Develops and implements Service Level Agreements (SLAs) and leases arrangements with all Care Groups; providing installation, maintenance, and repair related services to the Trust, to ensure that Service User repair requests are responded to in priority order and in accordance with the agreed standards for Estates responses to emergency, urgent and routine job requests. Assist the Director of Estates and Sustainability in ensuring a cost-effective and efficient engineering and building maintenance service is provided. Establishes annual budget requirements incorporating any cost improvement targets in association with the Finance team and applies suitable expenditure monitoring and budgetary control measures to ensure that the Operations and Maintenance function operates within its allocated budget and advises the Director of Estates and Sustainability of any risks to achievement of the Departments financial targets. Continually reviews the performance of the maintenance team, in terms of productivity and customer service, as measured for example by job completion rates, evaluating, and where appropriate, implementing new ways of working to enhance performance. Develops asset replacement/refurbishment programmes based on the data obtained from the six-facet estate surveys for the buildings, plant, and equipment, aligned to the Trusts overall Estates Strategy to smooth out annual investment requirements, and to avoid unplanned breakdowns. Arranges periodic condition assessments and surveys and uses the resulting data to establish appropriate capital and revenue programmes of work to address any backlog maintenance items identified and to ensure that the physical environment of the estate is well maintained; within the available budget, fit for purpose, available for its intended use and provides the best possible patient experience. Write and review policies acting on all relevant statutory guidance, incorporating into maintenance and new work activities. Responsible for the production and dissemination of benchmarking, key performance indicator information via the Departments Computer Aided Facilities Management (CAFM) systems, to all interested parties, as an aid to continuous performance improvement. Exchange of complex information with contractors, suppliers, and consultants on technical issues Trust-wide. Lead on the Estates regulatory audits and key objectives such as PAM, ERIC, CIPs, STPs, Sustainable and Environmental initiatives. Write and input into papers for Trust meetings up to board level.

The role
As a Plant Operations and Maintenance Manager, you'll have a role that's out of the ordinary. Acting as a senior manager within the Plant Operations and Maintenance teams, you will be deputising for Nuclear Operations and Maintenance Manager (NOMM).

Day to day, you'll have indirect responsibility in supporting the Plant Operations & Maintenance Manager's and the Facilities Operations Manager's reports.

• Developing and implementing suitable processes and training to ensure compliance with related IOIs at all times and to ensure all persons involved with operations controlled within the NOMM's sphere of influence are competent and trained to do so
• To assist the SRC Authorisation Group by providing professional advice on the facility plant and systems (including writing reports and verification of documents).
• Acting as the direct line manager of the Lock Out Tag Out Team for safety isolations, ensuring statement of conformance conditions are met, and ASQEP responsibilities are accepted and governed on behalf of the NOMM
• To document, in appropriate procedures, activities carried out by the department; and to support other company procedures as necessary to ensure compliance with their statutory and contractual requirements relevant to nuclear related activities.

This role is full time, 36 hours based on site at Devonport Royal Dockyard with hybrid working from home arrangements.

Essential experience of the Plant Operations and Maintenance Manager:

• Experience in maintaining and operating nuclear plant and facilities
• Knowledge/experience of the Site Licence Conditions/Authorisation Conditions (LC/AC) 10 and 12
• Demonstrable experience with the in-depth knowledge required to Lead the site operational control team and activity for the plant maintenance function
• Previous experience planning and scheduling maintenance activities, documentation control, work order and contractor control and progress and performance

Qualifications for the Plant Operations and Maintenance Manager:

• NUC0793 Nuclear Plant Foundation Course Module 1
• NUC0794 Nuclear Fundamental Course Module 2
• QUAL002 Submarine Quality Assurance Course
• NVQ Level 6 in an engineering discipline or equivalent

The successful candidate must be able to achieve SC security clearance for this role.
