The Deputy Head of PI&C is an exciting new role for Coastline, intended to expand, strengthen and support the team in this increasingly critical area of the business. As our new Deputy you will help lead the Property Investment and Compliance Team, leading and line managing the team, supporting the Head of Service and deputising for them when required. You will help lead on strategic asset management and planned investment in Coastline’s homes and work to ensure we strive to have the best, most energy efficient homes in Cornwall. The PI&C team ensures safety for customers, managing the ‘big six’ of compliance: gas, asbestos, fire safety, legionella, lifts and electrical testing. You will need a sound understanding of these areas and a broad awareness of compliance within the housing industry.

The postholder will lead the two areas of clinical effectiveness and compliance across the Trust to ensure that workstreams and programmes are planned and carried out effectively and will work directly with all levels of staff and varied areas across the Trust.

The postholder will be responsible for strategic and operational management of Clinical Effectiveness and Compliance, leading and developing the teams, developing strategy, ensuring implementation and that national and local performance targets are met, and will contribute to corporate and national policies and strategy.

A 12 month secondment may also be considered. Please can candidates specify preference.

The post holder will have full management responsibility for theClinical Effectiveness and Compliance Team

The post holder will work closely with all care groups and in particular the Chief Medical Officer’s team.

The post holder will be responsible for Developing, managing and leading the implementation of a coordinated approach to clinical audit, effectiveness including NICE guidance, GIRFT and mortality.

Provide and present complex and comprehensive reports to the Trust’s Clinical Effectiveness and Mortality Review Oversight groups.

Produce and analyse regular reports to the Trust Board’s subcommittees and sub-groups and within the Governance System, on clinical effectiveness and compliance.

Provide expert guidance on existing and new legislation pertaining to clinical effectiveness and compliance requirements.

Provide robust intelligence and triangulation which enables continuous review of clinical effectiveness and compliance

Regularly undertake and facilitate audit and clinical effectiveness projects and to develop services from research and best practice guidance.

Manage and continue to develop, and implement the policies and protocols that sit in the Clinical Effectiveness and Compliance portfolios.

Maintain the oversight of the Trust’s statement of purpose in relation to the CQC, maintaining the Trust’s registration.

The Quality and Compliance Manager is an integral part of the WML Supply Senior Leadership team and critical to our ongoing success.
Responsible for the Quality team and function, you will have both strategic and tactical responsibility for developing, implementing and delivering quality standards, alongside our operational goals.

Key Accountabilities Include:

• Quality Assurance: Implementing and managing quality assurance processes to guarantee that our products meet established standards and customer expectation. This involves conducting regular audits, inspections, and performance evaluations.
• Compliance oversight: Ensuring our operations comply with industry regulations, legal standards, and customer requirements. To remain informed and updated on relevant laws and regulations, develop compliance policies, and monitor adherence.
• Process Improvement: Identifying inefficiencies and areas for improvement within existing processes. Collaborating with cross-functional teams to implement enhancements, optimise work-flows, and enhance overall operational efficiency.
• Data Analysis: Utilising data-driven insights to assess quality and compliance metrics. Analysing trends, identify root causes of issues, and implementing corrective actions to prevent recurrence.
• Training and Development: Providing training to colleagues and teams on quality standards, compliance regulations, and best practices. Promoting a culture of quality consciousness and ensuring everyone understands their role and responsibilities in maintaining high-quality standards.
• Supplier Management: In collaboration with the Supply Chain Team, establish quality and compliance requirements for our suppliers.
• Customer Audits: Managing a program of customer audits and ensuring that any identified non-conformity's are effectively communicated to the right people for action. You will be responsible for ensuring the appropriate oversight and governance of required improvement actions.
• Documentation and Reporting: Maintaining accurate records of quality and compliance activities, including customer audit outcomes. Generating regular reports for management, highlighting key performance indicators, areas of improvement, and compliance status.

To be successful in this role, you will need:

• Deployment of quality management systems.
• Experienced in manufacturing principles, including a knowledge of the complexities of a working clean room
• Advantageous although not essential - Multi-sector quality systems and standard experience with a particular emphasis on Bio Pharmaceuticals and Medical Devices
• Experience in implementing quality management systems: ISO 9001, ISO 13485 and of GxP legislation and guidance.
• Experience with compliance standards such as: REACH, RoHS.
• Building quality capability.
• Leading and receiving Quality Management system audits.
• Successful engagement of multiple levels of stakeholder, geographies and functions
• Skilled in root cause problem solving e.g. 8D methodology.
• Educated to degree status in aligned discipline and/or equivalent commercial experience.
• Certificates by accredited bodies in Leading Auditing, Quality Management, process improvement methodologies e.g. Lean Manufacturing or Six Sigma.
