Senior Project Manager (Adult Social Care Transformation)
Contract Duration: 6 months
Location: Bristol (hybrid working with some on-site requirements)
Hours: 37 hours per week
Rate: £500 per day (Outside IR35)

Bristol City Council is looking for an experienced Senior Project Manager to join them for a high-impact 6-month contract within the Adult Social Care Transformation Programme. This is an exciting opportunity to play a pivotal role in leading and managing change across Adult Social Care, delivering meaningful outcomes for residents of Bristol.

Role Overview

In the next phase of the Adult Social Care Transformation Programme, the successful candidate will be responsible for overseeing key project activities, ensuring alignment with council priorities, and ensuring robust delivery of complex change initiatives. You will manage resources, develop business cases, and support senior stakeholders in driving transformation.

Required Skills & Experience

• Experience in Adult Social Care: A strong understanding of Adult Social Care systems and current ASC-related legislation.
• Change Management Expertise: Proven track record in delivering transformation initiatives within the public sector, particularly in the context of Adult Social Care.
• Excellent Communication Skills: Ability to communicate effectively with a wide range of stakeholders, including senior executives, elected officials, staff, and the public. Experience in managing public consultations and other project communications.
• Business Case Development: Significant experience in options appraisal and developing business cases that are robust, persuasive, and aligned with organisational strategy.
• Procurement Knowledge: Familiarity with public sector procurement processes, including preparing tender documentation and delivering Social Value outcomes.
• Financial Acumen: Strong experience in managing budgets and delivering projects within financial targets, including forecasting and risk management.
• Stakeholder & Regulatory Management: Ability to secure necessary approvals and manage interactions with statutory and regulatory bodies.

Working Arrangements

This role will involve some on-site work in Bristol, particularly for key consultations and team planning sessions. We offer flexibility around hybrid working, with some remote working permitted depending on project needs.

About the role

Project Officers to a 12-month task and finish group that will provide professional environmental advice and technical guidance to the City Region Sustainable Transport Settlement (CRSTS) programme, working across the Environment and Infrastructure Directorates.

Responsibilities

• Contribute to the delivery of the work programme and provide high quality outputs by the agreed deadlines.
• Provide environmental requirements for legal, grant agreement, policy, project and technical documents.
• Provide technical expertise for CRSTS projects.
• Set out clear requirements for the business case development stages, grant agreements (where applicable), contracts, health and safety, budgeting, and forecasting.
• Provide technical expertise for the assessment and appraisal of CRSTS projects in respect to meeting their environmental requirements.
• Inform the approach for evaluating, monitoring, and auditing CRSTS projects in relation to their environmental requirements.
• Apply a continuous improvement approach, including capturing lessons learned.
• Proactively engage and communicate with CRSTS project managers, internal and external stakeholders.
• Escalate project risks, as and when required, to project manager.
• Contribute to a positive team culture with a passion for improving environmental outcomes of infrastructure projects.
• Manage budgets for projects if required, keep track of costs of environmental work in their subject area.

Reporting into the Senior Environment Manager, the Project Manager will manage a one year task and finish group that will provide environmental advice, ensuring regulatory compliance with legislation and standards for CRSTS projects. The role will work closely with the wider CRSTS team to ensure that any work or proposals are achieved mindfully. As a team, we commit to ensuring we deliver for the business, the communities in our region and for the environment.

Responsibilities

• Manage the work programme to deliver the project objectives, milestones, and timescales.
• Line management of team members.
• Collate, review, and decipher legal, grant agreement, policy, project and technical documents and brief the technical experts to gain their input efficiently and effectively into setting out the environmental requirements.
• Interpret and collate the technical expertise input into concise, clear, and consistent project documents for project managers.
• Adopt a proportionate and risk-based approach for integrating the environment across the CRSTS programme.
• Set out clear requirements for the business case development stages, stage gates, grant agreements (where applicable), contracts, health and safety, budgeting, and forecasting.
• Manage the technical experts to deliver the assessment and appraisal of CRSTS projects in respect to meeting their environmental requirements.
• Develop the approach for evaluating, monitoring, and auditing CRSTS projects in relation to their environmental requirements.

The purpose of the Estates Project Manager role is to support the Head of Property Investment to deliver and/or maintain an effective, efficient and sustainable estates portfolio supporting the needs of Corporate and Frontline Business Functions. The post-holder will report to the Estates Programme Manager (Senior Executive Officer) and will lead the delivery of small and medium sized property works projects. This may include major refurbishments, maintenance, Net Zero schemes and new build projects.

We manage the front-line visibility of properties that deliver services, such as driving test centres and enforcement road check sites. We will entrust you to work autonomously and oversee projects single-handedly, which will include managing the financial aspects and working within agreed budgets. You will work with a wide range of clients and service providers on a diverse Estates portfolio, supporting our commitment to putting our customers at the heart of everything we do.

Identify building/property related works and/or customer requirements, making recommendations and assessing priorities.
