Main Duties and Responsibilities

Strategic Planning and Leadership

• To lead the Health & Safety service.

Policy and Procedure

• To draft and oversee implementation of the delivery of the Romero Catholic Academy Trust Health and Safety and Environmental Policies.
• Advise the Trust and School Leadership Teams and appropriate managers on legislative changes, interpreting the changes and update policies and guidance as appropriate; ensuring these are delivered into working practice so that the organisation is compliant with the current legislation.
• To devise and oversee implementation of systems for the communication of Health & Safety and Environmental requirements across the Trust and its Schools.
• To ensure Risk Assessments are in place and fit for purpose by providing training, advice and guidance to staff as necessary. This includes developing systems for standard Risk Assessments for pupil visits and trips.
• Maintain an effective and robust audit trail.
• To develop, review and amend the Critical Incident Policy and plans, the Fire Safety policy and to ensure both are drilled and lessons learned and incorporated.
• Drive H&S initiatives throughout the organisation to increase knowledge and awareness.
• Recommend and implement control measures and advise on the standard PPE issued to employees.

Compliance and Performance

• To review and assess Health and Safety performance across all Trust schools.
• Develop standardised systems and procedures for the effective management of the organisations Health, Safety and Environmental performance.
• Auditing, making recommendations where appropriate, advising and implementing changes to practice as may be required to ensure legal compliance and professional best practice.
• To bring about a consistent, standardised and effective approach to Health and Safety across all Trust Schools.
• To analyse accident and near miss data and make appropriate recommendations to the Trust for future changes to practise.
• Develop Health, Safety and Environmental performance indicators for Romero Catholic Academy Trust in accordance with the relevant guidance and devise systems to monitor and measure the performance indicators on an ongoing basis.
• Follow up areas of non-compliance and ensure that they are resolved effectively.
• Appropriate and timely liaison with the HSE, Fire and Rescue Service and other relevant statutory and/or enforcing authorities, insurance officers and legal advisors. Actively develop a close working relationship with these statutory and advisory authorities.
• Identify areas where training/certification is required to meet the standards imposed by Legislation, Approved Codes of Practice or HSE guidance. Arrange such training/certification once identified.

Governance

• To prepare Health, Safety and Environment Reports for Trust and School Governance. This includes reports and presentations to School Governors and Trust Boards.
• Support the Board, and Leadership in the Trust and Schools on Health, Safety and Environmental issues. Develop collaborative relationships with unions where appropriate.
• Advise the Trust and School Leadership of all incidents reportable under RIDDOR.

Customer Focus

• Develop and deliver a customer first approach in delivering the service. Act as an enabler across the Trust and its Schools.
• Coordinate Health and Safety related meetings as appropriate.
• To integrate Health and Safety services with into the wider Estates Management Service and deliver as part of a joined-up service.
• To promote and provide excellent customer service as part of the wider Estates and Compliance Team.

Job Purpose:

The Head of Health and Safety holds the strategic responsibility and accountability for all health and safety compliance, implementation and strategic safety development for the Academies. Policy and decisions made by the Head Teachers and other members of the MAT Exec Team will be guided by the advice and recommendations of the Head of Health and Safety.

Overseeing the effective management of health and safety control measures and processes in accordance with current legislation and the MAT’s and Academies’ Policy and Procedures.

The Head of Health and Safety is the Trust’s Fire Officer and Chair of the Academies Health and Safety Committees.

The Head of Health and Safety will work in partnership with the Estates department and Academies throughout the trust.

Key Accountabilities:

• To develop, implement and monitor Health and Safety Policy and Procedures to ensure the effective implementation of the MAT’s Statement of Safety Policy and ESFA Safety Policy Guidelines.
• To advise the Director of Estates on the safety implications resulting from legislative developments or any situations likely to require changes in Safety Policy or provision.
• To instruct Headteachers, Managers and Health and Safety Representatives in the development, implementation and evaluations of risk assessments and safety audits in all Academy Curriculum areas and support Departments.
• To Chair the Academies termly Health and Safety Committee including maintaining a tracker of actions and holding people accountable for carrying out these actions.
• To produce the annual Health and Safety Report for the Board of Governors. This is a comprehensive report including retrospective data, future legislative changes etc.
• To manage external Health and Safety related relationships such as with Public Health England and the Local Authorities, this will include being the MAT’s sole representative on external panels and stakeholder meetings relating to Health & Safety.
• To ensure that all safety procedures and recording systems are regularly reviewed and maintained, including appropriate action on notified hazards and the recording of accidents.
• To advise regarding First Aid provision across all sites including training for all first aiders, producing a rota of first aiders and ensuring the Academies are compliant with regards numbers of qualified first aiders, and ensuring that all First Aid boxes are fully supplied and up to date.
• To arrange, schedule and retain records of occupational health surveillance for identified staff at risk of specific hazards such as noise, fumes and vibration.
• Anticipate and interpret changes in the broader sector, legal and environmental plans and strategies.
• Understand the chemicals and any/all potential safety and environmental hazards used/present at Academy sites, take steps to reduce the use of problematic chemicals and to mitigate any potential safety and environmental health hazards.
• On an annual basis, to conduct Departmental safety inspections and manage any identified actions.
• Ensure that specified L93 control measures for radiation sources are observed and that the Academies has an externally procured Radiation Protection Supervisor in place and that audits are completed by Radiation Protection Officer on an annual basis.
• Ensure that specified L93 control measures for radiation sources/audits are assessed annually by a procured 3rd party.
• Independent of Estates, manage contractors as required for the compliance with H&SAW regulations.
• Undertake immediate and root cause accident investigations for reportable accidents to MAT staff, pupils and visitors in line with HSE guidance and accredited training.
• Ownership and training of annual Personal Emergency Evacuation Plans for Academy staff, pupils and visitors.
• Liaise and manage inspections or audits by relevant external bodies, e.g. HSE, EHP, Fire Service etc.
• To represent the MAT at internal and external events related to Health and Safety and advise on the implications likely to affect the organisation.
• To undertake such other duties as may be reasonably required and are commensurate with the grade of the post.

Responsibilities/Duties/Activities:

The duties of the post fall into four main areas of responsibility:

• Strategic management and development of the MAT’s Health and Safety systems in line with the Academies values and legislative requirements. This includes making recommendations on the Academies response to strategic issues to the Headteacher that are relied upon and implemented.
• Providing specific guidance, information and knowledge as a team member of the Critical Incident Management Team of each Academy. This includes upon arrival taking a leading role in the event of a critical incident, such as being the main contact with Police and other emergency services.

The salary for this permanent Head of Pharmacy job is £74,599.69 - £85,476.52 per annum.

Duties:

• Lead, manage and develop the Pharmacy Education and Training programme, to deliver a high- quality education, learning and development service aligned to the strategic intent and workforce need in relation to pharmaceutical care provision across Health and Community Services (HCS)
• Act as the department’s strategic lead for workforce development
• Lead the development of long-term plans for learning, strategies, and training programmes to meet the future strategic direction and needs of Pharmacy staff across HCS
• Work with the Chief Pharmacist and other senior leadership colleagues to develop a strategy for the training, development, and utilisation of pharmacist prescribers across HCS
• Lead and promote opportunities for pharmacy professional education and learning across HCS and in collaboration with other care sectors, to ensure that they are maximised and programmed enabling the best use of resources and joint learning
• Lead strategically on the long-term operational planning for the continued sustainable delivery of a pharmacy professional workforce and develop opportunities for the delivery of a home- grown workforce wherever possible, which ensures fairness and equity
• Develop, manage, implement, and evaluate education and training policies / procedures for Pharmacy, providing high quality professional supervision and mentorship of clinical pharmacists, Independent Prescriber Pharmacists, pharmacy technicians, pre-registration pharmacists, MSc students and pharmacy undergraduates

Requirements of the Head of Pharmacy:

Vocational four-year master’s degree in pharmacy
Registration with the General Pharmaceutical Council (obtained by completing one-year post- graduate pre-registration training followed by passing the General Pharmaceutical Council registration examination)
Post-graduate MSc or Diploma in Clinical Pharmacy
Non-medical prescribing qualification
Post graduate teaching qualification
Expert understanding of therapeutics and all aspects of medicines used within all clinical services
Knowledge of and ability to apply all aspects of regulatory legislation and guidelines to hospital pharmacy
Knowledge of appraisal processes
Ability to prioritise competing demands and manage own time effectively for successful delivery
Proven and sustained track record of contribution to the development of policy and practice in teaching and learning support
Post- registration experience in hospital practice, including in a senior pharmacy role
