emergency care. Recognise and work within own competence level Produce accurate, contemporaneous, and complete records of service user interaction and consultation, consistent with legislation, policies and procedures. Support, manage and guide support workers on a daily basis. Continual personal development to develop oneself and the role. Necessary Experience or Qualifications to work as an RMN (Registered Mental Health Nurse): Hold a valid NMC Pin Ability to work on shift/rota pattern.
