Job Description:

Based on the West Coast of KSA and as part of our Program at Yanbu, Parsons is looking to hire a dedicated and focused Principal Scheduler to join our team! In this role you will get to manage and direct the assigned project(s) in such a manner as to assure its on-schedule completion within or below the established approved budget.

What You'll Be Doing:

Responsible for planning, scheduling, progress forecasting and project coordination. Performs a major role reporting contractual responsibilities of RC Contractors planning, scheduling and progress performance. Monitors, and advises Projects Department management in planning, scheduling and reporting matters — collecting, evaluating and forecasting data as requested.

Reports directly to Lead Project Controls Engineer (Scheduling). A close relationship is maintained with Manager, Projects Management Department, Project Managers, Project Planners/Schedulers, Estimators, Project Engineers.

External Contacts include Clients, suppliers, subcontractors, Government agencies, as necessary.

• Develops and monitors project schedules, depicts the sequence of events, dependencies, and interfaces with other projects to clearly illustrate the strategy of the program to meet the requirements of the Projects Department Responsibility Assignment Matrix (RAM).

• Develops major milestone activities from the project schedules or Projects Department RAM to monitor the operation of the work and the inter-relationship with milestones for design, engineering, and procurement.

• Develops and monitors pre-award schedules and assists in "RFP" review and bid evaluations as required, coordinates major milestone activities and established "major contract events" for incorporation in the RFP special conditions and pre-award reports.

• Reviews, analyzes and recommends approval or disapproval disposition of contractors detailed schedules, including manpower loading.

• Summarizes approved contractor detailed schedules for incorporation in the Projects Department RAM, utilizing established procedures.

• Analyzes inputs and identifies areas where requirements are not being met, bringing any scheduling problems to the attention of Project Section Manager with proposed solutions. Identifies potential contract changes and develops appropriate logic schedules.

• Deliver timely, accurate and sensitive project controls report to facilitate a dear understanding of the performance of the project in relation to planned performance targets.

• Develops trends and forecasts design contract progress, relative to major milestone activities, and provides input to Monthly/Quarterly Progress Reports.

• Utilizing information from the Projects Department RAM and contractor submittals prepares scheduling presentation materials as required by the Project Section Manager.

• Reviews and assists in resolving and processing claims, back charges, invoices.

• Performs other duties as assigned by the Project Controls Section Manager/Supervisor.

• Requires a Bachelor's degree in engineering or business.  

• Minimum 10 years of experience in a projects-oriented environment.

• Experience with planning and scheduling of project activities particularly using computer-based scheduling software such as Primavera (Oracle's Project Management Application), Microsoft Project or similar programs is required.

• Expert knowledge in the use of Microsoft Office products, including Access, Excel, Word and PowerPoint is required,

• The ability to communicate effectively in spoken and written English is required.

• Experience of working in foreign countries. especially in the Middle East is preferable,

• Should also be able to function effectively with colleagues and subordinates of multiple ethnic and cultural backgrounds.

Based at the Yanbu Industrial City Program on the West Coast of Saudi Arabia, Parsons is now seeking an Senior Contracts Administrator to join the Team, due to the increasing workload and productivity at the Program.

In this role, you will be responsible for all assigned pre and post award contract administration functions. Provide supervision, training and technical guidance in the Contracts Department, including contract preparation, evaluation, negotiation and award of contracts, Conducting Studies and Design and Procurement type contracts. You will also be responsible for protecting the Royal Commission and the Company interests in all contractual matters and ensuring Royal Commission & Government Procurement Laws and policies & procedures are complied with as well as ensuring legal and contractual compliance in all contractual matters between relevant parties.

Specific ongoing responsibilities for this role will include:

• Provide training, mentoring, legal and contractual guidance to Contract Administrators in preparation of pre and post award Request for Proposals, verification of accuracy of bid packages and participates in the pre and post award evaluation /negotiation process.

• Ensure and review work of Contract Administration Work for correctness and policy and procedural compliance.

• Carry out the pre and post award activities including any schedules, provide advertisements for tenders and participates in the pre-ward meetings, evaluation and negotiation process, including functional role as Bid Evaluation Team Lead and Negotiation Team Leader.

• Responsible for the timely preparation of legal and contractual documents and correspondence such as Request for Proposals (RFP) and other legal or contractual packages as required.

• Participate in selection, training and evaluation of personnel.

• Advise appropriate Manager on contractual matters and relevant law, is the principal advisor at Project level with regard to the strategy for, and the conduct and recording of contract pre and post award negotiations.

• Initiates/drafts prepares and or assists contractual correspondence in all contractual matters relating to any specific assigned contract

• Prepares/assists in formulation and presentation of presentations relating to specific contractual topics to senior management.

• Prepare and attend as required to Notice of Awards, Notice to Proceeds and Pre and Post Award Meetings.

• Performs other duties as required or assigned that is expected of the role, by Senior Management.

To comply with the requirements of this role any applicants must possess the following qualifications / experience / credentials:

• MUST BE FLUENT IN BOTH ENGLISH AND ARABIC (WRITING, READING, SPEAKING) AND ABLE TO EFFECTIVELY COMMUNICTAE TRANSLATED CONTRACTUAL DOCUEMENTS.

• Bachelors degree in a Civil Engineering / Construction Management / Quantity Surveying / Legal discipline

• Minimum (8) eight years' experience in pre and post contract formation, negotiation and contract administration activities which include all manner of Construction and infrastructure contracts.  Experience must include full range of public bidding activities, formulation of Bid Documents, responding to bidder questions, issuing addenda, Bid Evaluation, leading meetings and negotiation for award.

• Must also be computers literate and skilled in the use of: MS Office (MS Word, MS Excel, MS Power Point).

A key requirement will be western educated / experienced Senior Resident Construction Manager. This role will be based in Construction Department focusing on infrastructure.

TO BE CONSIDERED FOR THIS ROLE ANY APPLICANTS MUST POSSESS A BACHELOR'S DEGREE QUALIFICATION IN AN ENGINEERING DISCIPLINE OR CONSTRUCTION MANAGEMENT OBTAINED FULL-TIME IN CLASSROOM FROM A WESTERN UNIVERSITY.

• Team player, develops working relationship with subordinates and contractors Provides project management guidance in interpretation of specifications, procedures, methods, schedules, and productivity. Reviews clashes and or conflicts to resolve problems with contractor performance to determine best options.

• Supervises the Resident Construction Engineers (Arch, Civil, Elec, Mech) and administrative support staff.

• Receives initiates and routes all correspondence and submittals between Contractor and Owner.

• Reviews shop drawings / as-built drawings, material submittals and technical or contractual clarifications submitted by contractor, and coordinates and routes for various Departmental or End User approvals.

• Reviews and recommends approval of Contractor's Monthly Invoices and Progress reports.

• Any other duties that are deemed to be necessary to successfully fulfill the role and requirements of the client organization

Applicants with the following qualifications and credentials are sought:

Experience and Qualifications:

• BSc Degree Engineering — construction related discipline (Western University)

• Over 15 years of construction experience, of which at least 08 years must be direct Project Management or Construction Management responsibility on a variety of significant Construction/Infrastructure Projects - roads bridges, utilities, residential, commercial, educational, health facilities, industrial etc, fully conversant with all forms of construction methods, techniques, codes and practices.

• Professional Membership or Project Management certification is desirable.

• Working experience and general knowledge of multi-craft and multi-discipline construction practices — and in a multi-cultural environment

5 years international industry exposure desirable.

• Fluent in English — oral and written, is mandatory and also Arabic desirable.

• Knowledgeable with MS Office software, MS Project, Primavera, MSWord, Excel, Power Point.

• Must be able to obtain KSA Driver License
