SUMMARY
The Senior Acquisition Manager will provide acquisition and subject matter expertise support. This support shall be sufficient to identify, understand, analyze, articulate, and ensure compliance with acquisition (especially information technology) contracting regulations, guidelines, policies, processes, and procedures. The Senior Acquisition Manager shall have expertise, knowledge and experience with the OMB and capital planning financial requirements and processes as well as USDA’s enterprise mission, strategic direction, and its IT portfolio to provide Investment Management with superior IT program management, business analysis, and strategic planning, formulation, and requirements analysis support and services.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
The Senior Acquisition Manager analyzes the agency’s procurement environment and ability to meet current and emerging customer needs and provide recommendations to improve agency IT procurement efforts. Support includes developing strategic plans for contract consolidations to gain efficiencies and cost savings. All recommendations provided to the agency shall be compliant with statutes and regulations such as (but not limited to) the FAR, OMB Circulars, and USDA specific regulations. The Senior Acquisition Manager incorporates industry best practices for procurement planning and execution. Additional support includes:
Works with business managers to translate complex functional and technical requirements and constraints to develop the right acquisition strategy for the program.
Provides functional context to technical requirements by serving as a liaison between the programs and the various stakeholders including Governance and the procurement office.
Assists Government stakeholders with managing Interagency Agreements, Memoranda of Understanding and Service Level Agreements, where applicable.
Facilitates the connection between finance and acquisition to provide a comprehensive, programmatic view to senior leadership.
Researches and recommends a course of action for complex data calls/taskers.
Advises on programmatic risks and making mitigation recommendations.
Provides business process re-engineering guidance based on observations of current processes as well as emerging requirements.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

EDUCATION/EXPERIENCE
Bachelor of Science degree and a minimum of ten (10) years’ relevant experience, or equivalent combination of education/experience including biological, social, and/or physical sciences and proven project level experience.
CERTIFICATES/LICENSES/REGISTRATION
Must be able to pass a customer background check for access to facilities, equipment, and property. This Homeland Security Investigation requires U.S. Citizenship or Permanent Resident (Green Card) status.

Knowledge of relevant Federal guidelines and regulations include, but are not limited to, OMB Circular No. A-127, Financial Management Systems; OMB Circular No. A-130, Management of Federal
Information Resources, paragraph 5 d; the Federal Acquisition Regulation Part 39; NIST SP 800-
161r1, Cybersecurity Supply Chain Risk Management Principles; USDA Departmental Notice
(DN) 3540-004, Information and Communication Supply Chain Risk Management; and current
cyber security rules for IT contractors.
LANGUAGE SKILLS
Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
