What is the role?

Based at one of our area housing offices and reporting directly to a Senior Building Surveyor, you will be working as part of a team of apprentices and experienced Building Surveyors. You will assist the team to manage our assets by undertaking a range of property surveys and essential compliance tasks. These will include:

• Energy Performance Certificates
• Vacant property surveys
• Stock condition & data surveys
• General compliance surveys
• Repair quality surveys

You will be supporting our Building Surveyors who carry out a wide range of repairs surveys across our varied asset portfolio of over 17,000 council owned or leasehold properties in Portsmouth and Havant, together with corporate operational, commercial and community assets. You will be supporting the team to maintain and improve our properties while ensuring the right repairs are carried out at the right time.

You will undertake stock condition surveys followed by timely updates to the stock database. Your input will help to ensure that we have up to date, accurate information for our properties to enable us to run precise measures and identify areas needing improvement.

As a Surveying Technician, you will also be responsible for ensuring our homes have compliant and up to date energy performance certificates to ensure that our potential customers have all the information they need to make an informed choice about the energy efficiency of a building before committing to signing a lease agreement.

Who are we?

The Housing, Neighbourhood and Building Services Directorate of Portsmouth City Council are responsible for maintaining and undertaking repairs and capital building projects to a stock of nearly 15,000 residential properties, 900 corporate assets as well as delivering the Housing Development pipeline of 350 new homes per year.

To support the delivery of this work we are seeking to recruit to a number of Surveying Apprentice positions. The Building Services team have a strong record in supporting the training and development of our staff having established our Building Surveyor apprenticeship programme 6 years ago. Since its inception we have grown the programme to 19 surveying apprentices and have seen 13 apprentices and graduates gaining Chartership of the Royal Institution of Chartered Surveyors in recent years.

The apprentice positions offer a fantastic opportunity for those wishing to develop a career in Building Surveying through the provision of fully funded training, gaining of a diverse range of practical experience and the offer of a structured training programme supported by highly experienced Building Surveyors.

No prior experience is required for our apprenticeship roles, we have recruited apprentices from a wide range of backgrounds including those leaving college taking their first steps into employment as well as more mature candidates who may be seeking the opportunity to change careers and retrain.

What is the role?

This is a 30 month apprenticeship based in our Asset Management team. Candidates will study for a BTEC Level 3 in Construction & Built Environment, via distance learning from East Surrey College. While working full time for Portsmouth City Council candidates will gain practical experience undertaking a wide range of building inspections including undertaking Energy Performance Certificates and Asset Management inspections. Upon completion of the apprenticeship candidates will be able to gain AssocRICS membership; and for the right individuals, further training and development opportunities may be available to gain full membership of the RICS or Chartered Institute of Building.

We are looking for a Surveying Technician to join our Building Maintenance team to undertake essential tasks relating to compliance and property data collection.

This is an excellent opportunity for a candidate who is considering embarking on a career in building surveying at an entry level, or someone that is contemplating a career change. There may be further opportunities to develop your career with Portsmouth City Council following successful completion of the apprenticeship.

What is the role?

Based at one of our area housing offices and reporting directly to a Senior Building Surveyor, you will be working as part of a team of apprentices and experienced Building Surveyors. You will assist the team to manage our assets by undertaking a range of property surveys and essential compliance tasks. These will include:

• Energy Performance Certificates
• Vacant property surveys
• Stock condition & data surveys
• General compliance surveys
• Repair quality surveys

You will be supporting our Building Surveyors who carry out a wide range of repairs surveys across our varied asset portfolio of over 17,000 council owned or leasehold properties in Portsmouth and Havant, together with corporate operational, commercial and community assets. You will be supporting the team to maintain and improve our properties while ensuring the right repairs are carried out at the right time.

You will undertake stock condition surveys followed by timely updates to the stock database. Your input will help to ensure that we have up to date, accurate information for our properties to enable us to run precise measures and identify areas needing improvement.

As a Surveying Technician, you will also be responsible for ensuring our homes have compliant and up to date energy performance certificates to ensure that our potential customers have all the information they need to make an informed choice about the energy efficiency of a building before committing to signing a lease agreement.

Who is the person?

Your application needs to demonstrate that you:

1. Have an ambition to work in the built environment and have a strong desire to work toward becoming a Building Surveyor.
2. Can work independently, are well organised and able to prioritise and manage multiple demands as appropriate.
3. Have an interest in buildings and demonstrate some knowledge or experience that can be related the service we provide.
4. You will need to have 5 GCSE Grade A-C or higher including Maths and English
5. Have excellent communication skills, including:

• The ability to effectively communicate with customers to arrange appointments and site visits
• Speaking to customers and stakeholders face to face while summarising the purpose of your visit.
• Being assertive while dealing professionally with colleagues, service users, third parties and contractors.

6. Be organised, methodical and have an eye for detail when undertaking detailed surveys. Have the ability to prioritise work tasks as appropriate.

7. Able to work as part of a team to ensure a smooth delivery of the service and be flexible in being able to adapt to the needs of the team.

8. Have a positive attitude towards work, be resilient, embrace change and actively work with your colleagues to improve the service offered to customers.

9. Be able to use information to problem solve, risk assess, ensuring customers and colleagues health and safety.

10. You will be inspecting a variety of buildings with different access arrangements and will need to physically fit

11. You will need a full driving licence and use of a car as the role will cover all the PCC housing areas. You will be required to carry equipment to undertake surveys and provide proof of vehicle insurance that covers business usage.

Regulatory Services Technician Port Health - secondment/fixed term opportunity for 12 months.

Salary: Band 7, £29,777 - £33,945 + 17% shift allowance

Portsmouth City Council controls all its maritime activities through the Port Service. Portsmouth International Port (PIP) comprises the Cruise & Ferry Port (CFP), Flathouse and Albert Johnson Quays and the Camber.

Your New Role

As the Regulatory Services Port Health Technician, you will provide support to the wider Port Health team and to assist with the delivery of all functions within Regulatory Services.

Your role will focus upon providing support to Port Health Officers, Principal Port Health Officers and Official Veterinarians delivering front line services across the full range of Port Health functions.

You will be responsible for processing and responding to service enquiries; assisting with documentary and physical checks; taking samples of food/water; and delivering routine administrative duties.

The ability to operate in a flexible working environment is essential, as the role requires participation in regular shift pattern work required to meet the service demand of roll-on-roll-off (RORO) shipments from the EU eighteen hours a day 365 days a year.

What you'll need to succeed

Ideally you will have a good operational understanding of key Regulatory Service functions such as requirements and responsibilities to inspect consignments of food and non-food entering the UK through Portsmouth International Port.

You will have excellent communication skills to be able to deliver messages clearly and be at ease conversing with customers giving advice and support.

You will have an eye for detail, understand need to get things right first time and of the implications of not doing so. Your experience will have been gain in previous regulatory service roles which you gained a good knowledge of computer software packages and basic accountancy skills.
