Duties include but are not limited to the following description:

This is considered the full performance level for a supervisory position. An MT/CLS at this level serves as the Off Shifts Supervisory Medical Technologist providing direction for motivated staff requiring minimal technical supervision to GS-9, GS-10, and GS-11 staff in the areas of Blood Bank, Clinical Chemistry, Hematology, Coagulation, Immunology and Urinalysis as well as providing direction to non-testing personnel, GS-6 and GS-7 in specimen collection, specimen processing and accessioning and quality control activities of the front desk section and phlebotomy service.

The incumbent is directly responsible for the staff working in the sections referenced above including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancement, and, when appropriate , disciplinary actions; identification of continuing education and training needs. This individual assures compliance with accrediting agency and regulatory requirements as part of the overall laboratory quality management program and assures corrective action is initiated as needed. This supervisor assures orientation and competency of assigned staff.

Functions of the position include but are not limited to the following description:

• Supervises the Off Shifts for the core clinical lab, evaluating and monitoring performance of section testing, organization and supplies. Recognizes and reacts to indicators of malfunction; assists, if necessary, to locate and implement corrections.
• Maintains proper records for quality management, quality control and workload reports.
• Ensures that calibrations, standardizations and adjustments of instruments. Verifies correct instrument operation using established procedures and quality control checks and monitoring. Identifies the cause of common problems and makes simple repairs.
• Responsible for professional and administrative management of an assigned area, to include timekeeping and payroll, budget execution and coordination of staff orientation, training, continuing education and competency reviews.
• Participates in the overall Quality Assurance for the Testing events on the Off Shifts for the clinical Lab and coordinates with the Pathology and Laboratory Medicine Service Quality Manager in incident reports and corrective actions.
• Maintains the knowledge of specimen requirements for tests performed in-house and referred to reference laboratories and monitors that those criteria are used accurately.
• Assists with maintenance of up-to-date procedure for the various laboratory sections.
• Responsible for ensuring that the section meets all regulatory statutes, standards, and regulations; including but not limited to CAP, JACHO, DOT, FDA, VHA, etc
• Evaluates the validity of data in relation to the test system and accepted assay procedures. Correlates quantitative data with patient data (i.e., history, medications) to verify results.
• Maintains workload statistics and determines the appropriate number of staff as it correlates to workload and the budget goals of the P&LMS within the VACT structure.
• Responsible for recommendation for appointment, awards, advancement and disciplinary actions. Prepares and performs annual review and evaluations of employee performance in accordance to P&LMS and VACT protocols.
• Incumbent in this position must be competent and prepared to perform the routine bench work for the Core Clinical Laboratory and to be available to consult with staff after hours or cover for staff during emergencies and sickness.

The Boiler Plant Operator uses manual and automatic controls to operate the Boiler Plant in the Operations Section of Facilities Management Service at the Lyons Campus. Performs all duties required to maintain the safe and efficient operation of a high-pressure steam boiler plant and performs all preventive maintenance duties, adjustments and corrective actions as required and necessary.

The Boiler Plant Operator performs all duties required to maintain the safe and efficient operation of a 3500-horsepower high-pressure steam boiler plant, operating steam pressure of boilers between 100 and 135 psi, consisting of five (5) 700-HP fire tube boilers (with economizers) automatic and. manually fired combination oil and natural gas burning. The total capacity is 120, 750 lbs. /hr. with an average output of 40,000 to 45,000 lbs. /hr.

The Incumbent performs all preventive maintenance duties, adjustments and corrective actions as required and necessary. The incumbent operates the feed water system, the steam system, domestic water, natural gas, fuel oil, and local control panels at each individual boiler and the main control panel with plant and boiler master controls along with all associated transmitters and recorders. The Incumbent operates systems and related components. Operations of the feedwater system consists of backflow preventers, water softeners, make-up tank, transfer pumps, a 100,000 lbs./hr. Deaerating Feedwater Heater and feed water pumps. The domestic water system includes a plant water softening system. The chemical feed system includes batch tanks, chemical storage tanks and chemical feed pumps. The natural gas system includes the main gas meter and regulator, solenoid operated cut-out valve, emergency cut-off switches, high and low gas pressure switches, filters, pressure regulators, pilots, solenoid valves, vents, and propane back-up pilot system. But are not limited to:

• Knowledge of principles and methods of operating high-pressure oil and gas-fired boilers and of the methods employed in determining and obtaining efficient combustion.
• Knowledge and ability to perform combustion and efficiency calculations.
• Knowledge to adjust firing rates for best combustion, efficiency and steam production.
• Skills to determine necessary settings and to adjust controls of generating equipment for desired operating conditions and synchronization of equipment with the system.
• Ability to read and interpret precision recording instruments, including valves, piping equipment, gauges, dials, controls, relays, switches and trips, and to record information noted.
• Skill in reading flow meters and charts to determine how much steam is being produced and whether it is meeting demands, how much fuel is being used, and how much water is being evaporated.
• Skills to interpret readings from charts and meters to determine whether to increase or lower fire in boiler, whether to start or stop boiler feed pumps, and to determine how long these are to operate.
• Ability to determine the type and amount of chemicals that need to be added to boilers for treatment of boiler water in order to control corrosion and scale formation.
• Has skill and knowledge to operate hand and power tools; Uses electrical tools, tools of the trade such as pipe wrenches, tap and die, hammer, drills, power equipment, pick and shovel, portable pumps and grease guns.
• Ability to understand and execute written and oral instructions and relay instructions to follow-on shifts
• Ability to communicate effectively with supervisor, other operators and plant personnel.

- Responsible for managing Human Resource aspects of service operations, including hiring process, disciplinary action and Labor/Management relations. Responsible for resource management and distribution, assessing staffing levels and needs, space planning, and assessing equipment and technology needs along with corresponding requests for needed resources.
- Prepares performance plans and performance evaluations; recommendations for appointment, awards, advancements and ensuring new hires are properly vetted. Incumbent monitor's staff competencies and updates staff competency folders in accordance with all regulatory guidelines and identifying continuing education and training needs.
- Skillful in interpersonal relationships and conflict resolution. Complies with and ensures that Department of Veterans Affairs EEO guidelines are followed within the Service.
- Supervise, direct and manage a diverse MSA staff and is involved to on-the-job team problem solving; developing, implementing and evaluating improvements to work processes and identifying continuing training needs. Supports and is involved in teamwork and/or team building both within the incumbent's Service and other Services.
- Responsible for a full range of functions associated with the daily operation of the assigned clinic, ensuring that referrals for the section are processed, treatments are provided, and documentation is completed according to TJC, CARF and service policies.
- Provides advanced professional oversight and consultation to MSA staff and evaluates complex processes with great autonomy. Incumbent develops and implements new processes and provides guidance for MSA staff.
- Consults with medical staff through patient presentations, clinics and confer.
- Responsible to continually evaluate the success of ongoing improvement projects programs and recognizes the need for new programs. As the need for new programs is identified, the incumbent must develop and initiate new treatment programs which apply current research finding.
- Monitor's inventory, projects equipment and supply need for treatments and submits requests of those if indicated.
- Responsible safe operations of the clinic, ensuring the safe environment, the work area is secured, and equipment is clean.
- Possesses subject matter knowledge of the organization and Service in order to respond to requests, inquiries, problems, and to identify and communicate any discrepancies in scheduling or improperly completed orders. Incumbent must be able to follow extensive guides in form of instructions, manuals, regulations, and precedents that apply to the work. Incumbent uses own judgment in locating and selecting appropriate guidelines, policies, procedures, and other sources and adapts them according to the circumstances of the specific situation.
- Responsible for data collection and validation. He/she will ensure that encounter errors (e.g., open encounters) and appointment wait time errors are corrected timely. He/she will also ensure that consults are addressed by staff in a timely manner. This will include setting goals, assigning and reviewing work, setting deadlines, and taking corrective action when goals are not me
