KBR is providing Project Management Services encompassing Engineering, Procurement, phase execution supporting KBR’s client Sonangol’s multi-billion-dollar grass roots Lobito Refinery Project in Angola Africa.  KBR’s Project Management Team is responsible for the overall management of the Owner’s EPC Contractor’s contract.

The Project Controls Manager will be the Project Management Company’s (PMC) representative and be part of KBR’s China Project assigned Team overseeing project controls function by EPC Contractor located in China.  After the engineering and procurement activities are completed and construction work become significant the Project Control Manager will be assigned to the job site in Angola.   

KBR is looking for a Project Controls Manager to be accountable for the performance of the project controls discipline.  This role will manage the delivery of functional objectives by providing leadership and direction to team members and participate in the development of functional strategy and procedures estimating, project risk control, cost control, and scheduling.

***This position will mobilize to China to start then mobilizing to Lobito, Angola***

Job Responsibilities

• Oversee the project’s, cost controls, change management, risk management, earned value, and scheduling efforts
• Drive effective execution of project control functions on various capital projects
• Evaluate project health status and maintain effective communication with project leadership
• Ensure that project controls systems and processes are implemented and continue to deliver accurate project status
• Evaluate project contracts and commercial terms to ensure that the project controls processes are aligned to address any specific needs
• Interdisciplinary communications with engineering, construction, and procurement to coordinate project activities and inputs
• External communications with client, subcontractors, and joint venture partners for coordination on data integration and reporting
• Review and audit cost, progress and schedule reports that are prepared regarding project controls

Required Education, Experience, & Skills:

• Bachelor’s degree in engineering, construction management, or related field
• 12 + years of experience in Project controls
• Proficiency in, project health assessments, cost analysis, forecasting, budget development, P6 and scheduling techniques and variance reporting techniques
• Experience in managing analytical and data-centric project controls
• Advanced skills with reporting through Microsoft Power BI
• Must be able to self-lead and communicate effectively to all levels of project team, including management and clients

Preferred active PMP and/or AACE Certification or the interest/ability to achieve these certifications

KBR is looking for a Senior PC & C Steam and Utilities Advisor to manage and audit the EPC Contractor’s Commissioning Team during phases of pre-commissioning, commissioning, preservation, systems mechanical completion, training, and ready for start-up to ensure commissioning activities meet requirements to complete the project schedule as designed.  Audit CSU Contractor Team during operational test performance.  This role will act as a client first face managing and auditing HSSE activities, SIMOPS and permit to work related procedures.

The Senior PC & C Steam and Utilities Advisor support the Engineering Team with commissioning and startup activities related to Power and Utilities for the Marine Facilities, Plant OSBL and ISBL areas at the Sonangol Refinery – Lobito, Angola Site.  Being an interface with the clients, this position requires a deep understanding of the technology combined with excellent communication and leadership skills. This role is responsible for reviewing the EPC Contractors’ practices in populating data into the Completion Management System to achieve desired targets in conformity within established cost, quality, schedules, process performance and loss prevention.

****This position will begin the project at KBR’s downtown Houston Office then the role will mobilize to China then mobilize to Angola***

KBR Home Office Responsibilities:

• Review EPC Contractors
  • Refinery plant operating philosophy manuals and plant training material based upon engineering designs
  • Commissioning and Startup Sequences for Power and Utility Systems
• Participate in P&ID Reviews, 3D Model Reviews, HAZOPS Reviews, SIMOPS Reviews, provide lessons learned and best practice contributions to the teams
• Provide commissioning, operations, and maintenance inputs according to engineering designs

Project Site Responsibilities (China & Angola):

• Audit EPC Contractors
  • Completions management program to ensure the project is tracked and documented
  • Plant walkdown activities independently or as part of a team and review punch lists
  • Pre-commissioning/commissioning activities
  • Completion and certification certificates

Education, Experience, & Skills:

• Bachelor’s degree in engineering or related field
• 15 + years directly related experience with an average experience of 20 + years
• In lieu of formal education 23 + years of experience with an average of 28 + years
• Proven ability writing technical procedures and training materials to multi-discipline groups
• Experience preparing and presenting training materials to multi-disciplined groups
• Proficiency in MS Office Applications e.g., Word, Excel, Access, Microsoft Projects, Visio, Power Point, Revu Bluebeam and Adobe Applications
• Perform other duties as assigned

  • Compliance with engineering procedures, international codes, and standards
• Review and Audit EPC Contractors
  • Power and Utilities sequence and strategies to ensure they align with project schedule to meet Ready for Startup milestones
  • Preservation procedure
• Participate in P&ID Reviews, 3D Model Reviews, HAZOPS Reviews, SIMOPS reviews, provide lessons learned and best practice contributions to the teams
• Provide commissioning, operations, and maintenance related inputs during design engineering and PHAs
• Review & approval of all Instrument engineering documents created by the contractor for commissioning

Project Site Responsibilities (China & Angola):

• Audit EPC Contractors
  • Completions management program to ensure the project is tracked and documented
  • Pre-commissioning and commissioning activities associated with buildings, and units in the refinery operating areas
  • Simultaneous Operations SIMOPS work activities
  • Plant walkdown activities independently or as part of a team and review punch lists
  • Pre-commissioning/commissioning activities

  • Completion and certification certificates

Education, Experience, & Skills:

• Bachelor’s degree in engineering or related field
