The Project Manager roles will support the Associate Director (Workforce Strategy, Planning and Transformation) to facilitate workforce improvements in the system space. Each Project Manager will focus on areas relevant to the role: Planning: Work closely with workforce planning colleagues to support annual planning processes. Ongoing monitoring of the workforce position against plan, providing assurance to the relevant committees. Develop a deeper understanding of the workforce position. Building out from the traditional NHS Providers to include the wider workforce e.g. primary care. Further development of the annual planning processes and understanding the underpinning assumptions being made. Establishing processes to ensure that plans are aligned (activity, workforce and finance) and seeking to influence areas where improvements are needed. Working closely with finance colleagues to ensure financial plans match/ balance with long term workforce plans. Target areas where the position is off plan, working with system partners to develop solutions and ensure these are implemented. Transformation: Through the identification of areas where there are workforce challenges and/or new models of care are being considered, facilitate the development of new workforce models. Facilitate workforce engagement with system partners to better understand and define their workforce transformation requirements. Develop and maintain a comprehensive and rounded view of the workforce in the Derbyshire system to understand the challenges and opportunities, in turn identify local and national solutions to support transformation. Ensure the 10 People Promise Commitments are embedded when developing new approaches. Support the Clinical and Professional Leadership Group and wider Clinical and Care Professional Leadership developments across the system. Cross cover, alignment and managing interdependencies across the team will be essential. Specific duties include: Effective working with Provider Collaboratives and Place Partnerships to embed workforce as a genuine enabler to respond to new models of care. Support the team to adopt an agile, cross functional approach to programme delivery, creating and implementing flexible frameworks and processes, which underpin system wide joint working and promote a culture of collaboration and engagement. Provide comprehensive and high-quality project management support, liaising with internal and external stakeholders, developing strong relationships and collaborative working across Derby and Derbyshire ICS. Develop and manage systems and processes, supporting system wide performance improvement and transformation. System Development Support the People Services Collaborative to achieve necessary deliverables, ensuring alignment with the aims of the JUCD vision and plan. Work with the Provider Collaborative and Place Partnerships to support the development of workforce improvement plans. Ensure the scale and pace of required system transformation is aligned to outward facing programme planning, that the scheduling of programme interventions supports the system to maximise outcomes, balance goals, constraints and mitigate risk. Contribute to short, medium and long term workforce plans, ensuring workforce planning and transformation, is aligned into a single narrative which sets the direction of travel and demonstrates programmes are aligned to the system plan,workforce strategy and guidance. Lead and facilitate relevant working groups, provide project advice, expertise and support; pulling in specialists (Finance, IT, etc.) as necessary. Work with Programme Leads to scrutinise progress and outcomes, providing support where necessary to bring programmes and projects back on track. Intervene as necessary, in order to remain on plan, investigate causes of variance from plan, proactively contribute to the implementation of solutions, escalating issues in a proactive manner. Track deliverables, present detailed assurance reports, defining project progress, issues, solutions and escalation processes. Ensure all documentation is complete and up to date, project tracking is in place and used to ensure programmes of work are effectively managed. Ensure project/programme outcomes are evaluated and lessons learned shared to improve programme and project management capability. Contribute to the development and continual improvement of systems and processes within the ICB and wider ICS, by acting as a key facilitator. Act as an ambassador for the ICS, developing practical approaches to improve efficiency, collaboration and system working. Encourage innovation and identify opportunities for continual improvement. Planning & Organisation Utilise change management principles and project management methodology to successfully manage and deliver desired system outcomes. This includes developing project plans, stakeholder management, reporting, monitoring outcomes, issue and risk management. Lead the planning and implementation of specified pieces of work, ensuring they are effectively scoped, defined & reflected within implementation plans; developing robust plans to ensure delivery. Contribute to strategic planning and strategic direction within the team, taking a lead for specific areas of work, making adjustments as necessary. Use independent judgment to prioritise work in accordance with changing priorities, liaising & negotiating in an efficient and effective manner. Prioritise and plan workload to meet challenging deadlines independently, identifying urgency, highlighting issues and taking appropriate action to prevent or solve problems without supervision. Programme Coordination Provide effective project management on workforce related projects across the system and programmes of significant transformational change, either as a project manager or as a subject matter expert. Ensure the design, development, coordination and implementation of specific system projects within responsibility are managed to time, cost and to the agreed specification. This will include day to day responsibility for decisions relating to the management of key pieces of work. Act as an advisor across the People Service Collaborative providing project management expertise and support. Contribute to the development and continual improvement of processes and systems of work within the team, including providing peer support. Act as an ambassador for the team, developing practical approaches to improve project management capability. Transfer knowledge relating to improvement and project management methodologies. Continually strive to deliver project/function outcomes, value for money and greater efficiency. Contribute to the review and development of existing information management systems and development of an integrated approach to project management. Information Management Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making. Update, maintain, organise, gather and analyse information to predict/meet future organisational and team needs, identifying best professional practice. Lead on development, implementation, monitoring and evaluation of new information systems/databases as required. Carry out timely and accurate information analysis and reporting on agreed areas of portfolio. Communication & partnership working Model a collaborative and influencing style of working, negotiating with others to achieve the best outcomes. Meet regularly with stakeholders to achieve a common purpose and realise mutual benefits. Effectively communicate the workforce vision, principles and goals; supporting programme leads to develop an in-depth understanding of the plan and associated interdependencies. Build networks and relationships to identify dependencies between programmes/projects to support/enable delivery. Participate in relevant meetings which may be complex, sensitive, political, and contain contentious information with the aim of providing information and analytical advice to the teams. Communicate risks, issues and dependencies, including briefings and reports to Project teams and sponsors. Develop and maintain relationships with key contacts, proactively managing these relationships so project members can count on reliable and knowledgeable support and information. Present formally and informally to stakeholders about the scope, content and timescales associated with programme plans. Analytical & Judgemental Skills Analyse complex data sets and create reports as required, to enable the dissemination of programme performance information. Present data in a variety of formats, across a range of performance aspects (quality, cost, delivery, etc.) Lead workshops as required to analyse, map and review progress. Ensure records are maintained to provide up to date, timely information. Monitor and track risks and issues, using appropriate mechanisms, proactive resolution and escalation processes. Coordinate and participate in relevant meetings, reporting attendance and providing information, advice and support where requested. Financial & Physical Resources Management of resources as required within the role. Where required, fulfil project budget tracking/management requirements. Report on the targeting of resources, monitoring implementation from a value for money perspective. Education and Development Keep up to date with all mandatory training requirements. Take responsibility for own learning and professional development including identifying any areas of learning that might add to the knowledge base within the team.
