CACI is looking for a qualified Project Manager – Security Cooperation to support of USAFRICOM. The Project Manager will support USAFRICOM’s theater security cooperation planning efforts.

Job Description

• Attend country coordination meetings, the RSWG (Requirements Synchronization Working Group), the STRWG (Synchronizing the Requirements Working Group) and represent as a C4 SME (subject matter expert) at these operational planning events providing input on C4/Cyber objectives.
• Participate in the SCPWG (Security Cooperation Working Group), SEWG (Strategic Engagements Working Group), and all working groups related to significant security cooperation initiatives and serve as a SME on behalf of the Government at these events.
• Write C4 initiatives into SSCIs (Significant Security Cooperation Initiatives) as applicable.
• Draft engagement plans with identified priority partners on behalf of the Government. Provide recommendations for with whom the CCMDs should be engaging and why.
• Work closely with the CCMD Security Cooperation Directorate (SCD) (or equivalent) to ensure that C4/Cyber communications efforts are integrated into the CCMD mission set for security cooperation events and the M2M engagements are in support of CCMD's Campaign Plan Lines of Effort and Theater Campaign Plan goals.
• Plan events through coordination with desk officers, offices of security cooperation, and partners to finalize dates and venue location. This includes scheduling the location, drafting the agenda based on mutual objectives nested in action plans, coordinating the travel associated with VAR requests, arranging for building access, setting up systems at location including dial-ins etc.
• Conduct, lead, and report on the meeting providing weekly project and event management updates as well as due-outs and other action reports/follow on actions (AM&E).
• Coordinate services for events, such as accommodation, transportation for participants, facilities, catering, signage, displays, special needs requirements, printing and event security.
• Travel as required to provide event planning and support.

You’ll Bring These Qualifications:

• Currently hold an active Secret Clearance
• BA/BS + 7 years recent specialized or AA/AS + 9 years recent specialized or a major cert + 9 years recent specialized or 13 years of recent specialized experience
• Previous experience in Security Cooperation and engagements with partner nations
• Experience participating in RSWG, STRWG, SCPWG, SEWG or similar planning events
• Experience supporting Cyber Security Engagements
• Experience in large scale event planning, coordination, and execution in foreign countries
• Willingness to travel to the African continent to support event planning and engagements
• Exceptional planning and organizational skills, as well as strong oral and written communications skills.
• Strong interpersonal and mentoring skills, and the ability to effectively build and lead teams

 Required functions for Endpoint Security System (ESS), formally known as HBSS:

• Operate and maintain systems required to support endpoint level security tools.
• Maintain EUCOM endpoint security tools In Accordance With (IAW) JFHQ OPORD 16-0080 FRAGO 6 and any subsequent FRAGO or replacement order as appropriate.
• Administer HBSS SQL database.
• Deploy required ESS products to EUCOM endpoints at or above minimum required patch levels including mandated antivirus products, intrusion detection / prevention products, data loss prevention products, rogue detection products, and compliance detection / reporting products.  Maintain current compliance metric of 95% coverage on a per product basis OR any updated requirement brought about through updated OPORDs, TASKORDs, or CTOs.
• Configure periodic reporting / rollup reporting to Continuous Monitoring and Risk Scoring (CMRS) or other required reporting location as required by OPORD / CCRI inspection criteria.
• Tune assigned point product policies to remove false positives and known non-malicious behaviors.
• Monitor, report, and investigate unknown and potentially malicious detected activity.
• Performance tune assigned point product policies to minimize resource use without compromising effective security posture.
• Maintain administrator training IAW CCRI specified requirements to properly manage the endpoint security suite.

You Bring These Qualifications:

• At least 3 years of HBSS/ESS experience
• Specifically - ESS (formally HBSS) and VMWare Carbon Black Application control experience with ESS or AWL certs (i.e. 201/301 CB certs)
• At least 3 years of Application White Listing (AWL)
• Currently hold an adjudicated Secret Clearance and qualify for a TS/SCI clearance

• 5+ years of experience in security cooperation
• 5+ years of experience in U.S. military command, control, communications, and computers

What You’ll Get to Do:

As a CACI-Wexford Special Security Representative (SSR), you will be a member of a team providing Expert Security advice, advising on complex projects within Special Operations Command Europe (SOCEUR) Special Operations Task Force (SOTF) to critical infrastructure, locations, and assets. You’ll Bring These Qualifications:

• Completed Facility Security Officer training through CDSE
• Knowledge of security policies and procedures, including the National Industrial Security Program Supplement and DoD 5105.21 volumes 1-3
• Experience with planning or accrediting facilities in accordance with the ICD 7051 standard
• Master's degree in a related field and more than three years of experience, or a Bachelor's degree and six years of experience, or ten years of direct work experience.
• Valid US Passport   
• Current DoD TS/SCI, or ability to obtain.
• Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements.
• Demonstrates ability to work independently and with minimal oversight.
