We are seeking a dynamic, dedicated, and talented individual to be the Supervisory Contract Specialist for OIG's Management and Planning Division (M&P). M&P provides expert consultative advice to the Inspector General and senior OIG leadership on administrative and fiscal policy, and provides direct administrative services in support of the important work performed by the OIG's nationwide workforce. What you'll be doing;

• Reporting to the Head of Decommissioning, you will be responsible for developing a sector-specific growth strategy, to developing our services with current and potential new clients.

• Review content relating to relevant Expressions of Interest (EOI), Pre-Qualification Questionnaires (PQQs) and Request for Proposals (RFP)/Invitation to Tender (ITT) documentation.
  
• Develop the sector team to ensure personnel have the training and mentoring to work effectively and in line with the sector growth strategy.
  
• Responsible for contributing to the bid kick-off and review meetings, developing winning themes and USPs for Nuclear Sector enquiries and tender submissions.
  

What we're looking for;

• An experienced decommissioning/demolition specialist with extensive knowledge of the UK Nuclear Sector.
  
• To hold or achieve as a minimum, national security check vetting clearance (SC Clearance) to be able to work with MOD sites.
  
• Be familiar with and have experience in dealing with and managing commercial contracts relevant to the UK Nuclear Sector and ideally a Member of the Nuclear Institute.
  
• A strong people leader to be able to develop and mentor.
  
• Familiarity with Nuclear Sector operations working within Nuclear Site Licence conditions.
  
• Ability to influence at all levels and communicate with technical and commercial reasoning.

Analyze allegations for potential violations of law; create investigative plans; conduct investigative interviews; obtain electronic and documentary evidence; review and organize evidence; present matters to the Department of Justice and U.S. Attorneys; and draft investigative reports.
• Represent the Inspector General as necessary, providing advice and support in connection with the Inspector General's participation in interdepartmental committees and projects of the Council of the Inspectors General on Integrity and Efficiency (CIGIE) and other interagency bodies.
• Serve as the resource point in the OIG for resolution of difficult legal strategies and issues concerning effective implementation of investigations related to the operations of HUD program areas nationwide.

The Inspector General's mission is to conduct independent and objective audits, investigations, and evaluations; prevent and detect waste, fraud, and abuse; promote economy, effectiveness, and efficiency; review pending legislation and regulation; and keep the agency head and Congress fully and currently informed. The incumbent serves as the FTC's Inspector General (IG) and administers and supervises a program of audits, reviews, and investigations designed to prevent and detect fraud, waste, and mismanagement in the programs and operations carried out by the Commission.

As the principal advisor and consultant to the Commission and Chair regarding the IG program, the incumbent designs a strategy that will assist in maintaining an atmosphere within the FTC that promotes the highest standard of integrity and accountability by ensuring a credible and impartial FTC IG system. The IG directs a broad and comprehensive inspector general program by providing executive leadership, coordination, strategic planning, and control over management of the OIG to assure balanced, comprehensive support and guidance of office-wide operations. The IG is responsible for establishing policy, overseeing program direction, and providing the necessary planned guidance in carrying out the OIG's objectives and a wide range of goals and initiatives.

The IG provides executive leadership, oversight and strategic authoritative policy direction for audits and investigations relating to the programs and operations of the Commission, and to prevent and detect fraud and abuse in such programs and operations. As a recognized authority and consultant, the IG exercises a high degree and professional competence in developing long-range strategies and goals to minimize the opportunities for the occurrence of fraud and waste and develops new theoretical and novel techniques and systems for the detection of fraud or the promotion of economy and efficiency in agency operations.

The IG also provides and issues comprehensive and defensible audit reports to the Chair for corrective action with respect to audit findings of deficiencies and for changes in agency policies, procedures, practices, and operations based on audit findings; and directs the preparation of, and issues audit reports on, matters involving agency policies, procedures, regulations, and other directives.

In addition, the IG provides leadership and direct and indirect supervision for the activities of the personnel and staff consisting of attorneys, and audit and investigative specialists in accomplishing the OIG's goals and objectives. Ensures management techniques and policies are based on sound organization, position, management, and federal employment practices. Performs human resource management functions relative to the staff supervised: establishes performance expectations, which are clearly communicated; provides informal and formal feedback and evaluates staff on organizational performance; resolves informal complaints and grievances; takes personnel actions, as necessary; provides advice and counsel to staff members and subordinate managers related to work and policy matters; and effects disciplinary measures.
