Be responsible for being the link from the identified portfolio area into the planning process including ensuring system planning and performance frameworks are effectively communicated, ensuring they contribute to the development of key plans and strategies as well as the annual planning round. Ensuring the plans map to commissioning intentions as well as local, regional and national priorities and that the portfolio areas plan to meet national planning targets where appropriate. Ensure the planned actions from the operational plan and the Joint Forward Plan are effectively managed and monitored through the relevant working group. Work closely with the Performance Analysts and the Business Intelligence function to ensure that information management needs are met. Analyse, interpret and present data and information about performance from multiple sources to highlight issues, risks and support decision making. Work with complex data, facts and situations requiring analysis, interpretations and comparisons on a range of options and making recommendations on the most appropriate approach. Act as the gatekeeper for BI requests for their portfolio. Ensure systems,processes and information flows provide effective early warning of potential risks to service quality. Work with system partners to develop, implement and monitor performance improvement plans. Advocate the improvement plans across the system and ensure the plans maintain full business focus and align to the strategic priorities of the ICB. Effectively communicate highly complex, sensitive information to stakeholders through reports, presentations, briefings etc. Prepare reports and briefings for meetings including Governing Body, Committees, and Senior Management Team meetings. Support the Head of Planning and Performance in managing corporate performance returns for service area. Demonstrate a collaborative and influencing style of working, negotiating with others to achieve the best outcomes. Lead the delivery of performance related project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project. Support the Senior Planning and Performance Lead in developing outcome measures for portfolio areas. Support the local management of predicable events (e.g. winter planning) and other less predictable events.

The aim is to use several interventions designed to reduce lung cancer incidence, improve the stage at diagnosis and increase one-year survival. The Programme Manager will be required to develop and deliver this whole system approach and oversee the delivery of this transformational project within the identified localities. You will proactively engage with a wide range of stakeholders to develop common principles and framework for the TLHC Programme guided by the National Programme and National Protocol. At the same time, you will work with local communities, health, and care to design and deliver the programme. This will involve close and ongoing liaison with ICB Clinical Leads for each locality, West Midlands Cancer Alliance, Public Health Leads, ICB Contracting, NECS Procurement and NHS Trusts and other relevant providers within the identified localities; to help design and plan the various delivery stages, whilst building and maintaining effective relationships across the organisations. Line management as Programme Manager you will work as part of a newly developed TLHC team and be responsible for the line management of two project managers and admin support. The programme will focus largely on the planning and development of all elements of the programme, establishing governance and infrastructure and securing active involvement of stakeholders in its delivery. The project will focus on project mobilisation and evaluation. All components of the programme should be tailored to population needs, smoking cessation, public health and community awareness, lung health check invitations and lung pathway delivery. Lead and oversee the projects on a day-to-day basis, being responsible for managing allocated resources to ensure overall programme delivery in line with the plans submitted. Communication Analysis Skills Develop and deliver effective engagement and communication strategies working across multiple stakeholders and programmes. Ability to provide, receive and present and lead discussions of complex, sensitive, or contentious information to groups of staff. Ability to persuade board, senior clinical and managerial leads, using own expertise and/or drawing on evidence-based data, of the importance of the programme whilst highlighting risks and outcomes. Ability to negotiate and motivate senior stakeholders on the delivery of the programme. Able to assess highly complex and conflicting information, including data requiring analysis and interpretation. Able to interpret highly complex facts or situations, requiring analysis of national guidelines and protocols. Be expected to make judgements regarding the information to inform the next steps of the project. Be expected to provide judgements & decisions on best courses of action upon interpretation and analysis of cancer data. Be expected to review multiple possible action plans and determine the best plan for project progression. Responsibility for Patient/Client Care Employ a co-design or co-production approach to actively involve people/patients in the development/implementation of the programme. Ensure there is respect for patient-centred values, preferences and expressed needs throughout the programme. Ensures the programme informs, educates, and communicates with the patients receiving the TLHC service. Ensures the programme considers the continuity and transition of care of patients receiving the TLHC service. Contact with patients/clients will occur in planning, development, implementation meetings, and community workshops or when visiting Trust/ICB/local government localities. Responsibility for Policy/Service Development Responsible for the implementation and development of national policy in relation to the National TLHC programme affecting STW ICB and multi-NHS organisational environments. Wide service developments through targeted action planning, which ensures a system wide achievement of nationally mandated and local targets. Responsible for ensuring the programme of work addresses and delivers the relevant National Taskforce Recommendations (e.g., increase in 1 year survival, improvement of patient experience, earlier stage diagnosis, developing local metrics to demonstrate this. Ensure that patients are at the heart of all decisions affecting policies, protocols, and delivery of care. Responsibility for Financial & Physical Resources Budget holder for the TLHC Programme and the procurement of services within it. Help develop service delivery models that ensure value for money and promote excellence and innovation. Responsible for the budget allocated to the programme of work, ensuring resource is appropriately and allocated. Ensures STW ICB is achieving the delivery of the broader National programme. Responsibility for Human Resources Ability to matrix manage a range of staff. This will include day to day line management and workload allocation of staff activities related to the programme of work, in addition to objective setting and staff development with peer management. Direct line management of staff employed specifically to support and deliver the programme, including appraisals, absence management and disciplinary/grievances. Motivate, develop, train, and empower staff and colleagues to optimise their skills and output, promoting effective working relationships to ensure that project objectives and targets are appropriately met. Responsibility for Information Resources Required to update a range of personal IT based filing systems, utilising accurate version control and standardised reporting templates. Regularly updates information systems and uses software to develop reporting templates i.e., highlight reports to National Team and Cancer Alliance Board action logs, status reports to the ICS. Ensure that organisational Information Governance requirements are upheld. Responsibility for Research & Development Responsible for co-ordinating use of regular key research which supports the programme, whilst developing and implementing local quality and performance metrics to measure the impact of the work programme. Review relevant literature in relation to project and present evidence-based case for change. Responsible for regular local surveys within the programme are undertaken to verify quality of service and adapt services where appropriate during the programme. Responsibility for national surveys related to the programme are undertaken and uploaded to the National Team.
