As a Criminal Investigator, GS-1811-14 NF, you will perform the following duties:

• Plan, implement, and guide national investigative programs, including the investigative proactive review program for the OIG/Office of Investigations.
• Interpret OI, other law enforcement, agency and Federal guidelines to ensure that the difficulties in completing any investigation or project are carefully considered (such considerations should include the intricacies of the steps and methods employed) and successfully addressed.
• Develop draft policies, criteria and procedures for resolving complex investigations in connection with special projects and analyses performed in support of the Office of Investigations.
• Develop and implement training strategies to institute new policies, criteria and procedures.
• Provide consultation and advice regarding technical investigations, devices and procedures, including consensual monitoring and electronic communications.
• Provide guidance regarding the obtaining and handling of evidence.
• Provide advice regarding planning, and timing of complex interviews and investigations.
• Work across broad functional units and processes within NSF, between NSF and other federal
  agencies, and NSF awardees, as well as with professional groups to ensure the effective resolution of matters being addressed.
• Recognize, identify and address undefined issues and elements, and through extensive probing and analysis and coordination with other participants, determine the nature and scope of the problems and the factors that will be instrumental in their resolution.
• Independently plan, organize, and conduct extremely difficult and complex investigations of alleged or suspected violations of federal criminal and civil laws as well as administrative regulations.
• Conduct extremely sensitive investigations related to prominent or senior level government employees or civilian personnel suspected of involvement in complex criminal activities.

As a HUMAN RESOURCES SPECIALIST (COMPENSATION/R&P) at the GS-0201-14 some of your typical work assignments may include:

• Providing staff-level technical advisory service and the development of policy interpretation/guidance in the assigned HR functional areas within Compensation and Recruitment and Placement.
• Analyzing legislation, Office of Personnel Management (OPM) regulatory changes, court decisions, and other external developments for impact on DoD HR operations to develop detailed guidance to assure timely and effective implementation within DoD.
• Providing policy interpretation and guidance to DoD Components and agencies to resolve complex problems and provide solutions which ensure no adverse impact on the organizational mission.
• Serving as a subject-matter expert in advising DoD management and the field establishment on varied and complex issues such as pay administration, premium pay, hours of work, leave, special salary rates, travel reimbursement, qualifications, hiring authorities, employment incentives, and other pay/employment related issues.
• Conducting special projects in response to critical issues or subjects of intense interest by the DoD Components/agencies or top DCPAS management.
• Preparing briefings, information papers, action memos, and other documentation outlining the results of studies/analyses of specific issues options and recommendations for action.
• Developing and updating training materials related to the assigned areas or pertaining to special interest or emerging issues for HR staff throughout DoD and presents training as needed.

• Provide technical expertise to accomplish analysis of options and development of the design for advanced and complex IT systems on projects which typically involve analyses of systems with high visibility or widespread impact within the agency.
• Perform business and systems analysis, analyze information to determine, recommend, and plan development of new systems or modification of existing applications or systems.
• Support integration of new software by developing interfaces with existing systems and databases.
• Design, develop, and modify software systems, using analysis and models to predict and measure outcomes and consequences of design.
• Develop, maintain, and publish internal standard operating procedures relating to such items as data location, system access, system change procedures, and database design.
• Prepare written reports, correspondence, and documents internal and external to the organization to convey plans, policies, status, and results.

• Advises, administers, or performs professional, scientific, or technical work concerned with engineering or architectural projects, facilities, structures, systems, processes, equipment, devices, material or methods.
• Conducts special studies for NASA Programs/Projects and its partners.
• Engages in professional scientific and engineering work requiring knowledge of the science or art, or both, by which materials, natural resources, and powers are made useful.
• Performs a variety of technical managerial functions typically involving two or more areas of management functions such as resources analysis, technical management systems, technical engineering operations management, configuration management.
• Performs multiple functions alongside other engineers to include; planning, design, test and evaluation, cost analyses, program management, project and quality management.
• Performs technical activities supporting the management process whether within the context of a line organization, direction of a contracted effort, or management of grants. Work may involve monitoring contractors supporting NASA projects.
• Serves as a technical expert in support of engineering programs/projects and software development related to air traffic management, airspace simulation, and advanced air mobility.

• Serve as a focal point and point of control on the proper execution of Research Position Evaluation System (RPES) policies and practices and ensures reviews are completed.
• Provide analyses of pertinent data and review program and operational documentation, including regulations, policy, and other records to identify actual or potential problem areas.
• Track and monitor deadlines to ensure timeliness of action items.
• Administer internal review procedures to ensure that research plans are complete.
• Work with research progress reports, research proposals, Office of Scientific Quality Review (OSQR) Project Plans, extramural or external funding requests for research projects, Research Position Evaluation System (RPES) cases, and ethics documents.
