What you will be doing

Heritage at Risk Project Officers (HARPOs) sit within Partnerships Teams in each of Historic England’s Regional offices. These specialist teams manage the Heritage at Risk Register, distribute grants, undertake research, and contribute to place-shaping work across the Region. They work with stakeholders and communities to find creative solutions to heritage at risk and bring about the regeneration of places by using their expertise in architectural history, project management, community engagement, fundraising, and conservation.

HARPOs provide expert advice on the planning, funding and delivery of heritage at risk projects across the range of asset types in the London & SE Region; this post has a specific focus on London. Applying the ‘constructive conservation’ ethos they work closely with owners, local authorities and partner agencies, and with local communities and other stakeholders, to negotiate effective projects, identify funding and facilitate consents. They report on project progress, update the Heritage at Risk (HAR) Register, and contribute to public promotion of heritage at risk cases and themes. HARPOs work with our HAR Architects/Surveyors in overseeing complex HAR Repair Grant funded projects, and lead on Capacity Building grants to stakeholder organisations.

N.B.

Please note that the role requires very occasional travel to sites not serviced by public transport.

The role may require visiting/inspecting sites which are likely to require climbing scaffolding and negotiating confined spaces.

The role will require occasional attendance at community meetings which are usually held at evenings or weekends.

The successful candidate will support the coordination, planning, control and delivery of the project and will provide a range of support to the SENCo by developing and maintaining processes and systems to successfully drive the projects and programmes forward, using effective monitoring methodologies to achieve successful outcomes on time and within budget.

They will improve the planning and delivery process of a range of other major projects as allocated and work with schools and at all levels of the organisation, to help deliver programme outcomes. They will also provide support to the SENCo as required in the development and establishment of the Education Strategy, Access and Inclusion division.

We are looking for an experienced Business Manager to support Research & Development to support our post-award R&D Finance Team at Barts Health NHS Trust.

The post holder will be an experienced team leader, with substantial experience of managing staff, working with the JRMO R&D Finance Team to support and develop the workforce, with responsibility for the oversight and management of the operational aspects of research financial administration and the provision of a first-class service to our research community in the Trust, Queen Mary University of London (academic partner) and other research organisations.

The post holder line manages three Band 7 Accounts Managers and their teams and works closely with the senior leadership team in R&D to oversee the effective operation of Research & Development.

Barts Health R&D operations - taking ownership for managing the daily business of hospital and group based research functions, dealing with unplanned events that arise and acting as the 'executing agent' for resolving issues. The post holder is also a member of the senior leadership team across the Joint Research Management Office.

Finance - Managing the Finance leads to ensure the finance functions for R&D, with an income of £30m p.a are managed effectively, in line with the Trust’s SFIs.

Risk Management – managing the risk register relating to finance and business development for the R&D, ensuring that risks are updated on datix, are managed appropriately and escalated as required The post holder is also required to present the risk register for approval to the R&D SMT on a monthly basis.

Secretariat and Committee support – to provide secretariat and reports for R&D Finance working groups, Hospital and Trust Research Board, ensuring that all reports are submitted on time and that an action log and minutes are taken for each meeting, for sign off by the Chair.

Recruitment and Staffing- Ensuring that the appointment of core JRMO/R&D staff and research staff across the Trust is managed in line with agreed recruitment procedures and meets our policies for equality and inclusion.

Managing R&D’s staffing establishment to ensure that all new posts and vacancies are in line with budget and that R2Rs and e forms are raised in line with Trust policies and procedures.

Induction – taking overall responsibility for the local Induction of finance and business development staff in R&D, working with wider R&D leadership team to ensure consistency across all R&D staff, including providing coaching and advice to new staff as required.
