CLASS DESCRIPTION

The Baltimore City Department General Services is seeking an Executive Assistant for the Office of the Deputy Director.

ESSENTIAL FUNCTIONS

• Performs confidential and special projects, researches and prepares reports and drafts correspondences for the Deputy Director’s signature. 
• Directs and monitors the execution of decisions and policies of the Deputy Director and interprets decisions and policies for subordinate agency staff.
• Investigates and resolves confidential and/or sensitive administrative problems, complaints and situations at the request of the Deputy Director.
• Ensures adherence to laws, regulations, program policies and guidelines utilized by or impacting the Agency.
• Attends confidential administrative and operational meetings; organizes, coordinates and monitors the implementation of resultant actions, resolutions and administrative decisions. 
• Accompanies the Deputy Director to public and governmental meetings and acts on meeting decisions with sound resolutions. 
• Records accurate minutes, captures key discussion points, action items, and decisions made.
• Represents the Deputy Director at public and governmental meetings.
• Reports on meetings to the Deputy Director.
• Organizes meetings by preparing agendas, collects relevant materials, and coordinates logistics such as room reservations, audiovisual equipment, and catering.
• Liaison with internal and external stakeholders by communicating effectively with Agency employees, clients, and vendors by providing assistance and information as needed.
• Assists high-level Agency managers in the implementation and coordination of the administrative aspects of planning projects and/or programs.
• Conducts research to gather information, compiles reports, and prepares presentations on various topics as requested by the Deputy Director.
• Determines what issues should be escalated to the Deputy Director’s attention.
• Provides information or answers to questions not requiring superior’s attention.
• Tracks deliverables for projects and relays important intel to the Deputy Director (and Assistant Deputy Directors).
• Assists with various administrative tasks such as filing documents, processing expenses, and handling invoices.
• Exercises sound independent judgment in screening mail, telephone calls and visitors to include maintaining and updating the Deputy Director’s calendar, schedule appointments, and arranging meetings on behalf of the executive.
• Drafts responses when necessary and organizes incoming messages.
• Coordinates travel arrangements to include flights, accommodations, and transportation for business trips.
• Maintains records and databases, organizes and updates files/databases, and contact lists to ensure easy access to relevant information.
• Manages office supplies and equipment by monitoring inventory levels, ordering necessary supplies, and coordinating repairs or maintenance of office equipment.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a bachelor's degree from an accredited college or university

AND

EXPERIENCE: Have five (5) years of experience in performing executive level administrative support work including two (2) years working in a confidential environment.

OR

NOTES(EQUIVALECIES): Have an equivalent combination of education and ex­perience.

This role is available at either the Senior or Principal Level.  Leveling and

Powering our mission, this Senior/Principal Originator will be a recognized expert focused on the acceleration of our region’s decarbonization goals to deliver emissions-free energy to customers. This will require collaboration with policymakers, stakeholders, customers and regional wholesale market participants as PGE positions itself to be a leader in delivering clean, affordable and reliable power in the region.

In this role, you will lead the development and execution of commercial and strategic approaches focused on reducing emissions in PGE’s energy supply portfolio, optimizing existing assets, ensuring we offer products that assist our customers on their decarbonization journey, all while delivering value for our shareholders. This will include structuring and negotiating complex agreements with counterparties that position PGE well to deliver on our decarbonization goals and requires the ability to solve unique and complex problems having a board impact on PGE’s business model.

What you will accomplish in the role:

• As the primary negotiator, lead teams to evaluate and negotiate large and complex transactions to acquire new energy resources, contracts and infrastructure; orchestrates the competitive bidding process and other procurement activities to acquire long-term resources; ensures that contract terms and conditions meet PGE's commercial, operational and risk-mitigation requirements.

• Serve as a project team lead to identify and assess the future of PGE’s energy supply, including evolving technologies that could impact price or viability in meeting Oregon’s decarbonization goals

• Orchestrate highly effective outbound marketing to develop positive commercial relationships and opportunities with counterparts in wholesale energy markets and renewable development; develop and execute bilateral partnerships, contracts and asset transactions

• Drive planning and oversight, research and analysis, procurement and negotiations, and execution of transactions that further decarbonization for PGE customers and in the Pacific Northwest.

• Lead efforts in developing long-term strategies around existing energy supply assets ranging from repower to retirement

• Represent PGE as an expert in market and at industry forums and conferences; represent PGE’s interests in regulatory and legislative proceedings.

Senior Energy Supply Procurement Originator

Origination & Structuring Leads commercial and strategic approach for maximizing value and effectively managing risks associated with PGE’s power supply portfolio. Develops structured proposals for deals involving any combination of energy (electric, gas and services) that provide mid- to long-term strategies for fueling power plants and effectively managing power supply portfolio. Develops models and market strategies to assess economic value and price risks inherent in complex transactions and negotiations across the enterprise.

• Wholesale Transmission Portfolio Management - Manages the PGE Merchant wholesale transmission portfolio. Monitors evolving policy arenas - including BPA and WRAP - for changes that could impact PGE's wholesale power portfolio. Supports PGE's WRAP efforts by providing SME assistance and expertise.
