Directs a highly technical workforce, including functionally integrated teams of operational and support personnel, that provides air traffic control services throughout a geographic area. The work impacts the safe, orderly. and expeditious movement of aircraft as well as segments of the aviation industry. Continuously reviews work processes to assure that results meet the agency's mission and the customer's needs, add value to facility services, and are efficiently achieved. Provides training, coaching, and guidance to subordinates, and is responsible for team building throughout the facility. Plans work to be accomplished by subordinates. Sets and adjusts long and short-term priorities. Approves leave; prepares schedules for completion of work; assigns work to subordinates based on priorities; evaluates work performance of subordinates ensuring equity of performance standards and ratings; gives advice on work and on administrative matters; makes decisions on work problems presented by subordinates; hears and resolves group grievances and serious employee complaints; effects disciplinary actions; recommends/approves selections and transfers; recommends awards or bonuses; approves expenses for overtime, equipment, and personnel within the facility; and identifies and arranges for developmental and other training needs of subordinates. Supports and participates in the labor management partnership process and fosters a work environment where all employees are treated in a fair and equitable manner. The manager is responsible for aviation safety activities in a complex and dynamic air carrier and/or general aviation environment that includes experience in one or more of the following specialties: Operations, Avionics, Maintenance, Dispatch, and Cabin Safety. Applies an advanced knowledge of the technical aspects of the work directed and ensures the promotion of the highest level of safety compliance with regulatory standards while utilizing transparency of data exchange that includes the identification of hazards and management of risk.

Manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to next level managers (e.g., assistant managers, front line managers, supervisory principle inspector, as applicable). Ensures effective managerial work and work quality across all units and cross-organizational relationships while maintaining unit and individual well-being. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, and scheduling of work. Also responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and the setting of the front line office goals and objectives.

Supports effective problem solving by ensuring subordinates are accountable to address challenges and barriers, and are clear about roles and responsibilities for decision-making. Confirms active collaboration occurs beyond the office/branch and that solutions fully consider and represent all relevant perspectives/interests. Delegates work and empowers subordinates to decentralize decision-making. Confirms subordinates take on expected work and produce intended results with minimal intervention. Ensure subordinates communicate progress and barriers, and coordinate decisions across organizational boundaries as appropriate. Applies an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.

Makes effective resourcing decisions across several work units, teams, or groups; making certain that work units deliver expected output within required time frame and budget. Adjusts resourcing plans as needed to meet changing work conditions. Hold other managers accountable to make good business decisions in meeting the needs of Flight Standards (FS). Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational unit or team. Manages budget and reallocates resources among organizational units/projects/programs, or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Is accountable of all assigned office equipment.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Holds subordinate managers accountable for maintaining mutually productive partnerships with stakeholders as demonstrated by productive conflict and effective action taking to address issues impeding effectiveness. Meets with stakeholders regularly to identify potential impediments to team and organizational effectiveness. Set and maintain expectations for integrating stakeholder feedback into services provided.

Works as a member of a higher-level leadership team (e.g., Division leadership team) and contribute to problem-solving beyond own function. Builds and maintains an effective office/branch leadership/management team; ensuring units are working together and beyond boundaries exemplified by shared decision-making, commitment to sharing all relevant information and considering inputs from all relevant stakeholders.

As the RENEW Delivery Assurance Manager, you will be accountable of the overall RENEW Supply Chain Operational Excellence for the designed Theater (AMS, EMEA or APJ), which includes both Financials and Delivery Performance.  

Job specifics/responsibilities:

• Accountable for the Financial and Operational performance of the Business Segments in the Theatre.
• Analyses and identifies root causes of performance deviations.
• Ensures alignment on plans and insights across the organization.
• Build a control and monitoring environment to track business performance.
• Make decisions on strategic choice points to improve performance.
• Drive change and orchestrate Theatre operational resources to execute strategies and plans.
• Escalate risks and issues at the appropriate management level.
• Put in place a governance to ensure alignment in the execution of plans and improvement actions.
• Build and gain alignment with key stakeholders on POR to improve business performance.
• Single focal point for WDS Theatre Lead for any SSC related topic, both operationally and strategically.
• Understand the customer needs to ensure the SSC is delivering value to the customer.
• Leads strategic initiatives and coordinates deployment plans with members of other teams.

 Education (degree) and professional experience required:

• Bachelor's or Master's degree in Engineering, Business Management, Computer Sciences, or equivalent
• Typically, 10-15 years’ experience.
• MBA, PMP/PMI, L6S will be a plus.
• Solid experience in Services Supply Chain and Operations.

KBR Government Services – US, Science & Space (S&S) organization is seeking an energetic, self-starting individual to join our company as Manager, Procurement Compliance. As part of our procurement and supply chain team, this individual will collaborate with multiple team members, leaders, and stakeholders, participating wherever necessary to ensure smooth, efficient operations. Our ideal candidate has a wide range of applicable skills, including the ability to assure compliance to company Policies and Procedures, Government requirements, and assisting operations and procurement in meeting or exceeding Small Business goals. In this role, you may juggle multiple projects simultaneously, necessitating time management, multitasking, and organizational skills.

In this capacity, the individual will work with employees of all levels across the global KBR organization, including interfacing with high-ranking officials and stakeholders.  This individual will perform duties as a Senior Subject Matter Expert (SME) for S&S Procurement and will demonstrate complete knowledge of FAR and DFARS requirements as they relate to KBR Subcontracts/Purchase Orders and will maintain consistent knowledge of regulation updates. The Procurement Compliance Manager will be based to Houston, TX and will report to the Sr. Manager of Procurement Compliance.

Additional Responsibilities Include: 

The Procurement Compliance Manager duties and responsibilities may include but are not limited to the following:

• Assure S&S maintains a Government Approved Purchasing System
• Assure Procurement File Compliance to KBR’s Procurement Manual and Government requirements.
• Champion integrity of the Procurement Manual and work with other Business Units to ensure it is maintained and Current.
• Establish and monitor an effective training curriculum for all Government procurement professionals.
• Provide training to Procurement and Operations personnel on all aspects of the procurement process as well as specific targeted areas as required and monitor training effectiveness and attendance.
• Assist with the development of Procurement training modules to ensure Compliance issues are being properly addressed.
• Act as lead trainer for advanced procurement topics.
• Establish and monitor a comprehensive Internal Auditing System, including implementation of effective peer auditing (IPASS), independent assessments, quality feedback/KPI review process, and progressive risk-based reviews of large procurements.
• Develop comprehensive audit reports that detail audit findings, recommend corrective actions as required, perform risk assessments, and conduct internal control assessments.
• Report findings and observations to the Sr. Manager of Procurement & Compliance, the VP, Procurement & Supply Chain Management, the Director, Procurement & Supply Chain Management and other senior managers.
• Coordinate with all external Government agencies and internal requests to provide responses for audits and ensure compliance in the most responsive manner possible.
• Implement a Compliance metrics program to track findings discovered during compliance reviews.
• Develop recurring reports and analyses on a weekly/monthly basis from commitment data
• Responsible for oversight of S&S Small Business Reporting and Small Business Liaison Officer (SBLO)
• Ensures SBLO guides proposal teams towards consistently including diverse suppliers in the competitive bidding process.
• Promotes supplier diversity strategy to drive growth in small business and other related socio-economic category spending for KBR.
• Promotes the formation of strong diverse supplier partnerships, teaming arrangements, and joint ventures as appropriate and maintain partnerships.
• Overseas the development of goals, metrics, and reporting to monitor performance against KBR's Subcontracting Plans and government regulations in accordance with FAR Part 19
• Ensures accurate and compliant ISR’s and SSRs are submitted in accordance with the Small Business filing requirements.

REQUIRED EDUCATION/EXPERIENCE:

• Bachelor’s degree in Business Management or Similar from an accredited college or university
• 10+ years related experience with a focus on procurement compliance and small business requirements. 5 years of the 10 years in a supervisory or management role
• U.S. Citizenship required.
• Proficient in MS Office (Word, Excel, PowerPoint, etc.)
• Experience using Power BI, a plus.

PREFERRED EDUCATION/EXPERIENCE:

• Master’s degree from an accredited college or university (preferred)
• Experience with Costpoint (preferred)
