IS Project Manager - NWROCU
Rate: £23.72 - £30.82 per hour

Job Purpose:
The IS Project Manager is responsible for the successful implementation of IS projects assigned by the manager of the ICT projects team, ensuring projects meet agreed specifications, timelines, and budgets. This role involves identifying the tasks necessary to complete a project, calculating the required resources and budget, and collaborating with system owners and NWROCU teams to ensure smooth execution.
Key Responsibilities:

• Develop and agree on project plans, including resources, timelines, and budgets with system owners and key stakeholders.
• Manage and coordinate the implementation of IT systems across large and complex organisations.
• Monitor and manage project progress to ensure successful completion within defined timelines and costs.
• Work with NWROCU users to understand requirements and propose viable IT solutions.
• Motivate and coordinate internal project teams and external suppliers, ensuring efficient collaboration.
• Negotiate changes with users and manage supplier relationships to meet project specifications and cost targets.

Knowledge and Experience:

• Educated to degree level or equivalent.
• Completion of a formal training course in the management of ICT projects.
• Proven experience in implementing IT systems or similar projects in large organisations.
• Familiarity with one or more project management methodologies (e.g., PRINCE2, Agile) and experience using them in multiple projects.
• Broad knowledge of different IT systems to assess proposed solutions and understand their impact.
• Strong interpersonal skills to liaise with users, understand requirements, and present solutions effectively.
• Excellent project management skills to plan, coordinate, and manage all resources and ensure project success.
• A diplomatic yet authoritative approach to facilitate cross-functional meetings and manage complex projects.

Main Purpose of the Role

Working as part of the Programme Management Team and the wider Commercial Team, the Project Manager (PjM) will be accountable for
the execution and day to day management of business critical complex NEC4 Infrastructure projects (eg. HS2, SID) in the Rail
sector. Accountable for making daily decisions on the project parameters, processes and project execution to ensure project
successful delivery. The PjM will work alongside the customers PjM in accordance with the NEC4 Engineering & Construction Contract
and is responsible for indirectly managing cross-functional colleagues from across the business to ensure the successful delivery
of the project, on-time, on-schedule and on-quality. This will require effective influencing skills to engage the right people, in
the right way, at the right time. The PjM will be delivering products and solutions in a highly regulated environment and is

Principally focused in the UK Rail markets, this position will require both local and international travel, sometimes at short

Pressure & Working Environment

The role requires considerable concentration, dealing with complex project plans, costs and resources whilst dealing with a

National Highways have an excellent opportunity for a Business Services Team Leader to join our Traffic Orders team in the Operations Orders Team. This role focuses on the preparation and promotion of Statutory Orders, Notices and Agreements, delivered under the appropriate legislative framework, in order to safely maintain and improve traffic flows on the Strategic Road Network, and to deliver improvements that support economic growth and local communities. The role will also provide resilience to our Business Services Team.

The role can be based at either our Manchester or Birchwood office. However, if based at Birchwood, the role will require travel to our Manchester office.

What you’ll lead on

Manage the delivery of timely and accurate Traffic Regulation Orders to support effective, safe and efficient delivery of the Routine and Scheme Programmes, to time, quality, and cost.
Deal effectively with objections received in relation to Statutory Orders, and organise and attend Public Local Inquiries, where necessary.
Deliver timely and accurate financial reconciliation ensuring that National Highways is receiving good value for money from its Statutory Advertising provider.
Managing the preparation of Third-Party Agreements, Orders and Notices under the Highways Act 1980 and Acquisition of Land Act 1981 ensuring that they are delivered on time and in line with defined procedures and standards.
Enable and support effective information management including the maintenance of documents and records in accordance with National Highways Policies and Procedures and legal requirements.
Lead, motivate and develop team in providing proactive and flexible support to time and quality; build capability to meet developing business needs and improve resilience.
Manage the effective application of consistent working practices and procedures, ensuring deployment of resources according to priorities, adapting work methods to organisational changes to continually improve delivery and performance to provide a high quality, accurate and timely service to meet business and customer needs.

To be successful

Working for a leading engineering firm based in Warrington, we are currently seeking a Project Manager to join a fast paced, forward thinking, hugely profitable business on a full time Permanent basis. The successful candidate will be expected to undertake the management of projects within strategic business technology team. Additionally, you will be asked to monitor the overall commercial performance of the projects. The salary for this role is up to GBP55,000 per annum plus GBP425 per month for car allowance.

What will you be doing as a Project Manager?

• Project Delivery
• Complete typical project management tasks such as creating detailed programmes, issuing Early Warnings, costing and submitting Variations, forecasting, etc
• Assume project management responsibility for all projects within portfolio, this will require the completion of the following:
• Monitor the overall commercial performance of the project, maintaining accurate cost-to-complete forecasts and raising awareness of threats in relation to excessive additional costs, delays or margin depletion.
• In relation to change, evaluate any project early warnings, compensation events and/or variations (or any similarly defined issues) and communicate them to the client and delivery teams.
• Highlight any project risks or delays and communicate these to all stakeholders.
• Communicate programme and progress both with internal stakeholders and the client, primarily by means of project programmes and/or other commercial and engineering updates, ensuring these are up-to-date and relevant.
• Communicate regularly with the engineering design and manufacturing teams to ensure projects are progressing as expected.

• Ensure that project design reviews are carried out.
• Be the main point of client contact for assigned projects and ensure any significant issues (e.g. delays or cost impacts) are escalated to the Key Account Managers or Operations Manager.
• Support the Key Account Manager on new project bids and quotes, such as through identifying the requirements for project management or administration resources and costs and assisting to define programmes required to complete works in accordance with the clients expected timescales.
• Working with support of the Quantity Surveyor
• Support the wider commercial and technical management needs of the business through:
• Providing regular monthly summary progress reports across all projects, highlighting technical progress and commercial performance and detailing any changes.
• Ensuring all project commercial data is up to date as required, at least monthly
• Escalate significant commercial issues or risks to the Project Managers or KAM in a timely manner.
• Assume full responsibility for the fulfilment of the requirements of CDM Principal Contractor and Designer.
• For allocated projects, ensure a suitable responsible person is assigned to oversee site activities and is fully aware of their site works scope and responsibilities.
• Attend client sites as necessary to review job progress and ensure packages of work are signed off by the clients Project Managers.

What we require for the role of Project Manager?

• ONC/HNC/Degree in electrical, measurement or control engineering or related discipline.
• Good basic education particularly in English language and grammar.
• Project Management skills, APM or Prince 2 practitioner preferred.
• SSSTS/SMSTS and CDM principal contractor qualifications and/or experience preferred.
• The job holder shall be able to demonstrate effective communication, negotiating and influence skills that enable them to work at all levels within the organisation
• Good knowledge of Commercial practices, including basic knowledge of the practical application of contract law.
