You, as a member of the Flight Hour Services (FHS), report operationally and functionally to the Head of Industrial Solutions (SMROI). The FHS Industrial Solution and the related cost base package delivered consider the following aspects: Transport, Distribution, Warehousing, IT Developments and foreseen Support, Customs, Export Control and all associated Trainings.

Your challenges:

You will ensure that FHS logistic operations complies with corporate import/export policies, worldwide Customs and government agency regulations while enabling the supply of spare parts under the Airbus FHS business model.

You will be responsible for:

A. Export Control and Trade Compliance: 80%

• Follow the renewal of all import/export licenses/permits/authorizations – worldwide

• Coordinate import/export license application processes to allow timely delivery of controlled products and technologies

• Timely update FHS ERP to control movements of strategic goods worldwide 

• Provide reporting of Export Control goods

• Bring operational support to the different internal (operations, repair, sales, contracts, …) and external (warehouses, Customers, repair shops, …) involved parties

• Ensure that the requirements of Airbus Export Control Directives are cascaded within the SMR processes and communicated to all SMR actors.

• Ensure that every employee in SMR has reached the appropriate level of competence to reach compliance

• Supervise relationship with Trade Compliance Authorities – worldwide

• Ensure transversal collaboration between Export Control Points of Contacts (EPoCs) in S, Data Offices, Data Custodians, other TCOs and the Export Control functions.

• Communicate the applicable export control requirements to the IM Department to adapt tools to reach the compliance objectives (tangible and intangibles) and support deployment and adoption of such tools

B. Customs: 20%

• Support day-to-day operations in compliance with any international Customs & Trade regulations – worldwide

• Ensure the prevention and control of financial risks in connection with Customs formalities – worldwide

•  Work closely within the divisions, with relevant functions, people and external auditors to ensure that they are able to fulfill their requirements for export compliance.

• Contribute to the development of ATR’s anti-corruption and export controls compliance programs through:
• General or specific research on current compliance and export control topics and/or of general interests for the Group
• Support in the creation of training materials adapted to target populations and in the conduct of the training sessions
• Support the implementation and the conduct of third-party integrity due diligence
• Participation in the negotiation of compliance and export control clauses
• Collection and analysis of compliance information in the dedicated databases

PROFIL

• You have obtained or are in the process of obtaining a Master II in Law, Political Science, or Business. A first experience of the related topics (i.e. Implementation of anti-corruption and/or export control programs) would be a plus
• You are familiar with law, most specifically Sapin II, UKBA, FCPA and export controls
• You can listen and have good analytical skills. You are rigorous and have a strong personal involvement. You are available and autonomous
• You are fluent in English (or at least, you have a good understanding of oral and written English)
• You are comfortable with the use of MS Office Pack (Word, Excel, PowerPoint)

Job Description:

Votre rôle consistera à faire l’interface, à la fois technique et process, entre les spécialistes du design et les personnes impliquées dans la certification, sur les systèmes Pilote Automatique (ATA22), Commandes de vol (ATA27) et/ou Qualités de vol (ATA07).

Pour cela, vous travaillerez en étroite collaboration avec le Designated Certification Specialist du système concerné. Vous devrez, en autonomie, réaliser les activités de certification, de sûreté de fonctionnement et/ou de suivi de navigabilité (analyse d’incidents).

• Comprendre le design implémenté et faire l’interface entre les différents experts / designers  et les équipes de certification

• Gérer les preuves de conformité du design et des activités associées aux exigences de certification (rédaction des documents de certification : plans, assessments, cover sheets, …)

• Participer aux réunions avec les autorités pour défendre les dossiers de certification

• Réaliser les analyses de sûreté de fonctionnement et contribuer à la définition et vérification des architectures (SSA, CMA, MMEL, …) 

• Analyser les incidents en service pour en déterminer les causes, et déterminer d’éventuelles actions correctrices en fonction de l’impact sur la flotte (en interface avec les services support, safety, programme, …)

Etes-vous notre futur talent ?

• Vous êtes Ingénieur(e) certification/safety, ou système ATA07/22/27, de formation grandes écoles ou universités.

Vous possédez:

• Une expérience de plus de 5 ans dans la certification et/ou la safety, ainsi que dans l’écriture des documentations de certification (de préférence en accord avec les procédures Airbus)

• Des connaissances en aircraft airworthiness

• Des connaissances sur les qualités de vol, les performances avion, le système Commandes de vol et/ou Pilote Automatique

• Des connaissances des méthodologies de certification des équipements et des normes (JAR25, CRI, EIAA, …)

• Une connaissance des outils de safety et certification Airbus serait un plus (SARAA, Nectar, Nice, Nacre, ICC).

The position reports to the Head of Export Control Programme Office and cooperates with the Head of Airbus Export Control and the Divisional Heads of Export Control.

A - Regulatory watch

The "Export Control Investigator - Regulatory and Risk Management as official export control Airbus External Requirements Representative (AERR) within the Business Management System (BMS) is responsible to survey external requirements evolutions and, with the help and guidance of the Export Control directives & method requirements manager, to: 

• Contribute to the definition of External Requirement Documents (ERDs) on behalf of Airbus if required to secure company strategy;

• Identify, communicate and cascade within Airbus, applicable requirements from ERDs, e.g. regulations;

• Check compliance of Applicable External Requirements "AER";  

• Report at corporate level on the deployment and operation of the ERDs within Airbus. 

You will be responsible for the coordination, assesment and consolidation of the inputs with regard to export control and sanctions regulations requirements and ensure they are up to date and communicated to the relevant stakeholders.

Beyond the required consolidation and diffusion of regular regulatory watch reports to the export control community and relevant stakeholders, you will be in charge of the analyses with the help of export control’s teams and with the support of the relevant functions the impact of the regulations on airbus activities. Moreove you will support the export control teams in order to implement the associated relevant processes and mitigation measures.

In coordination with public affairs you will be able to represent Airbus in trade associations and state/industries regulatory working groups. In support of the Head of Airbus Export Control, the Divisions Head of Export Control and the Head of Export Control Programme Office, you coordinate and ensures consistency of the divisions' participation and line to take in above-mentioned working groups.

Within the Global Export Control Solutions’ (GECS) - IT project developed to ensure  Airbus digital compliance to export control -, in close coordination with the GECS leader and the Export Control directives & method requirements manager, you contribute to ensure the multi functional teams dedicated to the project are aligned with the updated external requirements.

B - Risks and opportunities management

With regards to risks and opportunities management, the "Export Control Advisor - Regulatory and Risk Management" is responsible to assess and report the Export Control Programme Office owned risks and opportunities in the Enterprise Risk Management system (ERM) as the Export Control Programme Office Risk Focal point.

In support to the Ethic & Compliance ERM Officer, you will be responsible for surveying, consolidating, streamlining and formalising within the ERM the risk and opportunities assessment and management of the divisions and programme office as ERM Coordinator for export control.

In addition to your role, you contribute actively in fostering the Risk & Opportunities management culture within the Export Control Programme Office and export control broader teams. You notably supports the GECS’ risks and opportunities assessment/management governance and culture.

And more generally, execute such other functions related to the programme as are delegated by the HO Export Control Programme. 

Your boarding pass:

• Master Degree in Law / Political science / Geopolitics (or equivalent)

• Confirmed experience (more than 7 years in the field) working in a multinational, industrial environment, with a strong experience in export control and sanctions

• An excellent knowledge up to date of main US, UK, EU export control and sanctions regimes (and governmental authorities), and good notions with regards to major emerging regulations (China, India, …);

• Strong expertise or solid notions of Risk and opportunities management methodologies;  

• Ability to communicate and coordinate (transversal management) cross functional teams in a fast-paced and demanding environment;      

• Excellent writing and analytical skills required to draft clear reports;

• Ability to appropriately manage stakeholders and involve others in consultations and decisions;    

• Capacity to significantly evolve in key leadership and communication skills to build trustful relationships with divisions and subsidiaries;

• Ability to multitask and prioritize; regular international travel and on-site missions

• Fluent in English; understanding of French, German or Spanish is a plus.

• You will be leading the Technology and IT activities of the L&C function (including defining/updating and implementing every year the function’s technology and IT roadmap).

  • ensure that both tools documentation is up to date.

• You will manage the functional administrator of L&C tools and technology based in Airbus Portugal. This team member, to be hired in Q3 2023, will perform support of TeamConnect, TAP (ticketing system for legal requests) and Trustarc (privacy management system).

• More generally, you would also be able to support the HO L&Co in initiating, running and delivering function level (L&C) projects improving the team members’ working experience (ways of working, organization, communication)
