The Opportunity

We are looking for a new leader for our Property Team. The team has a large volume of interesting and rewarding work including supporting the Council's £1.7 billion estate which covers approximately 350 buildings and around 1,500 sites ranging from residential care, waste, country parks, schools and corporate offices in addition to providing high quality legal advice to external clients.

Accountabilities

· Lead, manage and motivate a team of lawyers, paralegals and caseworkers to provide exemplary legal advice to internal stakeholders within ECC and external customers.

· Accountable for the provision of high quality advice and interpretation to clients to underpin and inform decision making.

· Accountable for providing legal services to support different functions within the Council, in order to, protect and mitigate potential legal risks for ECC.

· Responsible for contributing to business development targets across the team.

· Develop and maximise opportunities to attract external legal work across the breadth of different sectors with whom ECC collaborates in support of ECC strategic aims and objectives to build new revenue streams.

· Accountable for ensuring professional conduct and governance across the Council to meet Corporate and Statutory responsibilities and requirements.

· Accountable for driving compliance with the Lexcel standard and preparing the service for renewal of its Lexcel accreditation.

· Work collaboratively with stakeholders and partners to ensure solutions are robust, providing direction and guidance to achieve positive outcomes.

· Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

· Qualified solicitor or barrister or legal executive with full practising certificate and at least 5 years' post qualification experience.

· Expert knowledge and experience in property law, with a local government focus e.g. commercial property, residential conveyancing, academy conversions, major projects and complex property transactions, leases, licences, sales and disposals, option agreements and overage.

· Experience of working with senior personnel and Directors and other key stakeholders

· Knowledge and understanding of providing legal advice in a public sector setting

· Experience of leading a team of qualified professionals

· Persuasion and influencing skills

· Evidence of creativity in exploring business opportunities

The Role

Essex Legal Services (ELS) provides high quality, professional, legal advice across the Council and to increasing numbers of external clients.

As a caseworker in the Children and Education Team you will assist the lawyers to provide a high-quality advice and litigation service to meet the Council's corporate objectives and will support legally qualified and other colleagues, in providing routine admin and quasi legal tasks. Working directly to lawyers and paralegals, you will be commissioned to undertake various tasks such as preparing court bundles, organising meetings and administrative support. You will contribute to delivering a more efficient, professional service that is valued by our customers and improves their business.

The Children and Education legal team deal with highly sensitive, sometimes distressing, cases relating to child protection matters. You should therefore be resilient and empathetic. The team works at a very fast pace, often dealing with several urgent matters and it is therefore essential you are able to work under pressure and prioritise tasks.

The Opportunity

You will support legally qualified colleagues in the delivery of all aspects of routine legal work within the Children and Education team across the Council and to external customers which will include:

• Dealing predominantly with public law cases including care proceedings and adoption proceedings;
• Responsible for the smooth and efficient running of your allocated lawyers' day to day activities;
• Liaising with external solicitors, barristers, courts and CAFCASS;
• Processing applications, preparing court bundles;
• Lodging documents with the Court and other parties via the Family Public Law online portal;

The Experience You Will Bring

• Experience of working within a legal setting in a politically sensitive environment, providing high-quality advice to a wide range of clients.
• Experience advising at all stages of the criminal investigation process including pre-charge, reviewing evidence, assessing suitable legislation and drafting charges.
• Experience running criminal cases from laying the Information's through to sentencing demonstrating attention to detail at every stage.
• Experience acting as the reviewing lawyer on criminal matters.
• Experience drafting and serving formal Enforcement
• Some Advocacy experience in the Magistrates court would be an advantage though not essential.
• Experience instructing and liaising with Counsel.

Role: Prison Security Escort

Location: HMP Chelmsford

Standard Rate: £11.44 per hour + 33 days holiday pay

Overtime rate: £15.22ph (overtime after 37.5 hours)

As a Prison Security Escort, you will work alongside the prison service, assisting our client who is responsible for the maintenance of the buildings. You will be a part of security team where you will escort and oversee contractors such as carpenters, plumbers and electricians, whilst they complete their maintenance work.

Duties of a Prison Security Escort Include (but not limited to)

• Checking the identification of the contractors
• Checking contractors have been briefed on security measures
• Booking in and out of the contractors
• Creating a tool list
• Escorting contractors through the prison to their place of work
• Overseeing contractors whilst they are working (Please note you will have to stay with the contractors at all times)
• Checking contractor tools are all accounted for prior to leaving work area
• Using the radio to request permission to move contractors within the prison

Acting as a legal practitioner and advocate providing specialist advice, professional consultation and support to colleagues (where appropriate) within your team
Understanding client needs and providing them with a service they value; driving the delivery of productivity and efficiency improvement
Maintaining and actively progressing a full and varied caseload
Supporting the development of current and future business opportunities, to promote the Essex Legal Services’ vision to the external market
Building strong working relationships across the team, the Council, schools, other local authorities and the private sector to ensure a quality advice service is provided to the customer
Understanding and performing delegated functions as detailed in the Council’s constitution (and as amended from time to time)
Specific individual and shared targets and objectives that are defined annually within the performance management framework

The Experience You Will Bring

Qualified solicitor/barrister or Chartered Legal Executive with current membership of the Law Society or Bar Standards Board or Cilex
Evidence of continuing professional development, 2 years post-qualified experience and expert knowledge in relevant professional area (although lawyers with less post-qualified experience will be considered)
Experience of working within a legal setting in a politically sensitive environment, providing high-quality advice to a wide range of clients
Experience advising at all stages of the criminal investigation process including pre-charge, review of evidence, assessing suitable legislation and drafting charges
Experience running criminal cases from laying Information’s through to sentencing and showing a high level of attention to detail at every stage
Experience acting as the reviewing lawyer on criminal matters
Experience drafting formal Notices
Liaising with Counsel
Commercial awareness with sufficient professional credibility to maintain the existing client base
Ability to work and think independently while maintaining focus on delivering team and corporate objectives
Proven track record of building strong working relationships across a large, complex organisation and with internal and external partners/stakeholders and clients
Ability to provide clear and succinct advice on complex matters to both to both the client base and junior colleagues
A strong focus on outcomes to achieve strategic objectives
