Functions as a Warehouse Worker Foreman, responsible for work on a rotational basis, that includes the warehouse, commissary and clothing issue/laundry operations at a Federal Bureau of Prisons’ facility.

Supervises inmate workers who are responsible for receiving, storing, shipment, and issue of a wide variety of supplies, materials, equipment and commodities required in the operation of the facility, as well as, the issuance of inmate clothing and laundering of items for inmates and institutional operations such as Health Services or Food Service.

Responsible for the inventory control of materials for the institution which consists of receipt, cataloging, stocking, and issuing of all incoming materials from outside sources.

Maintains adequate shipping and receiving documents and inventory documentation, using both manual procedures and automated data processing systems, so as to maintain a system of perpetual inventory accountability for all items that pass through or remain under incumbent’s control.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staffs correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

This position serves as a Lead Purchasing Agent for the Logistics Service within the VA Health Care System and supported catchment area. The Lead Purchasing Agent is responsible for issuing, reviewing, and or procuring prescribed items to Veterans in compliance with VHA guidelines and directives. As a purchase card holder, fulfills acquisition requests under the federal micro-purchase threshold, ensuring purchases are procured in accordance with federal and VA regulations, policy and procedures with responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems.

Duties include, but may not be limited to the following:
- Lead Duties - Lead three or more Purchasing Agents performing work at or below the GS-6 level; serves as first respondent to any staff concerns related to procurement or purchase orders and is expected to work independently to resolve those issues, only escalating unresolvable issues; distribute and balances the workload among employees; assure timely accomplishment of assignments; and review completed work for compliance; instruct Purchasing Agents in specific tasks and job techniques; and, identify training needs and provides on the job training to new Purchasing Agents.
- Purchasing and Procurement Support - Conduct purchasing for the VA HCS and supported catchment area under the micro purchase threshold; purchase various equipment, supplies, and services using the government purchase card for micro purchases; utilize different ordering, reporting procedures, and purchasing methods depending on the type quantity, dollar value, and urgency of the requirement; provide administration and oversight on orders and services; advise approving officials and purchase card holders on purchase card program, procurement
procedures and responsibilities.
- Administrative Support - Serve as the first line of contact for medical staff and customers in regard to procured items; provide clerical support and coordination to approving officials and administrators; utilize a variety of automated systems to enter, update, revise, sort, and calculate data; develop reports and spreadsheets, obtains, organizes, files and retrieves reports for briefing and presentation purposes.

The certified GS-8 Pharmacy Technician (Procurement) is responsible for assisting in procurement of prescription medications, nonprescription medications, and supplies in a highly complex area of Pharmacy Service at within the Orlando VA Healthcare System. This responsibility mandates compliance with all Veterans Health Administration (VHA), Drug Enforcement Agency (DEA), Food and Drug Agency (FDA) and all federal rules and regulations regarding contract compliance, purchase card procedures, reconciliation requirements, control point rules, controlled substance purchasing, purchasing documentation maintenance, and general inventory control processes. Primary duties consist of pharmaceutical and supply order initiation, proper receipt of shipments, compliance with product and storage requirements. Incumbent has independent purchase responsibilities. The Procurement Pharmacy Technician functions as staffing requirements dictate, assisting the pharmacy administration team in providing optimal pharmaceutical care and timely customer service in accordance with the mission, vision and goals of the Pharmacy and the Medical Center.

Duties include, but are not limited to:

• Performs all duties of lower grade Pharmacy Technicians, particularly lower grade procurement technicians.
• Accurately interpret, fills, and prepares prescriptions with appropriate medications and or medical supplies for pharmacist verification.
• Maintains work areas in a clean and orderly condition by assuring that all stock and equipment are in assigned places and all shelves and counters are free of dust and debris in order to create optional work areas.
• Assures drugs and supplies are appropriately stored and secured according to USP and VA guidelines, including the storage of high-risk, look a-like sound a-like, hazardous, controlled substances, corrosive chemical, flammable liquids, and refrigerated items.
• Receives, checks, rotates, and places in stock all items received and identifies and reconciles any discrepancies to assure correct items have been received.
• Utilizes automation dispensing equipment available to the pharmacy staff following all safety and QA procedures. Reports automation malfunctions timely the supervisor as appropriate.
• Records expiration dates in pharmacy automation systems, as needed.
• Performs monthly inspections to assigned areas to ensure proper storage of medications and soon to expired drugs are removed, if assigned.
• Compounds and/or reconstitutes oral or external medications (non-sterile). This includes calculating and converting to proper weights and measures the amount of drug or solution to be used for final pharmacist verification.
• Serves as an ordering officer for pharmacy service, delegated by the VA National Acquisition Center (NAC), while maintaining annual training requirements.
• Initiates ordering requirements of pharmaceuticals, specialty, and supply items through pharmacy prime vendors multi complex accounts or other mandatory sources.
• Responsible for adherence to federal contracts and compliance with federal regulations regarding open market, ensuring inventory control through perpetual evaluation.
• Assists in determining ordering intervals and stock levels appropriate to meet changes in formulary, brand to AB rated generic drugs, contract changes, conversions, new drug indications including backorders and seasonal changes.

What to Expect

• Maintain surveillance with the use of CCTV systems, both fixed and moveable cameras, visually throughout designated activities, observing customers, vendors, and employees, to prevent and detect situations related to fraud, loss, or theft. Shall carry out guidance from Asset Protection Supervisor. 
• Identify and react to potential theft situations by detaining anyone suspected of a fraud or theft and escorting them to the Security Office; preparing incident reports pertaining to security incidents; gathering facts and evidence related to security incidents; reporting observations of real or potential losses, thefts, or fraud to Asset Protection Supervisor and law enforcement; maintaining close liaison with law enforcement authorities by ensuring documents, video and other evidence is available.
• May be required to appear and testify in court or at hearings concerning security cases.
• Becomes familiar with retail associate procedures, inventory management, vendor procedures, merchandise surveys, and standard register procedures.
• Checks to ensure areas of access are properly secured, alarm systems are operable, and opening/closing procedures are complete.
• Ensures unauthorized personnel vacate facilities after closing procedures are completed.
• This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance.
