-Serves as Chief of Health Information Management (CHIM) with full program responsibility for all facets of the Health Information Management (HIM) program and processes. Must ensure HIM program meets and/or exceed national HIM policies, procedures, and performance metrics. Responsible for the administrative management of health records, which includes planning, managing, advising, and directing the health information program in accordance with applicable Federal laws, facility by-laws, VHA policy, The Joint Commission (TJC) standards, the Commission on Accreditation of Rehabilitation Facilities (CARF), and other regulatory and accrediting agency standards.

-Responsible for all facets of health records management for the facility ensuring maintenance of complete, accurate, timely, clinically-pertinent, and readily-accessible patient health records, which contain sufficient recorded information to serve as a basis to plan patient care, support diagnoses, warrant treatment, measure outcomes, support education and facilitate performance improvement processes and legal requirements. -Completes internal quality assurance reviews to ensure employee performance and that work meets quality and quantity standards. Establishes monitors to ensure the timeliness of health record entries and reports findings with subsequent trending of data.

-Serves as a key member of the Quality Improvement (QI) team, works closely with QI personnel, and is responsible for assuring that the facility is compliant with all TJC standards regarding health information.

-Conducts training programs in various areas health information management, such as medical terminology, health record documentation, release of information, medico-legal matters, speech recognition/transcription, scanning, medical coding, clinical documentation improvement, and health information exchange. Major Duties include but are not limited to:

At least 95% of the incumbent's time is spent performing duties of significant scope, complexity, and variety. Collaborates with rehabilitation services administrative staff, including the business manager, administrative officer, and program/medical support assistants, to achieve program objectives.

• Participate in all Executive level team management functions, such as Governing Board, Tribal Councils, Tribal Health Committees, Tribal Elder Committees, and other assigned speaking engagements.

The Deputy Executive Director, Medical Center's managerial duties and responsibilities involve final decisions which have a direct and substantial effect on the health care organization and programs.

These include, but are not limited to, decisions affecting the nature, scope and quality of, and emphases in the facility's/system's patient care programs and activities.

The Deputy Executive Director, Medical Center in collaboration with the Executive Director, Medical Center:

* Determines program goals and objectives, and develops short and long-range plans for achieving them, in conjunction with the overall plans of the Veterans Integrated Service Network (VISN) consistent with the strategic planning process;

* Directs a comprehensive evaluation of program goals and objectives and makes necessary adjustments to improve delivery of patient care services;

* Establishes local policy in such areas as program emphases and operating guidelines;

* Administers a system for the development and communication of program policies and procedures in accordance with new or existing rules and regulations, and ensures adherence to them; and

* Administers a management reporting system which provides appropriate data for decision making in such areas as: organizational improvements; changes in delegations of authority; position management; and coordination among the center's programs and services.

The Deputy Executive Director, Medical Center will :

* Organize and control program evaluation activities;

* Develop and coordinate a quality assurance program to ensure that both clinical and administrative activities are in compliance with standards issued by various accrediting and regulatory groups;

* Develop plans (with target completion dates) to ensure that action has been taken to correct deficiencies cited by accrediting bodies*Conduct a comprehensive and effective quality management program for the standpoint of quality or program/service management, and

*Ensure that patient complaints related to the communication of clinical aspects of their care are promptly addressed.

The Deputy Executive Director, Medical Center:

*Develops with the participation of administrative and clinical managers and chiefs, plans for fiscal year plans that meet the objectives of current and proposed programs;

* Develops a balanced financial plan designed to meet realistic needs of the facility and the network; makes important decisions substantially affecting economy of operations by limiting operating expenses without impairing patient care activities through management assessment, cost effective position management techniques, reorganization, methods improvements, and automation;

*Ensures that utilization of available resources is in line with plan or modified through recurring review;

*Allocates available resources to provide the best possible patient care in line with established priorities;

*Expects and obtains, as the accountable official, positive accomplishments in effective utilization of resources as relaxed to budget, manpower, equipment, contractual services, physical facility needs and FTEE control;

*Protects integrity of the budget, position management, classification and other processes to ensure compliance with existing statutes, and regulations; and takes timely corrective action where delegated responsibilities are not being properly applied or executed.

The Deputy Network Director (DND) will serve as the alter ego to the Network Director (ND). As such, the DND directs highly complex healthcare delivery programs that involve major policy development of mission essential functions of VHA, which impacts the national economy. The DND oversees day-to-day operations of the VISN to ensuring oversight and integration of the functioning of the medical centers and Community Based Outpatient Clinics (CBOC).

The assigned duties require extensive knowledge of quality assessment, survey instruments and techniques. The incumbent must also have a full understanding of the requirements of various accrediting bodies (e.g. JCAHO, CARF, etc.) as they apply to the different types of facilities and programs within the VISN, such that recommendations to correct deficiencies may be made. Such ability and skill are based upon the incumbent's professional training and knowledge of health systems management and trends.

The incumbent must have extensive knowledge of the administrative operation of medical facilities, including Financial Management, Human Resources, Acquisition and Materials Management, Engineering, Patient Administration, etc.

Coordinates functions between the VISN's facilities and the Deputy Under Secretary for Health for Operations and Management.

This position has the responsibility to direct the organization's daily operation and management of VISN employees to accomplish the business of caring for enrolled Veterans' health care needs managing a large budget.

Business Management- Coordinates and assists in the development of the annual VISN strategic and business plan. Works closely with the VISN Strategic Planner (SP) and Chief Financial Officer (CFO) and Operations Manager (OM) to ensure that long and short range goals are identified and accomplished and that resources are adjusted to adequately support operating initiatives.

- Works with the VISN CFO, SP and OM in developing and executing the budget and financial plans and that those actions are based on effective controls and realistic projections.

- Works directly with OM and CFO in striving to achieve financial and operating goals to include establishing monitors to asses value and measure program and system performance.

- Administers a data management reporting system which provides appropriate data for decision-making in such areas as: organizational improvements; changes in delegation of authority; position management and coordination among the VISN's programs and services.

The incumbent personally assists the Executive Director, Veterans Integrated Service Network in special complex assignments often of a highly sensitive nature. He/she is involved at all levels- Headquarters, Network Office and Medical Center, and must be intimately knowledgeable about the missions, functions, and operations of all three. In every instance, the incumbent is expected to fully understand the mission and operational objectives of highly affiliated tertiary care medical centers, unaffiliated secondary care medical centers, domicillaries, nursing home, outpatient clinics, and the numerous and various organizational components of VA Headquarters.

The incumbent functions as liaison with all elements of Headquarters, and is required to have an in-depth working knowledge of all facilities in the Network.

The incumbent is an important member of the decision making team in the Executive Director, Veterans Integrated Service Network's office. He/she provides input to and makes decisions that have strong impact on medical center, Network and national matters.

These decisions affect critical healthcare operations, research programs, educational and training matters, DoD contingency support, as well as all administrative activities.

As a result of these decisions, the incumbent directly impacts initiation, expansion and/or curtailment of programs; reallocation and reprogramming of resources; reorganization of services, prioritization of projects and programs, and the determination of both short and long-range goals.

The incumbent is a full member of the network executive leadership Council and Governance Board.

Works directly with all VISN entities as well as external sources to ensure that objectives in quality and performance measurement are met.

Establishes mechanisms that analyze quality and performance improvement by constantly monitoring internal and external sources.

The Chief of Surgical Service reports directly to the Chief of Staff (COS) and is an actively practicing surgeon or surgical specialty physician. The Chief of Surgery will support the COS in carrying out the VA mission and ensure compliance with VA and facility directives. The Chief of Surgery will be responsible for all clinical and administrative requirements within the service. The incumbent will ensure representation of the surgical service at meetings to meet facility, VISN, or National objectives.

Major duties include, but are not limited to:

• Strong leadership abilities in both clinical and administrative aspects of surgical care.
• Ensure the Development and implementation of a comprehensive healthcare delivery system in coordination with the VHA Mission.
