Major duties and responsibilities include:

• Purchasing Support- Purchases various equipment, supplies, and services through the use of the government purchase card for micro purchases; reviews and edits purchase requests to ensure the item or service is adequately described based on the requester's need; ensures all information has been provided and the request is consistent with legal requirements; obtains necessary product information, price information and procedures for written or verbal purchase orders.
• Procurement Support- Examines incoming requests for completeness including presence of purchase request number, accounting codes, item description estimated cost, and quantity; ensures all critical information is included in the solicitation package; prepares and issue contract modifications for changes in delivery schedule and sends formal correspondence to a variety of customers such as inventory management specialists; utilizes various web-based applications to identify required sources of supply.
• Administrative Support- Provides clerical support and coordination to approving officials and administrators. Performs a variety of receptionist, timekeeping, record keeping and miscellaneous duties in medical facility; uses departmental software to produce printouts for logistic and medical staff; establishes office files and record systems; utilizes a variety of automated systems to enter, update, revise, sort, and calculate data; monitors purchase requests; process receipts; and monitor active and delinquent invoices; develops reports and spreadsheets, obtains, organizes, files and retrieves reports for briefing and presentation purposes.

Duties include, but may not be limited to the following:

• Supply Management: responsible for the management and control of NX equipment and the inventory management of all NX assets; provides full logistics and supply chain support of pre-planning, preparation and equipment purchases; implements and monitors automated NX inventory management systems; and analyzes, studies, develops, and directs systems in connection with the NX requirements;

Performs various duties in connection with loading, unloading, verifying of merchandise, in an Exchange store, storeroom and/or location. Loads and unloads merchandise; examines for damage or shortages. Verifies type and quantity of merchandise received for agreement with documentation provided; brings to attention of supervisor discrepancies and/or deficiencies found. Assists in assembly and loading of merchandise in connection with requests received. Unpacks, segregates and stocks counters and/or shelves with merchandise in accordance with established Planogram (POG) instructions. May be required to use RF devices in support of Planogram (POG) and shelf label execution at the store level. May price stamp merchandise. Assists in the conduct of periodic inventories by counting stock items remaining on shelves, and in keeping storage and sales area clean and orderly.

Picks up empty boxes/containers from work areas using hand cart. Moves to assigned area for disposal. Operates a compactor machine to crush empty boxes. Removes crushed boxes from machine and ties up for pickup by authorized vendor.

May be required to perform such other duties as operating price tag machine, unloading boxes and packages, and pulling merchandise from stock or stock shelves. As required, assists customers in locating merchandise and answering questions of a general nature. May operate a cash register on an occasional basis.  May perform light custodial duties/ general housekeeping duties such as cleaning or dusting fixtures.

The Lead Purchasing Agent is responsible for issuing, reviewing and or procuring prescribed items to Veterans in compliance with VHA guidelines and directives. As a purchase card holder, fulfills acquisition requests under the federal micro-purchase threshold, ensuring purchases are procured in accordance with federal and VA regulations, policy and procedures with responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems.
Duties include, but may not be limited to the following:

• Lead Duties - Leads three or more Purchasing Agents performing work at or below the GS-6 level; serves as first respondent to any staff concerns related to procurement or purchase orders and is expected to work independently to resolve those issues, only escalating unresolvable issues; distributes and balances the workload among employees; assures timely accomplishment of assignments; and reviews completed work for compliance; instructs Purchasing Agents in specific tasks and job techniques; and, identifies training needs and provides on the job training to new Purchasing Agents.
• Purchasing and Procurement Support - Conducts purchasing for the VA HCS and supported catchment area under the micro purchase threshold; purchases various equipment, supplies, and services using the government purchase card for micro purchases; utilizes different ordering, reporting procedures, and purchasing methods depending on the type quantity, dollar value, and urgency of the requirement; provides administration and oversight on orders and services; advises approving officials and purchase card holders on purchase card program, procurement procedures and responsibilities.
