What You’ll Get to Do:
As a CACI-SOAS USAREUR-AF Security Manager you will support US Army Europe/Africa G2 and other Intelligence related mission partners, as a key team member of a complex program that provides professional services in support of advisory and analysis efforts associated with Intelligence Warfighting Function (IWfF) mission areas. The USAREUR-AF TMISS Team will research, analyze, and produce near- and long-term all source assessments on terrorism / counterterrorism, and multi-discipline counter-intelligence issues in response to CG USAREUR-AF’s priority intelligence requirements and to enable U.S. and foreign partner counterintelligence operations.
You will be a member of a team that supports the Intelligence Directorate of the Army Component Command of both the US European Command and US Africa Command.
More About the Role:
As a CACI SOAS USAREUR-AF Security Manager you will embed at Camp Bondsteel Kosovo, and may travel within both theaters as required, to perform services at locations within the USEUCOM or USAFRICOM AOR or Area of Interest (AOI) to meet mission requirements in both CONUS and OCONUS locations.
These positions are contingent upon SOFA approval or commensurate work-Visa requirements at the primary place of duty. Employee must be willing to work shifts, overtime, and/or deploy to austere or hostile fire zones as required.
Other duties of the Security Manager will include but are not limited to:
Manage all aspects of physical security, personnel security, information security, industrial security, and technical security within the KFOR RC-E AOR.
Support the KFOR RC-E Command Security Manager in ensuring the protection of Sensitive Compartmented Information (SCI) and NATO information.
Implement measures to safeguard property and materials processed within the KFOR RC-E AOR to maintain a secure environment and uphold the highest standards of security for all SCI, NATO information, property, and materials under the purview of the KFOR RC-E Command Security Manager and the Security Management Office.
Assist the Security Manager in developing, evaluating, maintaining, and operating systems, policies, devices, procedures, and methods for safeguarding classified information, property, and materials.
Collaborate in the development and recommendation of policies and procedures for analyzing and evaluating the background, history, and character of Government employees, employment candidates, and individuals seeking access to classified or sensitive information, materials, or work sites.
Design and implement an Information Security program that encompasses control and accountability of all classified material, proper destruction of classified material, preparation of classified documentation for transmission, annual changing of safe combinations (or in case of compromise) and conducting a comprehensive inventory of all accountable classified material (i.e., NATO, SAP).
Maintain logs of master classified container combinations, including safes, cipher locks, and X-09/X-10 door locks.
Provide security guidance, conduct security reviews, and analyze messages, letters, and other documents to ensure appropriate classification and security markings.
Initiate inquiries into potential compromises of classified information and deliver security training to Task Force personnel.
Conduct research on documents and make recommendations to update and streamline security processes and procedures.
Assist in maintaining a robust security environment, protecting classified information, and ensuring compliance with relevant security regulations and guidelines within the KFOR RC-E AOR.
Review, update, and publish a comprehensive Standard Operating Procedure (SOP) at least twice a year in collaboration with the Multinational Battle Group – East (MNGB-E) Command Security Manager on SIPR or JWICS.
Review, update, and publish the emergency action plan at least twice a year in coordination with the RC-E Command Security Manager on SIPR or JWICS.
Review, update, and submit the required T-SCIF documentation at least twice a year to the MNGB-E Command Security Manager on SIPR or JWICS.
Conduct a monthly security check for each subordinate Task Force in accordance with the established security inspection plan.
Prepare and submit a quarterly security report to the KFOR RC-E Command Security Manager no later than the 1st day of the following month.
Conduct monthly security spot checks for each subordinate Task Force as per the established security inspection plan.
Ensure the regular review, update, and compliance with security procedures and documentation, contributing to the overall security and operational effectiveness within the KFOR RC-E AOR.
Conduct annual self-inspections to ensure the continued security of SCIF operations.
Conduct two (2) monthly NATO BSO security training classes to ensure that all RC-E occupants who have access to NATO classified information are familiar with NATO security requirements.
Conduct four SCI security training classes to ensure that all SCIF occupants are familiar with SCI security procedures and techniques.
You’ll Bring These Qualifications:
BA/BS + 10 years of directly related military experience; OR 15 years of directly related military experience
Current TS/SCI Clearance
Experience providing assistance in the establishment, revisions, or reviews of policies, procedures, mission objectives, and organization design for US Army SSO.
Experience assisting Security Managers in maintaining and administering programs associated with the protection of SCI personnel.
Experience in multiple segments of the security functional area, including: physical, industrial, training, and information security. This includes providing support in the enforcement of all SCI aspects of security requirements, ensuring compliance with established guidelines and standards.
These Qualifications Would be Nice to Have:
Bachelor’s degree in security or a related field
Experience providing assistance in the establishment, revisions, or reviews of policies, procedures, mission objectives, and organization design for US Army USAREUR-AF SSO operations.
Military experience, particularly in the EUCOM or AFRICOM Theaters
Ability to provide ill provide language service support that may include document translation, verbal interpretation, and correspondence, particulary in one or several of the following languages: Russian, Polish, Arabic, French and Bosnian/Serbo-Croatian or Albanian languages.
