Facilities Management and Security Services Operations West

The following are the duties of this position at the full working level.

• Performs computerized axial tomographic scanning's.
• Administers contrast agents under the direction of the physician and identify patients who develop contrast reactions.
• Ensures that the appropriate consent forms are completed and entered into the patient record and/or files.
• Instructs lower graded personnel in positioning, technical factors, equipment while preparing or accomplishing tomographic scanning's.
• Operates and perform operator maintenance on Computed Tomography (CT) systems and other Radiological systems.

MAJOR DUTIES:

This Maintenance Mechanic position is assigned to the Facilities Division of Big Bend National Park and directly reports to the Supervisor for Buildings and Utilities. The incumbent will perform custodial duties daily, and occasionally in multiple location. Must have basic knowledge of cleaning products and supplies and how to safely use them. The incumbent should have basic knowledge of common building materials, paints, and petroleum products.

The incumbent will assist higher graded workers preform repairs and routine maintenance in constructing, altering, modifying, or repairing a wide range of features in buildings interior and exterior including framework, rafters, joists, insulation, sheet rock, doors, windows, and flooring. Should be able to identify common material needed for carpentry and painting work. The incumbent will be required to assist others with installing and repairing any combination of plumbing fixtures, meters, pumps, couplings, unions, and joints needed for proper operation of the plumbing systems. Incumbent may be required to use a variety of hand and power tools and must operate them safely. Carries heavy items to and around work sites. Loads and unloads supplies, material, tools, and equipment. Performs duties with oversight and/or review of work during progress or upon completion.

Operates motor vehicles and performs pre-vehicle operation inspection such as fluid levels, lights, brakes, and operational procedures, greasing moving parts, changing oil, fuel and air filters, cleaning and washing vehicles, and minor parts changing repairs. The incumbent will be exposed to a variety of seasonal weather conditions while working outdoors. Will be exposed to heat, biting insects, dust, dirt, wind, and rain. May work with hazardous chemicals and around moving equipment, paints, solvents, etc.

AREA INFORMATION:

Big Bend National Park encompasses 801,000 acres of the Chihuahuan Desert with more biodiversity than almost any other national park and a dark sky designation. Elevation in the park varies from 7825' to 185'. The climate is generally pleasant with hot summers (90-110+ degrees F.) and mild winters (30-50 degrees F.). Recreational opportunities include hiking, bird watching, photography, backcountry camping, bicycling, and river rafting. The park has a post office, gas stations, camper stores, restaurant, library, gym, and lodge.

The gateway town of Terlingua has lodging, restaurants, hardware store, small grocery and gift stores, churches and a bank. Lajitas has limited shopping, lodging, restaurants, golf course and churches. Alpine, Texas (100 miles from PJ) has most necessities, including supermarkets, variety of stores, a hospital, pharmacies, churches, a movie theater, and a university. The nearest larger cities are Midland/Odessa (225 miles) and El Paso (325 miles).

DAYCARE AND SCHOOL INFORMATION:

The San Vicente Independent School District (SVISD) and SVISD Early Learning Center (ELC), are in Panther Junction and serve those that live in Big Bend National Park. SVISD ELC, is a state-accredited daycare facility for children ages 18 months to 4 years of age. Daycare services are currently free of charge (subject to change). The SVISD elementary school, is a Texas Education Agency, A-Rated, elementary school (K-8). SVISD will include High School as well (9-12) starting in 2024. • You will assist in the development of contract specifications, reports, performance standards (that are measurable, accurate and clearly understood), and PAPs/FAPs for Facility Services and BOS contracts.
• You will conduct performance assessment of Contractors’ operations to ensure proper procedures are followed, and that FSC work is performed in accordance with applicable specifications and safety practices.
• You will be able to read blueprints, schematic diagrams and architectural drawings as related to facility service work.
• You will be able to use NAVFAC’s electronic invoice system Wide Area Workflow (WAWF) to review Contractors’ invoices and make recommendations regarding payment i.e., withholdings, via electronic invoice processing system.
• You will be able to understand quality management principles and quality control/assurance procedures for the oversight of the Contractors’ QA/QC methods and assess.
• You will be able to understand how well the Contractors’ performance, quality, schedule, and cost requirements are being met or need to be improved.
• You will be able to communicate effectively at all levels both orally and in writing, prepare daily reports, and conduct discussions with Contractors, customers and NAVFAC personnel.

• Set up, clean, calibrate and monitor respiratory equipment to ensure proper functionality.
• Administer a variety of tests and analyze results to assess respiratory patients.
• Develop and monitor treatment plans for patients with a variety of respiratory issues.
• Instruct patients and families in the use of respiratory equipment for home use.
• Monitor and interpret values, such as pulse oximetry, arterial blood gas analysis and expired carbon dioxide.

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Major Duties:

• Serve as field crew lead for archeological monitoring surveys and excavations, including recording the location of sites, recording archeological and environmental data, and writing summary reports.
• Maintain field notes, field and excavation descriptions, drawings, maps, photographs, and video recordings related to archeological work
• Perform archeological research.
• Use computer software and digital photography. Use related databases, spreadsheets, forms, maps, and files. Use the Interior Collections Management System (ICMS) to catalog artifact collections.
• Understand Southeastern archeology, prehistory, and history sufficient to reliably identify and record cultural remains in the field and in the lab.

• Responsible for Flight Services, obtaining flight clearances, and validating required Flight Crew Information File (FCIF) and other Go-no-Go pre-flight data.
• Provides technical guidance and expertise in the scheduling of the flying unit Special Use Airspace (SUA).
• Monitors substantiating personnel listings, independently determines the status of incoming/outgoing Personnel in Change of Station (PCS), Separation/Retirement, and Temporary Duty (TDY) status, and performs a wide-range of aviation management duties.
• Manages aviation resource programs, utilizing Ad-Hoc reports and the Centralized AF ARMS systems; monitors the resources and training requirements for mission accomplishment and safety of flight.

Duties include but are not limited to:

• The phlebotomist provides assistance of technical, specialized, support nature to health and medical personnel in the diagnosis or treatment of patient illnesses or medical conditions.
• Receives requests or instructions for venipuncture (blood drawing) and urine collection.
• Interprets requests or instructions for medical or health care personnel.
• Secures patients' confidence and cooperation during procedures.
• Explains procedures (venipuncture), positions patients for desired results, and cushions and shields patients as appropriate.
• Varies procedure or position to adjust to patients' medical condition.
• Utilizes printed and electronic files containing sensitive information and is responsible for protecting that information from unauthorized release or from loss, alteration, or unauthorized deletion.

• You will conduct continuing surveillance of work involving radioactive materials and radiological controls associated with naval nuclear propulsion plant work.
• You will regularly plan and assign work of subordinate staff to meet radiological coverage requirements, schedules, and deadlines.
• You will plan for and coordinate the procurement of special radiation and radioactivity monitoring instruments and equipment.
• You will prepare or direct the preparation, of all reports and other required radiological control documents related to work assignments and staff assigned.

• You will review the work of engineers, technicians, scientists, radiological, production, etc. personnel in the shipyard.
• You will monitor the work of inspectors, radiological technicians and shop mechanics to ensure conformance with approved procedures/specifications.

• Administer and perform duties related to the execution of a variety of public health programs within the Community Health Management and Force Health Elements.
• Apply preventive and public health knowledge, techniques, and skills to reduce the incidence of communicable diseases, occupational illnesses, food borne disease, and disease nonbattle injuries.
• Evaluate public health programs and recommends changes in policies and procedures.
• Educate the base population on the application and implementation of the public health programs.
