GENERAL OVERVIEW:  

Coordinates media relations and prepares external communications.  Plans, prepares and relays information concerning the organization to the press and the wider community to gain understanding and acceptance for the organization.  Develops and maintains lines of communication with media contacts and other external audience groups.

ESSENTIAL RESPONSIBILITIES: 

• Manage projects and provide consultation on a variety of media and communication initiatives,  including media inquiries and interviews, press conferences and other communications activities. Develop communications plans and approaches, news releases, fact sheets, background papers, message points and a variety of other communications materials. 
• Manage media inquiries, research and develop corporate positioning on key issues, provide background on the issues, develop, write and edit appropriate communications materials and messages for a variety of audiences including the media, member services, sales, government affairs and other Highmark business units under strict deadlines. 
• Work with key business units across the corporation to ensure that consistent messages are being developed and communicated about issues impacting the corporation.

Qualifications

Experience and Education

CACI's Corporate Enterprise Services Cyber Security Team is seeking a Cyber Security Network Engineer. 

As a member of the Cyber Security Team, you will work to create and maintain a DFARS compliant operating environment for CACI’s users by protecting network boundaries, designing and supporting hardened computer, network devices, cloud services, and provide security services to protect highly sensitive data for our endpoints, servers, and OT/IoT.

The candidate will work directly with our Networking Infrastructure team to support all major networking activities with a Cyber Security focus. Additional responsibilities include technical risk assessment, testing and validation of remediation for vulnerabilities, and compliance guidance for our networking environments. Candidate will support governance of appropriate policy and compliance technology to meet or exceed applicable government requirements.

About this Role:

• Provide robust cybersecurity related guidance for supported CACI networks and supporting infrastructure inclusive of Software Defined Networking (SDN), Wireless, Layer-2 and Layer-3 IP networks hardware, and OT/IoT

• Work with Networking engineers to assess the security risk and compliance levels of their system(s)

• Research trends in cybersecurity threats as well as NIST 800 standards in support of these systems

• Creation of mitigation strategies and follow up with stakeholders to ensure risk levels are documented at the appropriate levels and follow through with report writing as appropriate

What You Will Do:

We are looking for a skilled Security Engineer to analyze software designs and implementations from a security perspective, and identify and resolve security issues. You will include the appropriate security analysis, defenses and countermeasures at each phase of the software development lifecycle, to result in robust and reliable software program. The role is technical and the ideal candidate must have hands-on experience in computer security systems, networking, web-based protocols and frameworks.

About Our Job

We are hiring two positions with two available shifts:

Shift A: Swing Shift: 4 pm- 12 am

Shift B: Night Shift: 12 am -8 am

The Security Operations Technician performs para-professional level operations center work by answering and directing, urgent and exigent calls via telephone, text and other means, daily, and in a mission essential function, as assigned.

The Technician continuously receives phone calls and makes outgoing calls in support of 16 city owned facilities, logging post checks and urgent/exigent/emergency activity logs.  Directly supports as a first line of safety, all city agencies.

The SOC technician will also by their education formally and while on the job, decide to escalate issues for a specific response by security teams, law enforcement or other first responders.  You will also take and disseminate after hours calls or incidents that are received and are supporting

Performs a high volume of telephone work, receiving calls for and calls to city agencies including first responders and internal city functions having mission critical posture, asking for call backs, contacting additional resources to help respond to and resolve urgent and emergency incidents. 

Validates facility and panic/duress alarms received using monitoring tools in city provided access control software and facilitating a city response in support of safety.

Operates multi-line telephone systems, computer systems, and radio systems to complete assigned duties.

Actively monitors 100+ CCTV assets continuously and performs numerous checks for safety, security, and other urgent matters, actively looking for urgent or emergency issues needing Security Operations Center support and actions and making logs of same.

Regularly and in support of the security operations center strategic role, performs data analysis, using software tools like Excel to build graphs, tables etc., demonstrating trends.

Regularly uses four software tools at once, to provide situational awareness city wide.

Has the highest ethical standards for the work they perform and demonstrates the ability to be trusted with highly sensitive information, materials and unfolding, life threatening situations.

Enjoys constructive feedback, is a lifelong learner and being an integral part of a small, highly performing team.

Who You Are

• You can demonstrate experience in secrets management.  You have a strong conceptual understanding of identity and access management, authentication and authorization, and secrets storage.  You have worked with Hashicorp Vault.

• You can demonstrate experience in CI/CD pipelines (Github actions preferred), Ansible, Configuration-as-Code/Infrastructure-as-Code (Bicep, JSON, Terraform), API knowledge. Python, GO, Azure AAD, and Kubernetes experience are nice-to-haves.

• You can demonstrate experience as an expert in Information Security Management, with minimum 5 years of experience as an Information Security Consultant or similar role.

• You have a degree/diploma in Computer Science, Engineering or related field. It’s a huge asset if you have CISSP, CISA or CISM designations.

Essential Job Functions

• Procedure Development and Management: Co lead division efforts to draft, review, and update administrative and operational policies and procedures to ensure they are in aligned with current processes.
• Budget Management: Collaborate with agency Fiscal Division in preparation of the administrative budget, monitor expenditures, and perform cost-benefit analysis on administrative/operational services to ensure efficient use of resources.
• Recruiting and People Management: Work closely with HR to oversee recruitment, training, performance evaluation, and professional development programs for staff. Ensure compliance with agency directives.

• Contract and Procurement Oversight: Supervise the procurement of goods and services necessary for administrative functions, ensuring compliance with federal acquisition regulations and achieving cost savings.

• Facilities Management: Oversee the maintenance, security, and operations of DGS facilities, ensuring they meet safety standards and environmental regulations.

• Stakeholder Engagement: Serve as a point of contact for internal and external stakeholders on administrative matters, ensuring clear communication and fostering partnerships.
