FUNCTIONS:

• PROGRAM MANAGEMENT

1. Works for and/or in the absence of the Deputy Chief Consultant PBM/CMOP in planning, organizing and overseeing the activities of the national VA CMOP facility network, ensuring that the organizational elements comply with legal and regulatory requirements such that the mail prescription needs of veteran patients are appropriately met.
2. Contributes to developing goals, objectives business plans for VA CMOP program that support VA PBM national pharmacy program goals and objectives for the VA CMOP Program when participating on the National CMOP Advisory Board or VA PBM planning meetings.
3. Recommends, revises and/or reviews national VA CMOP program policies, procedures, mission objectives and organization design for staff and facilities to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns associated with regulatory compliance and/or customer needs.

• ADMINISTRATIVE/CLINICAL

1. Represents the National VA CMOP program and the VA for and/or in the absence of the Deputy Chief Consultant PBM/CMOP, both internally and externally as a spokesperson who interacts with a wide variety of VA personnel and private sector individuals as well as effectively communicating verbally and in writing with a variety or representatives from local organizations, industry, educational institutions, national organizations or other federal agencies.
2. Meets with key constituents, customers and coordinating officials to assess the level of service satisfaction, explain organization policy and procedure as well as taking action to appropriately resolve any significant problems that arise.
3. Assists the Deputy Chief Consultant PBM/CMOP in the completion of National CMOP program cost analysis, productivity reviews, establishment of a capital investment programs, monitoring of outsourcing and privatization studies including work measurement and other reviews or studies which contribute to the management of the program.

• RESEARCH

1. Provides leadership support for research initiatives that facilitate the identification and analysis of national healthcare trends that impact/could impact on the national VA CMOP program and provides appropriately detailed responses to local, VISN and national level inquiries, when needed.
2. Researches and detem1ines or recommends appropriate actions or interpretations of issues that impact the National VA CMOP program, the activities of the VA PBM or the agency.

The CRH Mobile Deployment Team (MDT) provides care through on-site patient care and is a Mission Act 402 requirement. The NP is a licensed independent practitioner with advanced education and national certification (Primary Care) who provides evidence-based care for a population of patients.

Position Duties (but not limited to):
The VISN Clinical Resource Hub (CRH) Primary Care Physician position is a VISN based position located in VISN 20. This Primary Care Physician position is under the general supervision of the VISN CRH Associate Director of Primary Care. A Clinical Resource Hub (CRH) is a clinical and administrative staff repository that serves Veterans Affairs facilities within a Veterans Integrated System Network (VISN). Staff within the CRH are expected to provide interprofessional services to VISN facilities underserved or experiencing gaps in clinicians due to the inability to match provider supply with demand. Services provided by CRH staff in this position are conducted in-person.

Major Duties:

• Provides budgetary support to +3500 employees at a Complexity Level 1 a Medical Center with five Community Based Outpatient Clinics and two Vet Centers.
• Monitors the execution of a $500+ million dollar budget for 475+ Fund Control Points (FCPs) with many different sources and types of funding for multiple VA departmental facilities, research elements, National and Special Purpose programs, and projects aligned and operated within VHA and VISN 6.
• Expertly monitors Budget Plan projected obligations and expenditures throughout fiscal year by conducting variance analysis bi-weekly and quarterly and makes recommendations to the Fiscal Officer.
• Advises Fiscal Officer on reprogramming actions between FCPs.
• Provides oversight and supervises fund control point officials and clerks to meet program goals and to meet budgetary assignments by monitoring rate of expenditure of budgeted funds.
• Responsible for independently distributing funds to 500+ FCPs, analyzing actual expenditures compared to the budget plan, and projecting where adjustments to the plan are necessary to maintain an equitable program balance.
• Reviews progress of all obligations and maintains sufficient familiarity with operating and financial programs to make prompt recommendations for reprogramming actions.
• Develops proposals for budgetary adjustments based on Program and projections to support changes in program operations and funding.
• Required to reconcile the transactions to the applicable Fiscal automated database system and must research and resolve discrepancies between the various ledgers and make necessary adjustments.
• Responsible to the Fiscal Officer for interpretation of fiscal regulations, discussing budget conditions contrary or out-of-line with the fiscal plan; composing of letters and correspondence to VACONISN concerning budget and fiscal matters.
• Coordinates the formulation and presentation of budgets for assigned programs with budget personnel who are responsible for the administration of complementary programs and services.
• Assembles and/or develops background data and documentation on support of requested program budgets for reference and evidence in organizational budget meetings.
• Development of the Plan requires interpretation and in-depth analysis of the Medical Center's Target Allowance and solicitation, coordination, and consolidation of input from virtually all organizational components.

The Program Analyst serves as a Clinical Applications Coordinator (CAC) and actively participates in a team involving information technology, informatics and data analysis and as such, provides subject matter expertise to integrate clinical and information processes necessary to achieve successful adoption and applications of new technologies to automate the clinical records data. The CAC uses a combination of clinical, management and technological knowledge, skills, abilities, experience and training to provide innovative solutions to clinical processes and efficiencies through improvements in the electronic health record (EHR) / CPRS / VISTA.
