The NHS Counter Fraud Authority is the national body responsible for all matters relating to the prevention, detection and investigation of economic crime across the NHS. Further information about our work and annual plan for delivering this is available on our website.

Our new team are embarking on a piece of work to monitor data to identify and respond to patterns indicative of potential fraud. This will support our current work that reduces the likelihood of fraud occurring. We will bring in data science capabilities to be deployed in counter fraud activity and work closely with partners across health and government to further maximise the preventative impact of proactive counter fraud analysis.

The Project Manager within NHSCFA has responsibility for the development and delivery of projects assigned to them, they will work across NHS CFA to ensure the lifecycle of projects is documented, managed and supports delivery of NHS CFA strategy and business plan objectives. You will deliver projects allocated by the Programme Manager and work collaboratively with all members of the operational and support teams within the organisation. · Deliver against the NHS CFA project and programme strategy.

· Manage systems and processes for monitoring, review of programme and project delivery, escalation of delivery concerns andtargeting of action to improve delivery in key areas of activity.

· Ensure organisation projects are deliverable, timescales, benefits and KPIs are well defined to supportongoing monitoring to drive successful achievement.

· Manage systems and processes for monitoring, review of projects and associated performance milestone and benefits delivery,escalation of risks and issues and targeting of mitigating action.

· Provide the expertise in project management to ensure delivery using the appropriate frameworks or methodologies applicable to area of work.

· Provide expert support to SRO’s and workstream leads in relation to project management ensuring visual delivery and progress tracking.

Job Purpose:
We have an exciting opportunity for a Business Planning Specialist to join our team.

The Business Planning Specialist plays a vital role within the finance team and will coordinate all financial planning activities including forecasts, budgets and longer term operational & strategic business plans. You will lead on the delivery of change across the CFO function and will role-model new ways of working whilst owning the delivery of key outcomes to drive the improvement of long-term business capabilities.

As well as the above the team lead in providing financial modelling expertise and support for regulatory plan submissions as it also manages the core data for Financial Plans with the Enterprise planning tool; SAP BPC. We therefore need someone who can accurately analyse key regulatory & financial metrics/ratios to facilitate informed decision-making regarding complex issues.




What you'll get to work on:



- Co-ordinate Financial Planning processes by setting accurate and deliverable timetables, communicating transparent assumptions, reviewing and setting key performance metrics, designing and improving template reports and providing guidance to ensure delivery to agreed timescales and customer requirements.
- Responsible for overseeing the Financial Plan and Forecast upload processes into SAP BPC, including central assumptions, checking uploads agree to control totals and providing regular updates.
- Be Cadent’s SAP BPC super-user delivering training to our local finance / wider business teams, and become an expert in reporting from SAP BPC to complete variance and trend analysis, including reviews of central assumptions.
- Responsible for the creation, development and management of complex and robust financial models and excel spreadsheets. These models should be built in accordance with best practice guidelines to ensure accuracy, audit of changes, and transparency of the models for internal and external parties to provide valuable insights, thus enabling senior business stakeholders to make well informed tactical & strategic decisions. This will include statutory to regulatory adjustments alongside different price bases.
- Accountable for completion of forecast regulatory submissions (RRP) and consolidation of the RIIO3 regulatory plans.
- Accurately analyse key regulatory and financial metrics to facilitate informed decision-making regarding complex issues
- Support the team in production of high-quality PowerPoint presentations summarising analysis completed
- Develop strong relationships with senior stakeholders and work effectively with them in supporting the financial modelling of forecasts, budgets and strategic/ad-hoc business cases
- Support the delivery of change across Finance and the business, embracing new ways of working and maximising the full potential of our new SAP BPC tools and functionality to drive process improvements and long-term business planning capability
- Ensuring that the controls associated with the team’s processes are reviewed, updated, challenged and adhered to by the team with documentation kept in the appropriate form.





Who are we looking for:


Qualifications

- The role requires a fully qualified accountant (e.g. ACA, CIMA, ACCA).

Practical Experience

- Experience in the modelling of complex business scenarios
- Knowledge of the Microsoft suite of tools (Excel, Word, PowerPoint etc.)
- Analytical with a keen eye for detail and the ability to validate and rationalise outcomes based on variations in the inputs or modelling assumptions
- Effectively interpret and communicate complex financial data/issues to both finance and non-finance stakeholders
- Work flexibly, prioritise effectively and handle multiple tasks within strict deadlines
- Ability to work in a collaborative environment, seeking out and drawing on expert knowledge where necessary, to achieve the best possible outcomes
- Problem-solving skills, ability to independently assess situation and recommend solution
- Previous experience within a Financial Planning and Analysis/Business Planning role and working with SAP BPC or similar planning tools would be advantageous.

You will be working as a project planner. Your will act as the intermediate between the various teams (Design, Project delivery). In this you will ensure that updates are communicated effectively between each teams, monitor and track that progress is being made in line with right timescales.
What you'll need to succeed
You will need to come from a construction background working in a similar role, it preferable if you come from a mechanical or electrical industry - but this is not essential. You will need great organisational skills.
What you'll get in return
Salary from Circa. £35,000 to £50,000, 21 days annual leave and the opportunity to work hybrid.

The Planning Accountant will support the Head of financial Management in providing high quality financial planning and technical management accounting advice in respect of the production of both the Strategic and Operational planning.

The role will liaise with financial leads for planning and reporting across the Trust and be responsible for the development of robust information for both internal and external uses

Working with the Chief Management Accountant with the consolidation of Group Plans and reserves into the Trust’s annual plan

Advising and supporting the Financial Improvement Team (FIT) financially in setting the WRP targets aligned to the planning guidance and internal Trust plans.

To prepare and monitor the underlying position of the Trust monthly for reporting to the Associate Director of Financial Management.

The post holder will provide technical support to the Groups in the preparation of organisational business cases, providing support to the Strategic Project Accountant in the preparation of financial models supporting strategic business cases.

The post holder will be expected to develop mechanisms for maintaining audit trails to underpin the planning process and to work with internal audit to support analysis of financial planning processes.

Take responsibility for the population of national financial planning templates as required by NHS England and Improvement and support the completion of NHS England and Improvement information requests.

The post holder will take the lead in the production and maintenance of the Long-Term Financial Model (LTFM). This will include both the preparation and communication of assumptions and strategic developments as well ensuring the alignment of the financial plan and their impact upon the Financial Statements and Single Oversight Framework.
