• Provides expert advice on data analytics strategies, including the design and implementation of innovative tools that support organizational goals. Advises leadership on how to leverage data analytics for operational improvements and customer engagement. Partners with cross-functional teams on pilot initiatives and supports the development of data-related technologies and methodologies that enhance decision-making and overall efficiency within PBS. Engages with key stakeholders to guide the use of data analytics in strategic planning, project execution, and performance management.

• Data Integrity and Accuracy. Establishes robust data governance frameworks, ensuring that the analytics tools and data systems are fed with accurate, up-to-date, and reliable data. Develops and implements processes to monitor and improve data quality, including data validation and cleaning. Collaborates with technical teams to ensure seamless data flow across various systems, ensuring data is structured for optimal analysis and reporting.

• Collaborates with Portfolio Management and Customer Engagement teams to assess their specific data needs and develop tailored analytics solutions that support strategic objectives. Works with these teams to improve data-driven decision-making, ensuring that data analytics tools meet evolving operational requirements. Facilitates collaboration between technical and non-technical stakeholders, translating business needs into technical specifications. 

• Collaborates with other subject matter experts or stakeholders to select the relevant sources of information, as needed, to perform job duties and makes strategic recommendations on data collection, integration, and retention requirements incorporating business requirements and knowledge of best practices. Provides strategic and technical guidance and hands-on support in the transfer of any required data needed for ad-hoc and ongoing analyses.

As a SUPERVISORY PLANNING DEPUTY you will be responsible for the following duties:

• Responsible for developing resource strategies that solve budget issues with a focus on short- and long-term Defense Working Capital Fund (WCF) budget planning, activity-based costing, pricing development, and regulatory requirements.
• Lead actions and activities necessary for programming reviews, studies, requirements determinations, and recommendations for annual DWCF product costing, pricing determination, and, at times, general fund programming activities.
• Manage the coordination and response to USD(I&S), OSD Comptroller, OMB, and Congress resource decisions and actions based on budget submissions.
• Analyze and coordinate the sequencing and timing of key program events and milestones, methods for evaluation of needs and goals, and plans across the PPBE process for DWCF multi-year programs.
• Provide leadership with sound planning, programming, budgeting, and execution (PPBE) recommendations and advice in compliance with laws, regulations, and policies for justifying, defending, and allocating resources to meet DCSA's priorities.
• Handle highly complex, sensitive, or ambiguous challenges facing DCSA and its organizations. Interact with, influence, and persuade high-ranking officials within and outside the OCFO, DCSA, and external organizations. Make decisions that have an impact within and outside the immediate organization and agency.
• Work with peers within the OCFO and across DCSA to address common issues and challenges, effectively communicate complex financial issues, recommended solutions, and/or the status of corrective actions to senior leadership.

• Provides strategic leadership in developing and executing national strategies that optimize the utilization, performance, and value of GSA’s real property portfolio. This includes making informed investment, operational, and divestment decisions to enhance portfolio efficiency and effectiveness.
• Responsible for the strategic planning of and investment in GSA’s portfolio of owned and leased assets. Develops policies, processes and procedures to comply with legislative and regulatory requirements that apply across the entire PBS inventory. Ensures that policies, processes and procedures are successfully implemented and administered by national and regional staff. Ensures funding needs identified in capital programs are appropriately documented and supported for the successful defense of capital programs.
• Leads the review, development, and prioritization of projects within GSA’s annual Capital Investment and Leasing Program (CILP), ensuring that resources are allocated to projects that deliver the highest return on investment and strategic value aligns capital resources from the appropriate budget activities with the projects in PBS’s regions.
• Assesses and improves program effectiveness and/or complex management processes, projects and systems. Issues studied impact the entire region, headquarters and oftentimes the nation, in incumbent's analysis of and implementation of innovations in business matters, ensuring that PBS/GSA continues to develop and employ best in industry practices. Using technical leadership, outstanding creativity and exceptional judgment develops, defines and modifies research and/or programmatic objectives, devising innovative ways to solve problems of major importance to the agency.
• Develops and implements long-range work plans and schedules, or methods, procedures, etc. for the accomplishment of approved policies, goals, and objectives, and provides advice, counsel, or instruction to individual employees on both work and administrative matters. Supervisory functions include ensuring that job descriptions accurately depict the actual work requirements and that personnel actions are promptly initiated; planning and scheduling work; making assignments to subordinates based on priorities; and, accepting, amending or rejecting completed work.

The incumbent serves as the Lead Personnel Security Specialist in the NCA Human Resources Center and is responsible for leading the day-to-day activities and providing technical oversight of the personnel security program for all NCA employees to include all Personal Identity Verification (PIV) and e-App requirements. Acts as liaison with District Offices and Cemeteries on security issues and routinely coordinates with the Information Security Officer, and other Personnel Security Officers VA-wide.

Develops and implements Department of Veterans Affairs (DVA), and National Cemetery Administration (NCA) policies and procedures for the nationwide personnel security program. Ensures that the program meets all legal and mandatory requirements and that all agency regulatory requirements are followed. Conducts security and suitability adjudications related to background investigations for NCA employees, contractors and state cemetery employees. Reviews completed personnel suitability investigations with the purpose of providing recommendations on pre-employment and continued employment considerations.

Determines the impact of potential adverse or derogatory information; exercises personal judgment and discretion to evaluate the nature of information received and recommends or takes appropriate action. Maintains liaison with local agencies (police, criminal investigators, etc.) to ensure timely record checks are conducted on personnel. To ensure consistency with policy and guidance implementation, the incumbent is responsible for notifying employees in a timely manner of requirements for initiation of periodic reinvestigations.
