• Responsible for the inventory of active-duty member's personal effects on in-house deaths and proper disposition including ensuring that effects are returned to family in such a way to minimize suffering of family.
• Responsible for facilitating any request of the legal next of kin and follows up to make sure request has been honored.
• Coordinate with deceased active-duty member's command for information for death certificates, uniforms, escort and consignee mortuary information.

Job Summary

Responsible for direct project management of large facilities capital and maintenance projects. The position performs a variety of duties requiring a comprehensive knowledge of project planning, procurement methods, contract administration, and construction management. The position requires an extensive knowledge of bid scope development and solicitation, with the ability to effectively monitor contractor performance and schedule compliance. The position also includes but is not limited to, budget support, invoice payment and reconciliation, records maintenance, document preparation, safety and regulatory compliance, use of a computer and various office equipment, and compiling information and statistical data for reporting purposes.

Essential Functions:

• Provide project management leadership for all aspects of assigned construction, facilities, assets and/or projects activities; conduct and participate in construction and project meetings, issue resolution, budgets, schedules, contracts, and amendments, permits, change orders, contract compliance and amendments, community input, and similar activities.
• Work with City Purchasing and Contracting staff in conducting solicitations and bid analyses, developing scopes of work, managing vendor payments and related activities in accordance with local, state, federal laws, and city policy; oversee contracts for projects, consultants, and related services; ensure contractors comply with all contract elements.
• Create contracts, solicit bids, RFPs, RFQs and supervise contracted services for City Facilities including but not limited to fire suppression and alarm systems, security, pest control, elevator service and janitorial
• Monitor contractors for capital and maintenance projects including but not limited to roof replacements, HVAC equipment replacements / upgrades, video surveillance, lighting and electrical and ADA compliance and upgrades.
• Create, procure, and manage on-call and Job Order Contracting (JOC) contracts including but not limited to electrical, plumbing, HVAC, overhead doors, motorized controlled gates and emergency power generators.
• Read, interpret, and use building blueprints, drawings, and operating manuals.
• Inputting data into the City financial reporting and computerized maintenance management systems (CMMS).
• Create purchase orders, review, submit for payment, document and track invoices for all tasks listed.
• Comply with federal, state, and local environmental regulations and requirements for boiler equipment emission’s annual testing and reporting.
• Participate in safety meetings, training requirements as needed and comply with City safety requirements including but not limited to, First Aid/CPR, AED, Hazardous materials, Blood borne pathogens, confined space, fall protection, scissor and articulating lift certification, and defensive driving.
• Perform other duties and responsibilities as assigned.

Qualifications

Experience and Education

• Five (5) years of experience in project and/or construction management or related field in a public sector environment.
• Equivalent to a Bachelor's Degree from an accredited college or university with major course work in architectural, engineering, construction management, public or business administration, or a closely related field.
• Equivalent combinations of education and experience may be considered.

Computer Skills

• Intermediate skills in Microsoft Word, Outlook, and Internet Explorer
• Intermediate skills using a database system or Excel

Required Licenses and/or Certifications

Possession of:

• Professional certification and/or designation as a Registered Architect, Engineer, Certified Project Manager or Construction Manager is highly preferred.

• Working knowledge of repairs and preventive/predictive maintenance on electrical and mechanical equipment.
• Proficiency in the use of basic/power tools, shop math, pneumatics, power transmissions, parts nomenclature, measurements, and fasteners.
• Ability to operate and knowledge of simple and complex heavy industrial equipment (e.g., forklifts, scissors lifts, and boom lifts).
• Flexibility to work all shifts, including holidays and weekends, as demanded by the job. All AMMs will work 4x12s. Shifts available include FHD, FHN, BHD, and BHN. Front Half is Sun-Wed and Back Half is Wed-Sat. AMMs should open to any of the shifts.

The Manager Construction & Facilities is responsible for all aspects of interior and exterior store planning, construction, and facilities improvements on assigned projects.
