This Program Manager position is located at Enterprise Support (ES), Training and Development (T&D), Canine Training Center, Transportation Security Administration, Department of Homeland Security (DHS). As a Program Manager, you will perform the following duties:

• Oversees and initiates strategic planning to position the canine program for ongoing growth and effectiveness, communicates the program's vision to both internal and external stakeholders and Congress. Sets overall priorities, goals and objectives and evaluates the program's success in meeting such objectives. Monitors and evaluates performance of organizational sections, managers and staff. Defines staff and resource requirements and participates in planning efforts across organizational units.
• Conducts initial and recurrent training, as well as annual certifications, for over 1,000 canine teams deployed across the country; provides standards, training, and quality assurance for Regional Canine Training Instructors.
• Leads TSA's relationship with Military Working Dog program, co-located with TSA's program at Lackland Air Force Base; this includes directing staff to ensure proper veterinarian and other care for canines, budgeting, planning and executing facilities expansion strategies, and collaborating with explosives detection canine capabilities.
• Provides numerous briefings to the TSA Administrator and represents TSA before Congressional Committees on issues relating to procurement, training, and deployment of teams.
• Ensures adequate resources are procured, trained, deployed, and evaluated to meet the current multi-modal security requirements; includes but is not limited to adequate training facilities and equipment for all assigned personnel.

Directs a highly technical workforce, including functionally integrated teams of operational and support personnel, that provides air traffic control services throughout a geographic area. The work impacts the safe, orderly. and expeditious movement of aircraft as well as segments of the aviation industry. Continuously reviews work processes to assure that results meet the agency's mission and the customer's needs, add value to facility services, and are efficiently achieved. Provides training, coaching, and guidance to subordinates, and is responsible for team building throughout the facility. Plans work to be accomplished by subordinates. Sets and adjusts long and short-term priorities. Approves leave; prepares schedules for completion of work; assigns work to subordinates based on priorities; evaluates work performance of subordinates ensuring equity of performance standards and ratings; gives advice on work and on administrative matters; makes decisions on work problems presented by subordinates; hears and resolves group grievances and serious employee complaints; effects disciplinary actions; recommends/approves selections and transfers; recommends awards or bonuses; approves expenses for overtime, equipment, and personnel within the facility; and identifies and arranges for developmental and other training needs of subordinates. Communicates and reinforces EEO policies and programs in all areas of responsibilities including selection, training, and transfers. Supports and participates in the labor management partnership process and fosters a work environment where all employees are treated in a fair and equitable manner. Meets or has contact with high ranking military and civilian managers, representatives of the aviation industry. key staff of public interest groups, union representatives, local government managers, professional organizations, and contractors.

- Leads a team of trades and/or labor workers. On a regular and recurring basis, utilizes trades and/or labor knowledge and skill to lead a team of three or more workers in performance of various related work. Performs work. Performs non-supervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led.

- Performs GMV Training and Certification within the Training, Validation Office (TVO) and leads other military and civilians performing training. Trains newly assigned military vehicle operators on a wide range of vehicles to include buses, tractor trailer, forklifts, wrecker/recovery vehicles, passenger vans/buses ranging from 12 passengers to 55 passengers.

- Administers Installation GMV Licensing Function and Installation Vehicle Misuse Program. Performs Operator Records and Licensing functions within the TVO office issuing and updating GMV licenses for personnel across JBSA.

- Drives buses, tractor trailers and/or other vehicles typically having a GVW of more than 32,000 pounds to include wrecker/recovery vehicles, and one or more electric, LPG, or diesel-powered forklift trucks to facilitate loading and unloading duties. May be required to transport bulky and unwieldy items.

- Maintains records and documents actions. Properly completes operator/customer inspections checklists, forms and accident/incident reports as required.

This Stakeholder Manager position is located at Austin-Bergstrom International Airport (AUS), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Working closely with leadership to develop, coordinate, implement and maintain a program to communicate to stakeholders TSA's policies, programs, and directives.
• Identifying and responding to stakeholders' questions, programs, and concerns regarding security.
• Recommending changes to improve communications with stakeholders.
• Working to identify and implement best practices to enhance the efficiency and effectiveness of aviation security policies.

The manager is responsible for aviation safety activities in a complex and dynamic air carrier and/or general aviation environment that includes experience in one or more of the following specialties: Operations, Avionics, Maintenance, Dispatch, and Cabin Safety. Applies an advanced knowledge of the technical aspects of the work directed and ensures the promotion of the highest level of safety compliance with regulatory standards while utilizing transparency of data exchange that includes the identification of hazards and management of risk.

Manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to next level managers (e.g., assistant managers, front line managers, supervisory principle inspector, as applicable).  Education (degree) and professional experience required:

• Solid experience in Services Supply Chain and Operations.
