Job Requirements
1. Comprehensive Oversight:
· Manage and address issues related to safety, ship stability, navigation, mooring, and cargo operations with various stakeholders, including:
· Flag and port states
· Oil terminals
· Classification societies
· Port agents
· Ship owners or ship managers
· P&I and H&M insurance providers
· Other relevant organizations as applicable
2. Strategic Fleet Management:
· Assist in the development and execution of an appropriate inspection and training schedule for the company’s managed fleet of oil tankers.
· Conduct regular vessel visits at strategic intervals to ensure effective management and control.
3. Active Participation:
· Participate in shipboard meetings and conduct ship drills for each assigned ship at intervals not exceeding 12 months.
· Plan, organize and execute ship board and office based training for matters relating to safety, ship stability, navigation, mooring and cargo operations.
4. Audit and Inspection Coordination:
· Coordinate and be present for ISM and ISPS internal and external audits, SIRE inspections, and other operational audits and inspections as assigned.
· Oversee the closure of non-conformances and observations within stipulated timelines.
· Ensure that all relevant records are maintain in on-board and ashore databases consistently.
5. Performance Monitoring, Improvement and Feedback:
· Continuously monitor fleet navigation performance, incorporating feedback from Masters, and promptly implement corrective actions.
· Provide recommendations to the management team for continuous improvement.
· Conduct Master performance evaluations at intervals not exceeding 6 months.
· Interview Masters, Chief, Second, and Cadet Deck Officers for various matters including new employment, promotions, disciplinary issues, performance reviews, and re-joining briefings.
· Provide summarized feedback and, if applicable, recommendations for improvement during scheduled Company meetings.
6. Navigation Management:
· Monitor and update paper and digital charts, publications, and port marine notices for assigned vessels.
· Verify completion of chart and publication corrections with assigned ship Masters.
· Perform navigation audits for assigned ships at intervals not exceeding 12 months.
7. Incident Investigation:
· Assist in on-board incident investigations, gathering and analyzing information to complete comprehensive investigation reports.
8. Regulatory Compliance:
· Maintain a current list of relevant regulatory publications (IMO, OCIMF, ICS, MCA, Flag state, charts) for the Company and the fleet.
· Conduct random seafarer tests in compliance with the Drug and Alcohol (D&A) policy at intervals not exceeding 12 months.
· Assist in scanning the regulatory and industry horizon for new and upcoming changes and make recommendations to the management.
9. Collaborative Support:
· Assist as required to support the functions of the shipping departments.

Required Education and Experience
· Recognized degree in Maritime Studies or relevant qualification
· Minimum 2 years of experience in similar position
· Served 1 year as Master on oil tankers
· Able to challenge the status quo and execute changes
· Demonstrated capability in difficult negotiation
· Technical knowledge
· Proficient in MS Office
