As our next Systems Engineer, you will play a critical role with design, engineering, development, deployment, and use of software for the DOMEX Technology Platform (DTP) where we support our client’s mission to centralize and standardize Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) of Open Source Intelligence (OSINT) across the DoD and IC enterprise. We integrate off the shelf and new development efforts to sustain and enhance the NMEC architecture and by leveraging cloud-based computing, artificial intelligence (Al), machine learning (ML) and cross-domain transfer systems to provide cutting edge data exploitation, enrichment, triage, and analytics capabilities to Defense and Intelligence Community members. DTP advances the state of the art in mission-focused big data analytics tools and micro-service development spanning the breadth of Agile sprints to multiyear research and development cycles.

As a Systems Engineer, you will work closely with the Lead SE, Systems Engineers, Software Engineers, Architects, and Operations Engineering/Manager as well as Government counterparts to perform and manage the full spectrum of systems engineering tasks to include requirements analysis, feature, system and interface design, system integration, system testing, as well as working with the SE team in support of Model Based Systems Engineering (MBSE) and all associated documentation. The Sr. Program Analyst will perform a variety of duties primarily in support of the CECOM ILSC Field Support Division (FSD) and its subordinate branches but may assist other Directorates in ILSC.

1. Creates and processes Permanent Change of Station (PCS) orders for CONUS and OCONUS PSC action of employees of IAW the Joint Travel Regulation (JTR) and other applicable DoD regulations. Collects employee data to support PCS order estimates.  Works with G8 personnel to ensure proper accounting codes and cost estimates.  Reviews and processes PCS related travel vouchers IAW the JTR and applicable DoD regulations. Processes and reviews foreign entitlements IAW the JTR and Department of State Standardized Regulations (DSSR) and other applicable DoD regulations. Reviews and processes DoD National Relocation Program (DNRP) documents such as home sale and property management of assigned employees.  Assists employees on PCS, DNRP, and overseas tour entitlement related questions. Develops and maintains an employee database on Excel and Microsoft SharePoint to track the PSC operations and employee status, current location, future locations, and report dates, as well intermediate dates to track and be aware of the status of orders.  Briefs leadership on status and issues, and provides expert consulting services reference entitlements.

2. Processes all mission-related Overtime (OT) request and manages the workflow for the OT approval process IAW with CECOM policy. Updates and maintains the organization’s OT procedures to ensure compliance with CECOM policies and applicable Army Material Command (AMC) and DoD regulations. Maintains OT records on the Branch Microsoft (MS) SharePoint (SP) site. Functions as the focal point for all official taskers that are assigned to FSD and its subordinate branches. Manages the workflow of all taskers by utilizing the organization’s MS SP based tasking system. Ensures that deadlines are met and taskers are completed IAW applicable guidelines. Plans and schedules meetings, hiring interviews, and semiannual mobility panel conferences. Generate memos, emails and reports as required. Retrieves and processes budget information and mission-related data from the Defense Travel System (DTS), the Global Support Center (GSC), and other database systems to build an overall mission and training recourse utilization reports and metrics. Respond to questions and requests for information. Arranges daily branch workflow by analyzing requirements and preparing branch battle rhythm through knowledge of branch capabilities, subject matter, and logic. Develops processes and policies to replace or improve current branch battle rhythm. Act as the point of contact for internal and external customers. Assist in the preparation of regularly scheduled reports. Briefs leadership on status and issues within the purview of this position.

As the Software Test Engineer, you’ll participate in planning, designing, and executing end-to-end automated testing in support of the Continuous Integration (CI)/Continuous Deployment (CD) of our products to customers worldwide.  You’ll identify opportunities to increase the level of automated testing of our customer products and solutions, plan and execute strategies to achieve test automation objectives, continuously measure and improve the effectiveness of that testing based on Key Performance Indicators (KPIs), and evaluate and integrate new testing tools, technologies, and procedures to achieve the organization’s technical objectives.

In this capacity, you’ll collaborate with engineering and product team members, architects, and other IT resources to create and execute test strategies, detailed test plans, and scenarios.  You’ll always respect the opinions of others, accept constructive criticism, share your views with a passion for improving the entire team’s performance, and collaborate openly and positively with your teammates.

Primary Responsibilities:

• Perform verification and validation of modernization, and integration efforts.
• Plan, design and execute end-to-end testing to support cloud-deployed products and solutions.
• Create and maintain test methodology documentation for traceability and repeatability.
• Report metrics and status on objectives to the respective development team leads.
• Identify regression test candidates for automation, plan automation activities across the team and automate test cases.
• Develop test plan and test cases for the integrated product and documents in the software Verification Test Documentation (CDRL 0009) prior to IV&V at the NTO; hold test case reviews with stakeholders.
• Enter and update test tickets to track progress.
• Execute test cases/scripts including functional, regression, exploratory, performance, load, and smoke tests for both web applications and database.
• Report issues in work management tool (e.g., Jira) along with steps required to re-create the issue.
• Record and report test results in the Software Test Report (CDRL 0008).
• Participate in Agile ceremonies, including daily standups, sprint planning meetings, sprint reviews and sprint retrospectives.
• Participate in all phases of risk management assessments and software development with emphasis on analysis of user requirements, test design and test tools selection.
• Utilize software testing applications and COTS products in support of testing activities.
• Support metrics program by collecting and tracking metrics on all activities.
• Use metrics to identify areas for improvement.
• Inform innovative solutions for more efficient testing strategy.
• Work closely with software engineers to create and maintain test artifacts that may be reviewed by external stakeholder’s real time.

Basic Qualifications:

• US citizenship is required per contract.
• BS degree and 4 – 8 years of prior relevant experience or Master’s with 2 – 6 years of prior relevant experience.
• Experience with writing and/or developing test procedures and automated test scripts.
• Strong, self-motivated desire to learn new tools, frameworks, and techniques.
• Ability to complete tasking independently with minimal direct supervision.
• Ability to work and collaborate effectively within a multi-disciplined engineering team.

Preferred Qualifications:

• Experience with Agile development principles and methodologies.
• Working knowledge of continuous integration and delivery methodologies and tools.
• Experience with automating unit, functional, integration and performance testing of web applications using industry-standard tools such as JUnit, Postman/SoapUI, Cucumber, Selenium, and JMeter.
• Familiarity with software design patterns.
• Solid understanding of software development process fundamentals.
• Experience managing projects within the Atlassian suite of tools (Confluence, JIRA, Bitbucket).
• Familiarity with basic web technologies (HTML, CSS, XML, REST, JSON).
• Knowledge of a version control system (e.g., Git).
• Familiarity with CI/CD processes and tools (Jenkins).
• Familiarity with multiple operating systems (Windows, LINUX, etc.).
• Familiarity with SQL and NoSQL databases.

This position has a target range for compensation of $110,000 - $120,000.  This is a firm fixed price contract and does not allow for negotiations outside of this target range.

Leidos has an exciting opening for you as our next S&T Solutions Architect for Production/O&M to work on the research, design, development, and implementation of data analytics solutions for the DoD S&T community supporting DIA-NMEC under our 10-year DOMEX Technology Platform (DTP) contract.  This includes immediate involvement in programs developing and delivering large-scale data processing pipelines for OSINT and DOMEX, designing and optimizing Task-Collect-Process-Exploit-Disseminate (TCPED) workflow management platforms, and shepherding the transition of advanced Artificial Intelligence algorithms from R&D sponsor agencies into operational settings.  The S&T Solutions Architect will participate in developing and studying technical solutions that advance capabilities for our customer organizations, as well as building the strategic and business plans to gain interagency buy-in, identify funding sources, and boost user adoption. In this position you will be responsible for leading, monitoring, sustaining, and resolving (hands-on) Production environment as well as O&M of current NMEC systems spanning networks and ranging the full lifecycle of data ingestion, processing, exploitation, and dissemination. While the work is primarily conducted on-site at our client location in Bethesda, MD, we offer a flexible schedule and, occasionally, some tasks may be performed remotely. Percentage of remote work will vary based on client requirements/deliverables.

As a senior member of the team, you are also a stakeholder in systems being developed with deep expertise in Systems Integration and work closely with Systems Engineers, Software Engineers, Architects as well as Government counterparts to ensure the interoperability of future systems and will support key tasks such as:  

• Architect solutions for the full range of Defense Intelligence S&T organizations, including but not limited to OSINT, DOMEX and MASINT.

• Plan and perform mission, strategy, and policy analysis and present results to peers and customers in both writing and as part of oral presentations.

• Business development activities including development of white papers and proposals that address customer needs consistent with Leidos business objectives.

• Serve as technical and strategic subject matter expert to support production teams and internally and externally funded R&D efforts.

• Fostering an environment of collaboration with the different team members in the goal of providing quality service and product to our customer.

• In-depth comprehension of technical collection and exploitation, particularly in OSINT, MASINT, and DOMEX, including technical principles, theories, concepts, and their application across range of programs.

• Master’s Degree in a technical domain with 15+ years of prior relevant experience, or Doctorate in technical domain with 13+ years of experience.

• Must possess TS/SCI clearance with the ability to obtain and maintain TS/SCI with Polygraph.

• Serve as a subject matter expert within technical domain area.

• Knowledge of how large-scale data processing systems are designed, specified, developed, manufactured, and operated with domain expertise in military intelligence applications.

• Knowledge and experience of military doctrine and current threats related to advanced technology, collection systems, information systems, AI and machine learning.

• Demonstrated ability to apply analytical approaches to architect solutions to counter threats

• Experience in proposal development and writing technical reports.

• Working knowledge of MS Office applications.

• Effective communication, coordination, and customer engagement skills.
