Supervisory Duties:

• The incumbent provides technical and administrative supervision to a unit consisting of an Administrative Officer (GS-0341-09), and two Program Support Assistants (GS-0303-06).
• The incumbent oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
• The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters.
• The incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
• The incumbent interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.

• Serves as an administrative advisor to the Chief, Pharmacy. As such, the incumbent provides a key role in assisting the Chief, Pharmacy in the development and implementation of policies and procedures, both long and short-range planning, budget, guidelines, and proposals for efficient and effective utilization of resources and the operation of the division. The policies and procedures concern all aspects of the organization including budget and fiscal management, supply, service and equipment procurement, human resources and workforce utilization, contract negotiations, initiation and oversight, construction and renovation, and space utilization.

• The Business Manager is responsible for working with the Chief of Pharmacy to establish a long- and short-term strategic planning process within the Pharmacy that will consider and effectively integrate resource management planning; the missions of the VHA, VISN, and healthcare system; and the identified needs of the Pharmacy. They oversee the revision of long-range plans, goals and objectives for the Pharmacy for the accomplishment of Medical Center, VISN and/or national level program initiatives. Assists Continuous Quality
  Improvement (CQI) service in Pharmacy service's quality assurance activities such as collecting data and tracking risk management indicators. Represents the Chief and Associate Chiefs, Pharmacy Service, in their absence or conflict in schedule, in all matters not of a
  clinical nature and acts on various committees not requiring their personal attention to assure timely and orderly flow of pharmacy activities.

• Collaborates with the Chief of Pharmacy and other service line leaders to design the administrative structure needed to support the implementation of any new program initiatives, and champions the use of innovative quality improvement techniques. This includes all phases of program development; program management; staffing plans; Standard Operating
  Procedures development at other facilities; Credentialing/Privileging, LIP/FPA, OPPE/PPE implications; and coordination of processes, at the Philadelphia VA Medical Center.
• Collaborates with the members of the leadership team in the development of administrative, standard operating procedures and the implementation of operating policy in all phases of management. Monitors and completes all special and recurring administrative reports and correspondence according to VA requirements in a timely manner as assigned by the Chief of Pharmacy.
• Develops internal review systems and takes corrective action to assure that administrative activities follow appropriate standards and applicable regulatory entities.

• Typical duties include defining budget requirements, executing approved funds, analyzing actual vs planned, etc. Works with the Chief of Pharmacy to identify budget needs, and negotiates with management to arrive at appropriate funding levels that make the most.
