This position is a mission critical occupation for HRSA. This position is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Branch Chief of the Division of Home Visiting and Early Childhood Systems (DHVECS), you will be directing programs of national significance that inform the agency's mission and result in significantly improving access to high-quality essential public health programs, that aim to improve the health and wellbeing of the nation's young children and their families.

Your major duties and responsibilities include:

• Advising departmental leaders on public health principles, trends, resources, evidence based interventions, and latest developments to build strategic alignment of grant and contract priorities across the Division to stimulate collaboration and advance the areas of perinatal health and early childhood development, data, analysis, and evaluation related to the fields of health promotion, optimal social and emotional development, injury prevention, prevention of child maltreatment, and advancements of system-based strategies to improve early developmental health and family well-being.
• Evaluating and analyzing the efficacy of programs to fully demonstrate program impact both qualitatively and quantitively; drafting reports, publications, and other materials to disseminate findings, and respond to internal and external data inquiries to communicate recommendations to advance the maternal and child health field.
• Advising on the development of logic models and program performance measures, ensures program data reporting systems, tools, and procedures for monitoring and analysis are included in program design, as well as assures that all activities are compliant with legislative authority.
• Leading Federal and non-Federal stakeholder engagement to identify gaps, advance evidence-based programs, reinforce the impact of ongoing activities, and develop innovative broad reaching programs that further the Branch's vision and approach to achieving optimal health for pregnant people, young children and families.
• Serving as a member of the leadership team within the Division and promoting innovative problem-solving, role-models integrity, acts fairly and respectfully, and fosters a diverse and accepting work environment.
• Supervising an interdisciplinary team of professionals with expertise in disability, medicine, public health, public policy, maternal and women's health, perinatal health, statistics, economics, data analytics, evaluation, impact analysis, modeling, program management, process improvement and/or administrative support.

As a SUPERVISORY PROGRAM SPECIALIST (EDUCATION CHIEF) you will be responsible for the following duties:

- Oversees the development, implementation, and evaluation of security education curricula.
- Provides direction on policy implementation, recommends actions to leadership, and manages strategic planning for the Education Division to ensure alignment with the evolving security environment.
- Orchestrates partnerships with key stakeholders within DoD, DCSA, and other federal agencies, ensuring collaborative efforts and the relevance of educational offerings.
- Supervises a team, managing staff performance, development, and alignment of resources to meet organizational goals.

• Serves as the Director of the Personnel and Security Directorate (J1).
• Plans overall work of the organization, including establishing goals, objectives, and priorities for subordinate organizations, allocating resources to meet priorities and budget constraints.
• Assigns work to subordinate organizations while ensuring subordinate supervisors review their employees’ work for technical adequacy and compliance with established policies, procedures, and regulations.
• Supervise subordinate supervisors while providing all facets of civilian and military personnel management to include human resources, performance management, employee relations, and manpower.
• Provides expert advice, assistance, program development, management, and evaluation in all areas of civilian personnel and workforce management to include strategic human capital planning and management; workforce planning and restructuring.

The Chief Architect (CA ) will ensure definition of the organization's architecture platform through knowledge of the agency's legacy information technology (IT) platforms, coupled with applied knowledge of advanced information systems architecture, software development techniques, and industry best practices all of which are consistent with agency mission and objectives, applicable laws, regulations, principles, and standards.

The CA provides technical expertise for legacy system design, development, and operations. The CA will ensure an enterprise and inter-agency approach to architecture and integration. The CA will provide policy and governance for architectural and technical direction throughout the systems development lifecycle. The CA will also provide guidance on reference implementations for key technology decisions. The incumbent is responsible for driving the logical data model design, major interfaces design, security model selection and design and hosting/deployment and contingency design of all new systems.

The incumbent will collaborate with the agency's CIO, Deputy CIO, Chief Information Security Officer (CISO), program management office, and senior agency officials responsible for budget and procurement/ acquisitions and business partners to communicate SSA's technology, architecture vision and strategy ensuring that agency architecture can support the growing and evolving needs of the enterprise and SSA's growing and diverse constituencies.

Additionally, the CA:

• Defines the overall architecture strategy and vision for the organization, ensuring alignment with business goals and objectives. Sets policy, provides governance and oversight, and provides technical expertise in the following areas:

• Utilizes expert-level technical knowledge, judgment, and resource management skills based on in-depth knowledge of the organization's information systems technologies and architectures to develop and maintain an aspirational long-term architectural road map for the enterprise and target state architectural blueprints.
• Oversees the design and implementation of technology solutions, guiding the technical team, and ensuring that the architecture is scalable, secure, and efficient. Through collaboration with various stakeholders, the CA helps to translate complex business needs into sustainable technology strategies.
• Designs and oversees the development of a business data architecture and mapping methodology for enterprise data within programmatic and analytic applications.
• Reviews and approves major architectural designs to ensure compliance with internal standards and the strategic direction of the organization. Communicates architectural decisions, plans, goals, and strategies to agency executives and senior level management.

As a Supervisory Public Health Analyst Branch Chief your major duties and responsibilities include:

• Performing the administrative and human resource management functions relative to supervising staff.
• Facilitating program planning in evaluation, training and delivery of HIV-related health care and support services and technical assistance in building capacity.
• Managing in-person site visits to grant recipients in every state and applicable U.S. Territories and overseeing the preparation of reports for the purposes of meeting grant management requirements and for providing stewardship to the recipient.
• Participating in the development and direction of long-range planning activities including projections of anticipated program and functional change.
• Identifying, analyzing and facilitating the resolution of program issues involving the management and operations of grants, contracts and cooperative agreements.
