The Baltimore City Department of Transportation (DOT) is searching for a Deputy Director for Planning. DOT is responsible for the planning, design, building and maintenance of 2,000 miles of roadways; 7 miles of interstate highways; 298 bridges and culverts; 3,600 miles of sidewalks, curbing and gutters; 456 miles of alleys; 72,000 streetlights; 1,300 signalized intersections; and 250,000 traffic and informational signs within the City of Baltimore. Additionally, DOT leadership coordinates regularly with the Maryland Department of Transportation on transit supportive infrastructure, major collaborative projects, and state and federal funding for roadway and bridge projects within the City of Baltimore. All Departmental activities are focused on re-envisioning and altering public rights of way to better serve all neighborhoods, all roadway users, and to ensure equitable investment across the City.

ESSENTIAL FUNCTIONS

• Provides vision, oversight, and management for the assigned divisions: Transportation Services and Planning for the Department of Transportation. Employs practices and creates a positive culture to ensure attraction and retention of qualified staff.
• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service, and staffing levels.
• Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs.
• Reviews, formulates, and recommends new and amended transportation policy and legislation.
• Monitors and comments on regional, state, and federal actions, program, and plans impacting the Agency and other local transportation services; provides analysis about the impacts.

Student Life Affairs and Engagement

• Serve as the primary point of contact for engagement efforts by cultivating student and alumni contacts through attendance at student organization events, student appointments, monthly community service events, and other activities.

• Determine and collect fees to be paid to law school for use of the premises.

The Baltimore City Department of Housing and Community Development is seeking an Operations Officer IV/ Director of Project Development for the Development Division – Land Management Section.

The Baltimore City Department of Housing and Community Development (DHCD) was created in 1968 to consolidate local community development efforts with housing and building code enforcement. With over 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and homebuyers. Through the administration of Community Development Block Grant (CDBG), HOME funds, City bond funds, and other creative financing mechanisms, DHCD finances and guides strategic development projects to meet housing and neighborhood needs. The Land Management section of DHCD’s Development Division is responsible for the strategic acquisition and disposition of land for future redevelopment. The Project Development team works closely with other City Agencies and private developers and focuses primarily on complex or large site assembly and real estate transactions that often include complex financing.

ESSENTIAL FUNCTIONS

• Manages a team of Real Estate Officers that serve as project managers various projects and transactions.
• Oversees the acquisition, disposition, and negotiation of sale of City-owned property for a variety of public or private redevelopment projects.
• Provides training to team and within the Development Division on processes and procedures.
• Routinely works with other City Agencies and State Agencies and real estate professionals to help facilitate land assembly, property transfers, property appraisals/title work, land recordation and contracts.
• May perform as a project manager for a budgeted project that is intra-divisional or programmatic in scope.

The Director of Project Finance for our Development Division is responsible for underwriting complex multi-family affordable housing projects.  The position involves loan closing and asset management activities; and includes supervision of administrative and program staff and property inspection personnel. The incumbent reports to the Assistant Commissioner of the Development division.

ESSENTIAL FUNCTIONS

• Manages the City’s HOME Investment Partnerships (HOME) Program for multi-family affordable housing development projects.  
• Ensures HOME program is administered in accordance with HUD requirements, including the supervision of compliance and administrative staff for all aspects of the program.
• Maintains and supplies program records for HUD and City audit processes, manages HUD IDIS activity
• Conducts complex financial analysis, determines financial feasibility, and underwrites and assesses affordable housing development proposals and develop written and oral funding recommendations for loans and other financial assistance.  Underwrites tax abatement for affordable housing projects under the City’s Payment In Lieu of Taxes (PILOT) program.
• Reviews applications of housing developers for loans and other financial assistance.  Reviews construction budgets, project plans, appraisals, inspection reports and other real estate documents.
• Coordinates with City, State, and Federal agencies and private financial institutions to provide loans, mortgages and financing for new construction and/or renovation of residential multi-family and other community development projects.
• Prepares Board of Estimates recommendations on financial assistance, including loans and PILOTs, and manages the City approval process. 

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a bachelor’s degree in business administration, Accounting, Public Administration, Management, Finance or related field from an accredited college or university.

EXPERIENCE: Have eight (8) years of experience in real estate and real estate development loan administration, including three (3) years of such supervisory responsibilities as disciplining, evaluating the performance of and recommending the hiring, firing and promoting of others.

NTU is seeking a highly motivated and adaptive candidate to build and foster a risk mitigated research environment for academic/scientific driven international collaborations to thrive in. The job holder will play an important role in drafting policy, implementing guidelines, and advocating best practices on risk assessment and mitigation relating to international collaborations. 

Responsibilities

• Engage internal and external stakeholders for the common understanding of primary, evolving and emerging concerns in the fundamental research security ecosystem;
• Raise awareness among the university community on research security;
• Develop toolkit, best practices and enhance guidelines relating to upholding integrity of international research collaboration;
• Ensure codified guidelines are consistently implemented and observed across research units; ensure research collaboration supporting units operate and comply with established procedures to support research collaboration owners;
• Leading and coordinating internal support units to conduct risk assessment and mitigation evaluation of collaborations; providing guidance to project / collaboration leads in risk considerations, cost-benefits, risk management and mitigation;
• Conduct ongoing compliance review on projects operating with specific risk mitigation measures;
• Support scheduled (triennial) compliance audit/inspection readiness; lead in compliance audit outcome reporting and feedback for improvement;

• Bachelor’s degree with at least 5 years in research management/administration or similar roles in compliance
• Experience in R&D sector or in higher education sector will be advantageous
• Knowledge or experience in reviewing and developing policies and procedures
