If selected for this position, you will join a well-respected team that is responsible for supporting a full range of Field Program Specialist duties within the Department of Health and Human Services/Administration for Children and Families/Office of Refugee Resettlement.

Typical work assignments include, but are not limited to:

• Providing strategic oversight and coaching to improve the quality and efficiency of care and releases at assigned care provider program sites for unaccompanied children.
• Traveling to visit assigned programs in-person to provide monitoring, review case files, and support the effective oversight of care provider programs.
• Reviewing and analyzing data such as incidents, lengths of care, and releases, to identify improvement opportunities for programs.
• Reviewing critical information from the provider about children, their prospective sponsors, to ensure that we are compliant with our policies and procedures.
• Resolving regular program issues that include coordinating with the Depart of Homeland Security, local officials and other stakeholders to resolve challenges.

• Developing new or improved acquisition or contracting processes and procedures.
• Converting critical, technical and programmatic requirements into acquisition documents for integration into Federal Acquisition Regulation (FAR) compliant Solicitations and Contracts.
• Preparing, processing, awarding, implementing, and managing complex contractual agreements to support critical programs.
• Creating content, conducting training, and providing direct support to Contracting Officer Representatives, quality assurance specialists, industrial property management specialists, cost estimators, business owners, program/product managers, logisticians, and technical experts in developing technical and persuasive writing skills.

• Performs the full range of contract price/cost analysis and negotiation functions in a pricing support office that is responsible for analyzing and evaluating a wide variety of proposals.
• Develops and documents results of price/cost analysis in the form of written reports, oral explanation to contracting personnel and others.
• Develops and documents guidance, memoranda, procedures, and instructions, which cover the full spectrum of price/cost analysis.
• Prepares and delivers oral briefings, training and presentations to staff, supervisors, higher-level officials, and outside organizations on price/cost analysis techniques and trends.

The purpose of this position is for the incumbent to investigate complaints and concerns related to unaccompanied children's experiences in the care of the Office of Refugee Resettlement (ORR), ensuring adherence to federal law and ORR policy and procedures. Duties Include:

• The incumbent receives and reviews complaints, inquiries, and other submissions related to the care, safety, and well-being of unaccompanied children in the custody of the ORR.

• The incumbent evaluates submissions from a variety of stakeholders, including children, care provider staff, service providers, community members, family members, and Federal employees.

• The incumbent provides responses to complaints, inquiries, or other submissions that fall within the office's scope and warrant further investigation.

• The investigative response may include conducting site visits, interviewing involved parties, reviewing relevant documentation, and analyzing program records and historical information.

• The incumbent ensures the investigation captures verifiable facts, as well as the perspectives, opinions, and subjective experiences of the complainant and others involved.

• All investigative efforts are documented in a comprehensive final investigative response report.

• The final investigative report details the nature of the original complaint, the investigative efforts undertaken, findings of fact, and perspectives of interviewed parties.

• The report includes recommendations to resolve the complaint or concern, prevent reoccurrence, and address the complainant's grievance if relevant.

• The incumbent collaborates with UCOO leadership to communicate investigative findings and recommendations to affected parties, ensuring information is shared only with those who have a right or essential need to know.

• The incumbent maintains high professional standards, upholding the core tenets of an Ombuds Office-confidentiality, impartiality, and independence-and effectively communicates their mission, role, and duties to all stakeholders.
