As a Supervisory Human Resources Specialist Director of Reorganization and Strategic Position Management, you will:

• Be responsible for ensuring the Department-wide policies, training, programmatic objectives, and operational activities for assigned areas are managed efficiently and effectively to achieve Departmental objectives.
• Direct, coordinate, facilitate, execute, and manage-including ensuring that sound, authoritative advice, guidance, and recommendations are provided on the following: reorganization and restructuring efforts and related position classification; position management strategies and guidance for implementation department-wide; position management studies, evaluations, assessments, and action plans, such as HUDs triennial position management process; standardized position descriptions; the design and maintenance of the Departmental PD library; and related special projects and initiatives.
• Prepare persuasive briefing material tailored to the target audience to translate complex, multi-faceted issues into easy-to-understand terms; the requirements under law, regulation, and policy and the impact of failure to adhere to such requirements; and options (with pros and cons) and/or recommendations for management consideration where there are flexibilities, and reasonably anticipated impacts of decision-making, which will often be broad and nuanced for this type of work.
• Manage and oversee position management assessments and make significant changes to the existing reorganization processes, when required.
• Develop innovative solutions to exceptionally difficult position management matters.

Recruiting/Staffing (includes but not limited to):

• Prepares vacancy announcements, makes qualification determinations for all vacancies; may arrange interviews for job applicants, and other work related to recruitment actions as needed. At the Region level, assists HR Specialists assigned to the Recruiting Section in performing a full range of recruitment and staffing duties including the above and the following:
• Contacts selectees and offers positions.
• Provides initial background investigation documents to appointees after offer of position.
• Prepares new hire documents for orientation.
• Ensures employee official personnel files (OPFs) are organized properly and all pertinent documentation is filed properly and timely.
• Maintains job vacancy files, ensuring adherence to regulations.
• Notifies applicants of non-selection.

• Develops spreadsheets (e.g., Excel, other databases) to support work associated with one or more of the HR functional areas.
• Receives and answers general questions from customers related to one or more of the HR functional areas and refers questions of a more complex nature to the HR subject matter expert for action/response.
• May serve as the main point of contact for timekeeping matters to include entering data, updating timecards, running reports and performing pay period end processes.
• May be required to present HR-related training to FFR personnel.
• Prepares and inputs Personnel Action Requests (PARs) into SAPHR and other employee changes.

• Conducts initial intakes of complaints/grievances and forwards to Labor and Employee Relations (LER) point of contact for action or prepares disciplinary letters and submits to Region LER contact for review.

• Assists with the management, administration and maintenance of the CNIC NAF Health & Welfare plans (e.g., receives/reviews enrollment applications for completeness/accuracy, receives/reviews changes and termination actions for completeness)
• Resolves benefit claim issues through interaction with insurance carriers, other HR branches, employees, etc.
• Composes correspondence to employees, retirees, former employees, CNIC Regions/Installations, and/or third party vendors to obtain information needed to ensure prompt processing of contributions and for dissemination of benefits related information
• Assists with coordination of annual enrollment efforts and monthly new hire enrollments.

• Assists with the management, administration and maintenance of the CNIC NAF Retirement Program (e.g., responds to basic questions from plan participants).
• Composes correspondence to employees, retirees, former employees, CNIC Regions/Installations, and/or third-party vendors to obtain information needed to ensure prompt processing on contributions and for dissemination of retirement related information.
• Assists with coordination of annual enrollment efforts and monthly new hire enrollments.

• Provides administrative and/or technical supervision (including hiring, discipline, evaluation, and training) for (1) Human Resources Clerk/Assistant, NF-0203-02.
• Directs work to be accomplished by staff.
• Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.

Position is located in the Human Resources Office of a Bureau of Prisons (BOP) federal correctional facility.

Responsible for assisting in administering and implementing human resource programs at the facility.

Contributes to the staffing functions by developing recruitment sources and methods, participating in recruitment activities, advising prospective applicants, scheduling and conducting interviews, requesting certificates of eligible candidates, and preparing requests for security clearances.

Provides assistance in administering employee relations matters, including administration of the incentive awards program, performance evaluation program, and leave administration program.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

As a Lead Human Resources Specialist, GS-201-13, you will be responsible for:

•  Division to include, direction, integration, management, and supervision of recruitment, selection and placement programs, and classification programs.
