As a Supervisory Business and Industry Analyst you will serve as an Acquisition Program Manager, responsible for leading the development, implementation, evaluation, and monitoring of contractual, financial, and technical aspects of the Organ Procurement and Transplantation Network (OPTN) Modernization Initiative.

Your major duties and responsibilities include:

• Providing expert advice, guidance and oversight of a complex acquisition portfolio containing high-visibility healthcare and information technology programs undergoing major modernization initiatives.
• Leading acquisition portfolio strategic management for HSB procurements, including maintaining accurate metrics, monitoring cost/schedule/performance risks, aligning and implementing organization strategies, continuously reviewing, and assessing program and milestone status, and ensuring performance management and contractor oversight processes are robust and relevant.
• Serving as an acquisition life cycle subject matter expert, providing authoritative contracting guidance, insight, and direction to all levels of administrative and technical management in areas that require extensive interpretation of acquisition policies and data.
• Proactively recognizing and alerting management (using sound judgement) upon awareness of issues requiring attention in either the administration or implementation of acquisition activities and offering recommendations and solutions that are in compliance with program policies.
• Providing technical and administrative supervision to a growing team managing the complex healthcare, professional services, and IT acquisition portfolio for the Organ Procurement and Transplantation Network (OPTN).

• Serves as a project manager through the full project life cycle processes of initiating, executing, controlling, and close-out on assigned projects.
• Assists in the formulation, determination, development and implementation of policies, processes and process improvements of the FBC project management methodology and tool sets in accordance with industry best practices (e.g., PMBOK, CMMI).
• Facilitates project and inter-project communications, risk mitigation and issue resolution, provides recommendations for decision making, and coordinates the implementation of solutions to address project needs.
• Monitors and control project interdependencies and involve other project managers in the process. Participates with the FBC ISD management to resolve resource constraints and conflicts.
• Collaborates with PMs to develop project documents, facilitate and manage the project initiation, monitoring and control processes to ensure projects are properly authorized and performance is in accordance with planned schedules.
• Assess project risks and issues and recommends mitigation strategies, elevating through the project FBC governance structure for decision making and resolution as necessary.
• Initiate documentation and briefings to support decision making and communicate project interdependencies, risks, and issues for the IT projects and portfolio.
• Engage with the Stakeholders to ensure architecture standards (e.g., FBC SDLC), models, principles and guidelines are incorporated into project requirements.

• Negotiating cases with private landowners and/or public agencies for the acquisition of real property.
• Researching and analyzing data, issues and information for the use of higher-level personnel.

Major duties of the Supervisory Health System Specialist (Corporate Compliance Officer) include:

• Responsible for the initiation and completion of administrative investigations and fact-findings as approved by the Health Care System Director.
• Directing, developing, implementing, and overseeing a multi-disciplinary, health-care-system-wide Compliance Section within the scope of the VHA mandated Privacy Program, Records Information Management Program, Conflict of Interest, and Compliance & Business Integrity (CBI) Program (which includes auditing, monitoring and creation of corrective action plan activities in the areas of coding, documentation, purchased care, exclusionary lists, conflict of interest, accuracy of patient registration, etc.), Controlled Substance Program, VHA policy related to Administrative Investigative Boards, VHA policy related to Access, and VISN equivalent of each of these programs.
• Establish goals and work plans for the Compliance Section and ensures the implementation of the goals and objectives of the section.
• Determine issues, areas, and/or subject matter that create risk for the organization and makes recommendations to executive leadership as to how to avoid or minimize the identified risks.
• Creates written policies and procedures that promote commitment to corporate compliance and address specific areas of risk associated with the Health Care System business, practices, operations, privacy, Records Information Management, investigations, and audits of scheduling and consult practices.
• Creates and maintains local policies governing each of the disciplines within Compliances.
• Creates a formal, written training and education plan for all disciplines with the Compliance Section.
• Monitor the implementation of process improvement projects that are the result of findings made by the Compliance Section.

• The duties may include, but are not limited to:
• Provides expert advice for all pre-award and post-award functions and is involved with the planning and development of purchase and financial assistance programs and procedures.
• Determines both financial and technical responsibility of potential new vendors and assists those vendors through the process to become an approved vendor.
• Reviews and analyzes relevant production and price data and, where applicable, makes recommendations concerning the need for surplus removal purchase programs.
• Responsible for reviewing announcements, invitations to bid, requests for information, requests for proposals, and related contractual documents in the administration of contracts.
• Reviews, analyzes, and makes recommendations concerning various factors affecting ongoing purchase and other financial assistance operations.
• Works closely with minority business firms, small businesses, the Small Business Administration and the Office of Small and Disadvantaged Business Utilization.
• Recommends purchase and financial assistance programs relative to the full range of agricultural commodities.
• Examines Instrument and Notices of Assignment, invoices, claims, and other requests for payment for commodities provided to the Government.

• You will advise department director on all advertising related issues to include planning and development of long-term and short-term advertising strategy, creating annual media plans, coordinating research efforts, and evaluating media campaigns.
