Job Purpose

The role holder will report directly to the Head of Estates whilst working closely with the Facilities Manager and the wider team, as well as operational colleagues.

The role holder will be responsible for the delivery of specific ad hoc estates projects, whilst also providing support to the wider Estates team in the delivery of business-as-usual activity to ensure the development of an estate that delivers outstanding outcomes for the people we support, ensuring the portfolio is managed safely, cost effectively and in accordance with statutory and regulatory requirements.

This role requires an individual with strong project management capability within an estate’s environment, with a demonstrable track record of delivery of projects on time, to Budget and to the requisite level of quality.

Reporting directly to the Head of Estates, the role holder will:

• Lead the estates input in the expansion of the existing property footprint.
• Onboard new additions to the estate’s property portfolio efficiently and effectively.

Dimensions

Whilst the role currently has no direct reports assigned, the level of project activity and the consequential resource requirements will determine any additional staffing needs. Principal Accountabilities

Estates and Facilities Management

• Responsibility: Act as the senior estates and facilities professional on project work assigned.

• Project Plans: Ensure there is a clear and documented estates plan for each project assigned and lead the implementation of these plans to ensure best possible outcomes for the people we support. In the planning and delivery of projects, the role holder must ensure that due consideration is given to operational requirements.

• Project Performance: Ensure a robust contract performance management framework is in place for each project.

• Regulatory: Ensure all project work is undertaken in accordance with applicable regulatory and statutory requirements.

• Resource Management: Manage and co-ordinate both AFG staff and external contractors in the delivery of projects. Where required mitigating actions/plans may need to be taken to ensure that projects are delivered to requirements.

• Onboarding: With support from the Head of Estates, lead the estates input re. property acquisition (both support with the identification of appropriate property and subsequent due diligence).

• Expansion: With support from the Head of Estates, lead the estates input re. the expansion of existing estates footprint.

• Business Cases: Prepare business cases, feasibility studies for consideration by the Head of Estates and onwards by the Executive/Director team.

• Business as Usual Estates Activity: The role holder will be required to work alongside the Estates Manager and the wider estates team in the delivery of business-as-usual estates activity (including site visits, contract monitoring meetings, supervision of reactive repairs etc.), where project requirements mean the role holder has capacity to undertake this work.

Financial Management

• Financial Performance: Manage project related budgets, ensuring projects are delivered to Budget, to the requisite quality and to time.

• Procurement: Work closely with the Procurement team to source potential suppliers for services and ensure those services are sourced on a “Value for money” (VFM) basis, and in accordance with the terms of the Scheme of Reservation and Delegation.

• Tenders: Working closely with the Procurement function of the Charity, take the estates lead in tender activity where assigned, ensuring that activity is undertaken in accordance with the Scheme of Reservation and Delegation.

• Cost Reduction/Service Improvement: Lead in ensuring we are continually striving to reduce cost/improve service provision.

• Commercial Acumen: Commercially savvy to drive continuous improvement opportunities (both financial and operational).

• Estates Development: Ensure development activity within the estate takes account of environmental considerations/technological advances in the go-forward design.

Experience

• Minimum of 3 years’ experience in an estate’s management/estates project management role.
• Experience of working in an environment delivering both planned and reactive maintenance and delivery of capital projects.
• Proven track record of capex project delivery (cost, time, scope).
• Experience of managing complex estates projects (resource, finances, scope).
• Experienced in managing contractors and sub-contractors including conflict resolution.
• Experience in both the development of and management of financial Budgets and Reforecasts.
• Experience in undertaking property related “due diligence”.
• Experienced in the preparation and presentation of business cases for consideration by the Head of Estates.
• Experience of working with a Computer Aided Facility Management (CAFM) system.

This role involves Responsible for the provision of aseptically prepared chemotherapy medicines for the Cheshire and Merseyside Chemotherapy Network. To act as a team leader of entry level technicians and Pharmacy Assistants. Provide technical support to ensure all aspects of the pharmacy quality management system are delivered. Responsible for final accuracy checking products to specification and reconciliation of items against prescription.

To undertake the daily operational responsibility to ensure that all sites run smoothly, in direct relation to all Facilities services including housekeeping, portering, and catering services, waste management, security, fire safety, H&S signage, cleanliness including external areas such as grounds and gardens and general operational maintenance across all sites. To be the first point of contact for both clinical and non-clinical services with regard to ensuring that usage of the sites responsible, including storage space is provided in an equitable and effective manner and any unwanted items are disposed of in the appropriate manner and to monitor this on a regular basis. To manage relevant external contractors to ensure an effective value for money service. To look for ways to improve current services and contracts in the best interest of the Trust. Responsible for managing the lift/door access system, developing improved methods / systems of accessing the lift and working with all parties using the building to maximise efficiency. To work with external contractors and consultants to develop, implement and review effective systems of work within the sites responsible. To manage and ensure that all security systems and procedures are effective and known throughout all of the sites responsible. Work with NHS SMS to ensure that the sites responsible comply with SMS Directives and H&S legislation. Where necessary to develop/enhance security systems to ensure the safety of service users, carers, staff and visitors to the site. To further develop existing internal communication channels to achievethis. To be responsible for all internal and external contractual arrangements; to include being the main source of communication, coordinating, monitoring to minimise disruption. This will include external suppliers and their representatives. To be responsible for the management of all non-clinical complaints within Trust guidelines and to look for and implement corrective actions and / or problem solving techniques to reduce reoccurrences, as appropriate. To be fully aware and trained in the latest Health and Safety requirements in connection with managing an NHS site. To use this knowledge in every day issues that arise as appropriate and when necessary and through routine matters, utilising expertise from Fire Safety Service and / or Estates Officers. To facilitate the equitable use of space and the allocation of any available accommodation, where appropriate consulting with users and where necessary operating as an independent arbitrator. To ensure all MCT Directorates receive an equitable Facilities Management services within the sites responsible. To liaise with all Mental Health Care Division and Trust Wide Support Service Managers to deliver an equitable service. To work collaboratively with the Facilities Management Team on the development of Services. To operate an affective system of reporting and monitoring both incidentals, emergency and planned maintenance requirements to include monitoring the LSHP contract and other SLAs in place. To manage multi-departmental budgets, to deliver a balanced budget, and generally to ensure that all financial actions accord with the Trusts SFIs and guidelines. To have management responsibility for the procurement, maintenance and monitoring of all physical assets and supplies for multiple departments within the sites responsible. Facilities & Manufacturing Manager

The Role:

• Coordinate departmental activities to ensure consistent high standards to meet customer demand
• Capacity Planning including scheduling, resource and environment within the departments under your remit.
• Drive continual improvement and process improvement using Lean practices.
• Manage the Facilities team ensuring UK and European facilities are fit for purpose.
• Liaise with contractors to initiate repairs and implement improvements within the facilities and make sure Company Health and Safety procedures and policies for external contractors/visitors are followed
• Manage building maintenance contracts (including tariffs), utilities contracts (including waste disposal) and supervise contractors on site
• Develop and maintain Service and Maintenance Contract database
• Support the Senior Leadership Team in the delivery of the strategic direction of the company
• Identify areas of improvement for opportunities to adopt more sustainable processes
• Ensure supervision of staff awareness of Health and Safety procedures, including any additional requirements for department specific equipment within your remit.

Candidate Requirements:

• Working knowledge within the pharma industry (preferable)
• Experience of operational management in a customer focussed environment
• Recognised academic qualification or significant working practice in , Electrical or Facilities Management required
• Practised in process and systems analysis including Lean Manufacturing - Lean Manufacturing Qualifications (e.g. Six Sigma, Kaizen etc.) essential
• Working Knowledge of cGMP ISO: 9001 quality systems or regulatory environment.
• Effective motivational and problem solving skills, with a focus on continuous improvement.
• Working knowledge of Risk Management
