REPAIRS AND MAINTENANCE MANAGER

As Repairs and Maintenance Manager you will lead the team to deliver cost-effective and customer-focused services, ensuring all mandatory and statutory requirements are met while identifying areas for continuous improvement.
You will be passionate about tenant safety and ensure that we are fully compliant with all mandatory and statutory requirements and will be proactive in seeking efficiency, be able to identify and drive areas for improvement and use data to inform how we shape our services in both the short and longer term.
SALARY: £ 59,859 - £62,948, Grade C3-C1
REQUIREMENTS
- A qualified technical background linked with extensive trade experience or management experience in a relevant sector
- A mindset that places meeting customer expectations at the heart of all that you do
- Experience in the delivery and management of compliance
- Leading and encouraging a performance management culture, reporting on KPI's.
- Strong people management skills with a proven track record of supporting others with their own personal development
- The ability to set clear direction for the team and work collaboratively with other colleagues to achieve the best outcome for our tenants
MAJOR TASKS
- Lead on the management of property repairs, maintenance and capital investment programmes for existing property portfolio including social rent, mid-market rent and our offices.
- Lead and develop the team to ensure a robust and pro-active approach to compliance including mandatory, statutory, and regulatory requirements set by the Scottish Housing Regulator.
- Lead and encourage a performance management culture, report upwardly on KPI's and regulatory performance.
- Ensure all operational and planning decisions in relation to the property portfolio are customer focused and continuously strive to improve our customer offering.
- Financial planning and budget accountability under the supervision of the Head of Service.
- Ensure that all policies and procedures are regularly reviewed, meet all statutory and regulatory requirements that are relevant and ensure these are understood by all team members.

MAIN ACTIVITIES
- Lead on the management the property repairs, maintenance and capital investment programmes for existing property portfolio including social rent, mid-market rent and our offices.
- Support the Senior Officers to ensure the team is motivated to support the successful delivery of the day-to-day response, planned and cyclical works, meeting and exceeding customer service and quality standards.
- Ensure that all appropriate checks are carried out on external contractors for example health and safety, risk assessments, method statements etc and ensure that contractors are engaged and managed in line with contract requirements including setting up new contracts.
- Oversee the management of all repairs, including void properties.
- Ensure that all work is completed on time and to a high quality and comply with regulatory standards, sign works off in line with financial delegation.
- Be a major contributor to the delivery and rollout of the Customer and Tenant portal.
- Working with the Head of Service ensure procurement is completed in a timely manner and meets all financial and regulatory requirements. Complete VFM assessments for all major contracts.
- Lead and develop the team to ensure a robust and pro-active approach to compliance including mandatory, statutory, and regulatory requirements set by the Scottish Housing Regulator.
- Lead on ownership of compliance with all relevant legal, regulatory standards for your team.
- Responsible for the risk management of compliance, identifying any potential risks of non-compliance immediately to the Head of Service.
- Ensure all policies are relevant, up-to-date and are regularly reviewed.
- Make recommendations and implement changes required to policies and procedures in relation to compliance when any regulations are added, amended or updated ensuring that these are understood and embedded across the team.
- Horizon scan for any changes in compliance and be an active member of the Scotland Safety Network.
- Ensure that all appropriate checks are carried out and recorded, provide reports to the Head of Service on all areas of compliance.
- Horizon scan and attend compliance events to ensure any changes in regulation are actioned well in advance of regulatory deadlines.

HOURS OF WORK
Hours of work are 35 hours per week, to be worked during the hours of 9.00am to 5.00pm on Monday to Friday, inclusive of a daily unpaid lunch break of one hour. The company operates a flexi-time system which is subject to operational requirements.
