In this position, you will as a Management and Program Analyst. Typical assignments include:

• Reporting and Data Management: Collects and analyzes a myriad of data and information and consolidates into a format that will be included in and become part of a larger study. • Serving as Field Staff to participates in Preliminary Damage Assessments, JFO Operations, Applicant Briefings, Recovery Scoping Meetings, Initial Project Development, Recovery Transition Meetings, general correspondence.
• Monitoring spend plan compliance, provide cohesive eligibility recommendations, facilitates resolution of issues, scope of Work revisions, preparation of PW versions, review of alternate/improved/time extension project requests.
• Conducting program audit reviews/final cost adjustments, conducting analysis of closeout documentation and quarterly reporting requirements.
• Working with state counterparts to ensure all permanent work projects have been reviewed for any potential mitigation measures that will reduce any future loss from a similar event through mitigation efforts governing the program.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

This position will be hired into a temporary 4 years, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.
