The incumbent serves as the Deputy Chief Banking Officer (DCBO) in the Office of the Chief Banking Officer (OCBO) and reports to the Senior Vice President and Chief Banking Officer.

The incumbent is responsible for supporting the Board of Directors, the management of EXIM's external client relationships and transactions, and product structure, design, and delivery. The Deputy is responsible for providing financial assistance in response to requests from U.S. exporters, foreign buyers, foreign governments, foreign and domestic commercial banks, insurance brokers and other eligible applicants. The incumbent of this position pursues OCBO-wide program and policy initiatives and coordinates the implementation; develops recommendations for the OCBO regarding policy, processes, and issues; assists in managing the loan applications, administration, and processes; manages special assignments as designated by the CBO and serves as an expert resource consultant for the staff of the OCBO. The OCBO is responsible for the loan, guarantee and insurance products, and the overall relationship management of EXIMs external clients.

Duties include, but are not limited to:

• Serves as a key member of the senior staff of the Office of Chief Banking Officer which includes Office heads in the OCBO. Provides guidance and counsel to OCBO and Office heads as necessary, assists in the establishment of OCBO objectives and program goals, and alerts CBO and OCBO office heads regarding guidelines and needed results. The incumbent plays an important role in the development, implementation and improvement of processes and programs within the OCBO. Also, the incumbent provides advice and counsel to the Chief Banking Officer on operations and management issues related to the OCBO.
• In collaboration with the CBO and EXIM's President and Chair, the DCBO designs and leads the Bank's business development strategies for the China and Transformational Exports Program (CTEP) and Office of Global Business Development (GBD) to ensure better alignment with these functions and programs with other banking operations. The DCBO leads and manages the OCBO programs for EXIM's offices. The DCBO provides leadership, direct supervision, and management support to a team of professional and administrative staff; develops and/or implements major planning, evaluation, or monitoring of long/short range operational plans, resource requirements, and/or budgets for the OCBO; and continually monitors and evaluates budget, fiscal, and administrative controls to manage the OCBO's programs and services.
• Identifies and prioritizes issues requiring the attention of the CBO concerning all within OCBO. The incumbent develops recommendations for the CBO and implements decisions with respect to staff allocations, personnel requirements and selection, operating program and administrative budgets, training requirements and programs and logistics support to staff for productivity and performance. Researches and evaluates views on processes, management, and programs for the OCBO and makes appropriate recommendations to the CBO. Oversees coordination of decisions made by CBO with other groups within the EXIM.
• Executes responsibilities of a senior manager by directing the appropriate individuals from OCBO and throughout EXIM to address any relevant items for the CBO and/or the OCBO.
• The incumbent is responsible for all post-authorization asset management functions for all EXIM programs, including credit amendments, credit monitoring, pre-claim restructuring, claim payments, post-claim restructuring and recoveries, and portfolio monitoring, subject to Individual Delegated Authority (IDA), which is conferred by the Bank's Board of Directors.
• Responsible for the Bank's impaired credits, including consensual restructurings and partial value settlements, non-consensual recoveries, sales of assets, credit monitoring and valuation, clam processing and Bank liability determinations, and write-offs, subject to IDA.
• Responsible for the management of EXIM's operative non-impaired credits, including modifications/waivers/consents related to credit amounts, terms, covenants or conditions, credit monitoring and valuation of project finance, aircraft, and non-sovereign credit exposures, subject to IDA.
• Serves as a liaison/spokesperson to institutions, such as other U.S. government agencies and the Hill, and advises the CBO on how these institutions' policies and objectives effect EXIM's operations and programs.

Provides expert level of service functions to occupants of both Federal owned buildings and commercially leased space with adequate facilities in which to conduct agency business and meet the level and kind of building services specified in leases, agreements, and other documents.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Defines and develops building service-related standard operating procedures and policies that are in compliance with FAA policies, government-wide rules and regulations, and industry best practices.

About the opportunity:

We have a fantastic new opportunity for a temperature controlled Driver (van provided) to join our existing team based in our Runcorn Distribution Centre.

Reporting into the Transport Manager, you will be responsible for checking, loading and delivering orders to a range of customers on a predetermined route.

Your key responsibilities will also include ensuring the products are carried in the correct conditions with temperature, cleanliness and security all being paramount. As a very visible face to the public and our customers we are looking for the best, and our rate of pay certainly reflects this.

As a principal technical specialist, the Scientist uses experience and comprehensive technical knowledge of human performance related factors such as human performance safety investigations and taxonomies, safety culture, and human performance management to research, analyze and lead teams in identifying and assessing issues involving safety culture, training performance and human performance. Solves complex problems and develops improved technical processes, systems or safety mitigations for the operational workforce. Considers the objectives of Safety and Technical Training and the ATO when developing, integrating, and implementing solutions to diverse, complex problems. Plays a lead role in drafting, reviewing, and editing reports for final approval prior to external distribution. Develops and recommends innovative changes to NAS systems, equipment and procedures.

Applies knowledge of program/project management principles to define, organize, and assign resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Has a direct responsibility for program/project management. Develops plans for technical operations human performance management programs and activities. Develops plans to facilitate program reviews to predict potential issues and proposes recommendations to mitigate risks. Investigates, collects and analyzes human factors and performance data to identifies and assesses existing or potential issues, risks, and solutions involving human factors and performance in civil aviation operations. Examines the role of environmental, social, financial, emotional, and other health and wellbeing factors on human performance. Prepares results and conclusions; writes reports and presents findings which may address topics from training, selection, change management, ergonomics, industrial organizational psychology, educational psychology, and applied cognition. Develops plans, techniques and policies to address current and anticipated training problems and issues. Leads and contributes to focus groups, workshops and programs.

Contacts are internal and external. Often represents FAA as a senior technical point of contact for human factors and performance. Communicates results to all levels internally within AJI and externally with other FAA lines of business, other governmental agencies and private industry. Presents briefings to obtain consensus/approval on policies. Works across functional and/or organizational lines to coordinate significant technical matters with representatives of external organizations. Supports the development of Human Performance Standards of Excellence for the Civil Air Navigation Services Organization.

Although broad policies and objectives provide general guidance for addressing issues, the Scientist is allowed considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation require. The Team Manager rarely reviews work typically though status reports and at project completion to ensure technical compliance and alignment with requirements of the project or other work activity. Work activities typically impact
directly on the objectives of one or more major subdivisions or LOB's/SO's and may impact on the objectives of the FAA.

As a recognized expert in instructional system design, the Instructional Systems Specialist (ISS) applies expert knowledge of learning theory and the principles, methods, practices and techniques of instructional design to provide leadership for highly complex activities involving the instructional design standards and structure across the technical training curriculum for the Air Traffic Organization under the minimal direction of the Team Manager. As a principal specialist, the ISS uses experience leading/conducting technical training courses for a highly complex technical workforce to define and direct challenging projects, programs and activities. Applies instructional design principles, practices, techniques and tools to consult on technical training programs at Air Traffic Control facilities. Analyzes technical occupations or performs job task analysis to develop instructional methods, techniques and competencies for the ATC and ATSS workforce. Designs, develops and maintains technical training material to improve instructional effectiveness.

The ISS uses new Instructional System Design Methods and technologies such as experiential learning (gaming/simulation); blended learning (e.g. Blackboard) to develop and/or maintain training material and curricula and to analyze and study technical training programs. Uses learning content management system software technology to revise existing instructional courses, and develops new training courses. Conducts studies, evaluates and recommends program improvements that impact a wide range of training activities. Develops innovative and effective methods to improve training programs and to ensure consistent high quality technical training to the FAA technical workforce. Develops technical training material and curriculum to prepare reports and recommendations on the use of new and/or improved teaching techniques. Analyzes and validates instructional content as required.

Researches and analyzes new technologies to evaluate their impact on FAA’s short and long term training development. Incorporates existing and new emerging learning technologies to delivery training strategies. Ensures all training programs leverage appropriate adult learning principles. Applies project management principles to monitor and oversee the work of contract instructional designers tasked with developing ATC/ATSS training materials. Manages the overall training project list for training being developed by both contract and internal resources. Contacts are internal and external and include representatives from all ATO service units, labor organizations, the military and aviation industry. The ISS often represents the Service Unit as a principal point of contact to provide advice and guidance on instructional design standard development. Consults with subject matter experts to design and develop training materials. Often represents AJI on training committees and in meetings to discuss and implement technical training for the operational workforce. Develops briefings that convey strategic vision and/or organizational policies and new initiatives to internal and external audiences.

Although broad policies and objectives provide general guidance for addressing issues, the ISS is often required to develop new approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. The ISS may create new solutions and policy interpretations as situations require. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the project or other work activities. The Team Manager reviews work only at completion for success in achieving planned results. Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.

Duties include, but are not limited to:

• Broad view of USG economic policy and is able to lead intra- and inter-agency discussions to ensure EXIM's goals and objectives align with the Administration's policies and its statutory mandates.
• Oversees the administrative budget (e.g. travel and training) for the Banking and Financial Products Division, advising the Senior Vice President and Deputy Senior Vice President on how to handle political level issues arising within the Division, providing guidance to Division staff on priorities and objectives, and assigns projects and assignments to Division staff.
• Serves as a key member of the senior staff within OPAIR. Represents the Banking and Financial Products Division and advises the OPAIR Senior Vice President and Deputy Senior Vice President in developing strategies, planning tactics and implementing policy and program actions related to implementing Charter mandates, Administration goals and accomplishing the Bank's objectives.
• Develops and manages directives from the OPAIR SVP and Deputy SVP concerning the analysis of EXIM guarantee and insurance programs. Develops proposals, programs and policy options to maximize the role of commercial banks and other funding sources including the Private Export Funding Corporation (PEFCO).

A WG-3806-10, SHEET METAL MECHANIC (AIRCRAFT):

• Independently inspects aircraft and determines the nature and extent of repairs to be made, using applicable technical orders as guidelines.
• Repairs cracks in aircraft skin. Fabricates and fits patches to damaged areas, determining repair detail necessary to retain or restore original strength.
• Troubleshoots aircraft structural repair situations in such areas as fuselage, tails, wings, cowlings, and stabilizers.
• Aligns and balances component structures and airframe using precision measuring instruments and levels.
• Inspects damage or deterioration and determines repair or replacement of plastic, fiberglass, composites, bonded structures, and bonded honeycomb assemblies using powered and nonpowered tools and equipment.
• Manufactures and ensures that metal tubing, conduits and cables are fabricated and tested in accordance with drawings and specifications.
• Performs fabrication of local manufactured items requited for aircraft and equipment.
• Sets up and operates power shears, brakes, rolls, dimpling machines, drill presses, saws, portable powered tools, specific detection and measuring equipment, and other metal working equipment, including use of other tools of the trade.
• Prepares and designs layout, dies, jigs, and templates necessary to carry out fabrication repair or modification of aircraft, engine, AGE, and other equipment.
• Identifies metal corrosion. Performs necessary testing to identify type corrosion present by examination with magnifying equipment, chemical and mechanical methods and treats aircraft engines, in accordance with applicable technical publications.
• Removes corrosion by mechanical and chemical procedures to include use of portable powered (electric and pneumatic) sanders, buffers, brushes, bead blasters, vacuum cleaners, scrapers, grinders, acids, caustics, solvents, alcohols and other agents used in corrosion control processes.
• Applies protective coatings, markings, and decals after proper removal of corrosion and treatment of metals.
• Identifies, blends, stores, controls, and disposes of hazardous materials such as acids, caustics, alcohols, solvents, cleaners, primers and surface coatings used for corrosion removal, treatment and protection in accordance with applicable directives.
• May operate the wash rack. Accomplishes corrosion and washing inspections within schedule provided to ensure compliance with the monthly and weekly maintenance plan.
• May assist in training of drill status guard members and in maintenance of publication files of applicable technical orders, regulations, manuals and local directives.
• Prepares for and participates in various types of readiness evaluations such as MEI, ORI, IG and UE inspections mobility and command support exercises.
• May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue/duty, security guard, snow removal, munitions loading and handling, heavy equipment operator, maintenance of facilities and equipment, or serve a member of a team to cope with natural disasters or civil emergencies.
