Patient Advocacy within VA exists to ensure patient concerns are heard and addressed to improve the overall experience and quality of care for patients. Effective, high-functioning Patient Advocacy is integral to fulfilling the goal of providing Veterans with world-class health care. Major duties and responsibilities include:

Complaint Resolution

• Manages the facility Veteran Centered Complaint Resolution (VCCR) process, including complaint resolution, data capture and analysis of issues/complaints to make system improvements
• Assists Service-Level Advocates (SLAs) and front-line staff in resolving issues and addressing more complex complaints
• Explores all avenues to properly identify the nature and scope of the problem and to initiate appropriate action to expedite a resolution
• Proactively identifies existing or potential problem areas and suggests solutions or alternatives to existing procedures which contribute to these problems

• Serves as the liaison between the facility, patients, staff, and the community, ensuring Patients understand their rights, in addition to, their responsibilities
• Works directly with health care teams, Service Chiefs, and management to facilitate resolution to problems beyond the capability of front-line staff and participate in resolution of system problems by presenting the patient's perspective of the problem and the desired resolution
• Maintains a strong relationship with Veterans Service Organizations and others whose interests are in helping and protecting Veterans, their families, and their representatives
• Serves as liaison with congressional offices, responding directly to their staff assistants on matters involving patient concerns or dissatisfaction

• Ensures VHA Patient Advocacy goals, policy and requirements are met by collecting, analyzing, and evaluating relevant data, and preparing reports based on that data
• Works to identify the elements of clinical or administrative practices contribute to or create an atmosphere for patient dissatisfaction and recommends changes
• Presents patient issues and data at various facility meetings and committees
• Works closely with Facility Management to discuss trending concerns that may indicate the need for system improvements

• Set up, clean, calibrate and monitor respiratory equipment to ensure proper functionality.
• Administer a variety of tests and analyze results to assess respiratory patients.
• Develop and monitor treatment plans for patients with a variety of respiratory issues.
• Instruct patients and families in the use of respiratory equipment for home use.
• Monitor and interpret values, such as pulse oximetry, arterial blood gas analysis and expired carbon dioxide.

• Supervises all areas of food production and service including food preparation, nourishment, tray delivery and retrieval;
• Takes corrective action for any problems that might arise on the floors pertaining to food service;
• Receives and inspects deliveries and requisitions all supplies needed in all food service areas;
• Prepares performance ratings/competencies for all employees under their direct supervision;
• Discusses work performance and problems with employees, monitors tardiness and attendance, provides guidance and makes necessary adjustments in assignments when necessary;
• Carries out the responsibilities of the position within general instructions, standard procedures and established policies;
• Ensures subordinates complete the tasks to which they are assigned and explains work requirements to meet food service schedules;
• Establishes priorities for daily operations in the event of emergency situations; defines the standards of quality and quantity to be met;
• Serves as a member of the in-service training team by providing individual and/or group instruction for employees;
• Provides guidance and assistance for lower grade employees in making decision when assembling patient trays and utilizing correct foods to be served on modified diets;
• Maintains inventory of food service supplies and equipment;
• Conducts quality assurance monitors and sanitation reviews;
• Supervises the delivery and retrieval of patient trays which includes interacting with members of the multidisciplinary team;
• Performs other related duties as assigned.

The work is performed in kitchen areas where the steam and heat from cooking and dish washing equipment often cause uncomfortably high temperatures and humidity. The work area is well lighted but usually noisy from food service activities, and there is danger of slipping on floors where food or beverages have been dropped. Food service workers are regularly exposed to hot liquids, sharp cutting blades, hot working surfaces, and extreme temperature changes when entering walk-in refrigeration or freezing units.

Functions or Scope of Assigned Duties (Evening Shift Hours)

The MSA is responsible for scheduling appointments, including interpreting, and verifying provider orders in accordance with VHA national scheduling guidelines. Assignments at this level include, but are not limited to scheduling, canceling, re-scheduling patient's appointments and/or consults; entering no-show information; monitoring the electronic wait list; preparing for clinic visits; monitoring both inpatient and outpatient appointments for areas of responsibility; ensuring encounter forms are completed to obtain appropriate workload credit; verifying and updating demographics and insurance information; processing all emergency and non-emergency transfers to other VA facilities or private hospitals; performing basic eligibility, co-pays, and preauthorization requirements for specific coverage.

Employee plans and organizes work with general assistance from the supervisor as lo meet local and VA-wide time frames lo complete analysis requirements, reports and special assignments and only refers to the non-routine and high technical problems to his/her supervisor. The incumbent is responsible for reporting backlogs, difficulties in meeting deadlines, uncooperative physicians, or difficulty in securing information from clinicians or the record. ls responsible for maintaining the confidentiality of information obtained to carry out required duties.

Routinely communicates with physicians, case managers, and other allied health professional staff using sound interpersonal skills and is constantly aware of the sensitive information. Otherwise, works independently making decisions based on guidelines, precedents and regulations and performs duties in such a manner that only minimal supervision is required. Performance is judged in terms of overall effectiveness of the operation through broad general objectives, the adequacy and accuracy of the work, timeliness, and conformance to established procedures, policies, and instructions.

• Work independently as a licensed clinical social worker uses advanced concepts, principles, procedures, practices.
• Conduct comprehensive risk assessments of family advocacy patients using psycho-social instruments to form diagnosis.
• Obtain relevant data from legal, investigatory, medical, command, social service agencies, schools, resource programs, etc.
• Interview offenders regarding allegations of abuse or neglect in order to establish them with treatment resources.

The Chief Financial Officer (CFO) serves as the financial manager for the VA Connecticut Healthcare System. The Chief Financial Officer provides sound recommendations and advice to the Medical Center Director and Senior Leadership concerning the administration and coordination of Fiscal policy, programs and system designs within Fiscal Service and the VA Connecticut Healthcare System. Duties include but are not limited to:

• Provides leadership and financial services to a large complex healthcare system.
