The Role

ECC Adult Social Care, has an effective model that includes four key principles:- prevention; early intervention; enablement and safeguarding. This will enable people, their families and carers to be able to access information and tools to live healthily and independently. Providing an opportunity to respond pro-actively to growing service demand in a sustainable way, within the financial constraints of the Council.

The Business Administrator will focus on providing clerical, administrative and financial support to the residential services. Delivering high quality and responsive administrative systems to ensure that the service has effective financial management and Health and Safety monitoring. In addition, the role maximises the use of other systems to facilitate good quality data collection.

About you

• Educated to RQF Level 3 (A level) or equivalent by experience with a willingness to achieve the award within 24 months of starting the role.
• Evidence of self-development in particular professional area.
• Experience of delivering business support including translating data and dealing with external enquiries, within a social care setting.
• Strong communication skills and an ability to develop a rapport and engage with diverse groups of individuals, particularly challenging family situations.
• Experience of developing strong working relationships with partners, other agencies, and the local community, to achieve joint objectives and offer a supportive framework for vulnerable adults.
• Experience of working within Financial Monitoring Regulations and financial management systems
• Knowledge of a range of computer-based systems including MS Excel, Outlook and Word.

Essential Requirements for the role:

• Functional Skills Level 1 in Maths and English (or equivalent), which is a Grade D/E or 2/3 to begin the apprenticeship
• Ability to reach a Level 2 Functional Skills in both Maths & English by the End Point Assessment (EPA), if you do not already have this
• Have the right to work and study in England
• Have been ordinarily resident in the UK or EEA for three years before the apprenticeship start date

What will you be doing

• Working as part of the residential short break service a key element of this role is planning the bookings for stays at the service as well as transport for individuals, liaising with families/ carers as well as other professionals.
• Responsible for delivering effective administrative support to ensure able to maintain the effective running of the residential home and working to deadlines.
• Provides statistical information to ensure regular management reporting on staff information, such as, sickness; annual leave; overtime and service user information is available to ensure accurate financial charging.
• Responsible for ensuring all relevant financial procedures, including Amenity Accounts, are in place to enable the safe and appropriate handling and banking of all monies, both cash and cheques.
• Responsible for regular updating of relevant systems to ensure accuracy and highlighting awareness of office processes to new staff.
• Responsible for dealing appropriately with members of the public, service users and their carers, ensuring complaints are dealt with effectively, in line with agreed policies and procedures.
• Delivering an efficient operation of the reception area by prioritising calls and providing a good service to visitors to ensure creating a good first impression.

Bank Planner / Day Controller

Senior Planning Officer - New Settlements

Fixed Term, 4 years

Are you a highly experienced Development Management Planning Officer or development focused Policy Planning Officer dealing with complex planning proposals seeking a new challenge within a dynamic and growing team dealing with major development proposals across Essex? Do you enjoy working closely with stakeholders, partners, Members and interested parties to deliver high quality, sustainable development? If so, this demanding yet varied and rewarding position could be perfect for you.

This role would suit someone who is well organised with excellent negotiation skills and who has a long history of dealing with developers, agents and consultants on complex scale proposals and projects; and who has a keen interest in securing policy compliant infrastructure and contributions, as well as securing environmental, social and community benefits s for the local and wider community.

You will work across the Growth & Development team and will lead on coordinating corporate, single responses to mid to large scale development proposals at all stages of the planning process. This includes being involved in any masterplan/pre-app engagement and work with the Local Planning Authority to ensure that ECC infrastructure and service requirements are captured as development proposals progress through the planning system. You may also need to assist Principal Planners leading on Garden Communities and National Significant Infrastructure Project (NSIP) proposals in helping to produce the Councils corporate, single response. Current NSIP schemes and projects include Norwich to Tilbury, Longfield Solar Farm, Bradwell B, North Falls and Five Estuaries Wind Farm and Lower Thames Crossing., which will make a major contribution to our future sustainable energy supply and connectivity.

This post is initially fixed for 4, with genuine opportunity for extension, depending on budget, successful outcomes and further predicted growth of the valued service. It is also deemed to be an "anywhere worker" role so hybrid working is possible, and we welcome applications from people living outside Essex who have a genuine interest in Essex and its constituents.

Skills, Knowledge and Experience

· Educated to at least RQF level 6 (Bachelor's degree) with Chartered Royal Town Planning Institute (RTPI) qualification or equivalent by experience.

· Evidence of continuing professional development and expert knowledge in relevant professional area. Member of Royal Town Planners Institute or equivalent professional institute.

· Evidence of successfully managing complex cases or tasks associated with a policy evidence base with demonstrable evidence of leading or of playing an increasingly major role in achieving larger/high profile projects across a range of service/partnership areas.

· Demonstrable knowledge and understanding of planning policy and legislation and Government guidance on planning issues.

· Experienced in managing complex projects with project management qualification desirable

· Ability to engage, negotiate, influence and persuade key agencies and stakeholders that assist in the delivery of policy outcomes

· Proven experience of giving evidence at plan examinations, public inquiries or similar.

This is a rare and exciting opportunity to be part of a new planning partnership approach between Essex County Council and Essex local authorities to deliver a well planned and designed settlements with strong policy response that puts health, community and inclusiveness first.

We are seeking a dynamic and experienced transport planner to join our growing and forward-thinking team of planners and transport planners to work on specific challenging residential, employment and infrastructure schemes, policies, and proposals and Nationally Significant Infrastructure Projects. The post, working alongside principal planning officers, is located within the Growth and Infrastructure Team in the wider ECC Planning. Although this post is initially fixed for 5 years, there may well be opportunity for extension, dependent on budget and continuation of the long-term projects for the delivery of new garden communities and new settlements that this role would be leading on.

The postholder will be required to work closely with local planning authority teams in Essex. Working as part of the team, you would get involved in different projects at the earliest opportunity, providing a robust and co-ordinated response to growth challenges and opportunities as they arise. Excellent writing, project management, negotiation and communication skills are a must, especially as you will be dealing with detailed and complex issues with developers and other interested parties You will need to have good knowledge and understanding of traffic modelling methods and processes to provide oversight of consultants undertaking this work on behalf of local planning authorities.

Also being the key point of contact for specific site and proposals, this post will work alongside the manager and other principal planners within the Growth and Development team to co-ordinate and deliver a single corporate response to planning applications for major development proposals, garden communities and large scale nationally significant infrastructure projects for Essex County Council; as well as working alongside colleagues in the districts and boroughs to influence placemaking and placeshaping in development to ensure that the best schemes are delivered to create sustainable communities.

Could this be you?

Skills, Knowledge and Experience

· Degree level education in related numerate, social science or humanities subject or equivalent experience; a Post Graduate qualification in Transport (MSc or Diploma) or equivalent experience is desirable.

· Evidence of continuing professional development and expert knowledge in relevant professional area.

· Significant post qualification experience in the field of land use and transport planning or civil engineering.

· Extensive knowledge of transport planning policy and practice including knowledge of the development plan system and planning legislation and the inter relationship between transportation and the development process;

· Demonstrable knowledge of managing the development and implementation of major schemes including statutory processes involved with these activities.

· Excellent written, verbal, listening and presentation skills to a variety of audiences including presenting information to elected Members at formal and informal level

· Good understanding of town and country planning processes, major development proposals and highway and transportation major project implementation.

· Demonstrable understanding and experience in using project management methodologies.

Infrastructure Planning Lead - Recycling and Waste

The Infrastructure Planning Lead is a challenging and exciting role with responsibility for leading and developing an approach and process based on evidence and a waste policy position for obtaining developer contributions for capital investment in community waste infrastructure to facilitate sustainable growth.

Working with key stakeholders, the Infrastructure Planning Lead will use best practice and evidence, to develop a new planning policy position and supplementary guidance that will inform the future design of housing developments in Essex, and secure S106 infrastructure funding and inform district councils partners of where new waste sites are needed, aligning with the Waste Strategy for Essex. The role will be responsible for securing developer contributions through robust application of policy and guidance and strong commercial negotiation to ensure waste infrastructure can be developed to align with housing growth. This role will take the lead on planning policy and development management matters for the Waste Service, to secure a pipeline of developer contributions, identify opportunities to maximise the value of contributions, and ensure that the delivery of capital projects is in line with the agreements.

The lead will be crucial to implementing projects with a proven ability to assimilate, interpret and convey technical and sector information through persuasive communications and development of business case content for Community Infrastructure Levy and other sources of developer contributions.

Accountabilities

· Responsible for developing refreshed Waste Service content, in line with the waste partnership's vision and ambition, and able to translate into key policy documents that will guide housing development and secure maximum available infrastructure contributions in Essex.

· Responsible for designing and maintaining key processes, in partnership with Waste Operations, Planning Officers and others, to establish a pipeline of waste infrastructure projects for securing contributions.

· Responsible for assessing the waste infrastructure contributions from housing developments through the planning application process and working with key colleagues to develop costed submissions on behalf of the Waste Service that are appropriate and tailored to the scale of the development. Develop toolkits and systems to ensure processes are efficient and effective and align with the Essex Developers Contribution Guide.

· Responsible for responding to developer and local planning authority queries and developing response to challenges to submissions in a timely way that aligns with local policy and articulates a clear business case for requiring developer contributions.

· Responsible for tracking and monitoring developer agreements for the Waste Service and ensuring contributions received are spent in accordance with ECC's duties under relevant legal agreements/legislation with a clear audit trail of spending.

· Responsible for financial management of capital expenditure in partnership with corporate finance and waste operations, including profiling of when spend is likely to be incurred and, where appropriate, pooling of contributions.

· Develop and lead relationships across structural boundaries with key stakeholders and delivery teams, both internally and externally.

· Provide subject matter expertise, undertake research and benchmarking to ensure that maximum benefits of infrastructure contributions are realised.

· Responsible for developing, submitting and managing planning applications on behalf of the Waste Service in line with the requirements of the service, planning policy and regulation.

· Specific individual and shared targets and objectives are defined annually within the performance management framework.

Knowledge, Skills and Experience

· Educated to degree level or equivalent by experience.

· Evidence of continuing professional development and broad knowledge of town planning and infrastructure policy and regulation.

· Evidence of strong commercial skills and experience of negotiation, with good knowledge and understanding of governance procedures and legal agreements.

· Experience of working at a senior level in a political environment, able to build strong partnerships and take a cross organisational and cross partner perspective.

· Experience of identifying and maintaining a pipeline of infrastructure and operational improvement projects.

· Experience of advising and influencing senior decision makers and other stakeholders with credibility. Excellent presentation and report writing skills to convey complex information and ideas to diverse audiences and gain support.

· Experience of working in a programme and project environment (desirable), with evidence of budgetary control and financial management across capital budgets.

· Proven ability to interpret data and insight to monitor progress, suggest future policy and set priorities. Able to develop business cases and plans to secure resources for project delivery.
